EDD call center hours - are they actually open when they say they are?

I'm confused about the actual EDD call center hours. Their website says M-F 8am-5pm but I've been calling at different times and getting mixed results. Called at 8:05am this morning and got the busy message immediately. Then tried at 2pm yesterday and same thing. Are they really open during all posted hours or is there something I'm missing? I need to reach someone about my claim status but don't want to waste more time calling when nobody's actually answering.

The posted hours are correct but there's a catch - they take a full lunch break from noon to around 1:30pm where literally nobody answers. I wasted 3 hours calling during lunch before figuring this out.
