This happened to me too! The silence can be nerve-wracking, but from my experience, it usually means you're in a queue waiting for the next available representative. I'd recommend staying on the line for at least 15-20 minutes if possible - sometimes it takes a while but eventually someone picks up. If the does drop, don't get discouraged.
