EDD switched payment method to Money Network without consent - card compromised before delivery
Just need to vent about this ridiculous payment situation. I specifically opted for paper checks for my UI benefits after hearing horror stories about payment cards. EDD confirmed MULTIPLE TIMES I would receive checks. Then yesterday, what shows up? A Money Network card that I never requested! The worst part? When I called to activate it, I discovered $1,750 in fraudulent transactions from LAST WEEK - meaning someone accessed my benefits before I even received the card! Money Network's customer service is a complete joke. They're making me file disputes for each transaction and said the investigation will take 45 DAYS before I get my money back. I'm literally missing rent money now because of THEIR security failure. Bank of America was bad with the old cards, but Money Network is actually worse. I've already contacted my Assemblymember and Senator because EDD just shrugs it off like it's not their problem when I call. How is it 2025 and we can't get a simple payment system that works? Anyone else dealing with Money Network fraud?

This is unfortunately becoming quite common with Money Network cards. Their security protocols are significantly weaker than they should be for a government payment provider. What you need to do immediately: 1. Document everything - take screenshots of the unauthorized transactions 2. File a police report and get a copy - Money Network often requires this for fraud over $1000 3. Submit the disputes through both phone AND their website (redundancy helps) 4. Call EDD directly at 1-800-300-5616 and request they note your account for manual payment intervention 5. Submit Form DE 2412 "Request for Change of Payment Method" and check the box for paper checks, attaching a brief explanation The 45-day timeline is their standard response, but with proper documentation and persistence, it's often resolved in 15-20 days. Don't accept the first timeline they give you.

•Thank you so much for this detailed advice. I've already started documenting everything but hadn't thought about filing a police report. Will do that tomorrow morning. The EDD phone line is a whole other nightmare - I've been trying for 3 days and can't get through. Is there a better time to call or some trick to actually reach a human being?

•2 MONTHS?! I can't wait that long... Did you have to keep calling them or did they eventually just resolve it? I'm worried they're going to make me jump through a million hoops.

I had success reaching EDD about a similar payment issue using Claimyr (claimyr.com). They got me connected to an EDD rep in about 25 minutes when I had been trying for days on my own. They have a video showing how it works: https://youtu.be/JmuwXR7HA10?si=TSwYbu_GOwYzt9km Once I actually talked to a real EDD person, they were able to flag my account for security concerns and expedite the switch back to paper checks. The rep also gave me a direct reference number for the Money Network fraud department that bypassed their general customer service line. Saved me hours of frustration.

•Thank you for this tip! At this point I'm willing to try anything to get through to EDD. Their phone system is completely broken - I've called 30+ times and either get disconnected or told they're at capacity. I'll check out that service.

EDD DOESNT CARE ABOUT US!!! This has been going on for YEARS first with BofA now with Money Network. My cousin had $3000 stolen and fought for 4 months to get it back!!! They keep switching to worse and worse vendors because its CHEAPER for them not because it helps us!!! Call your state rep like you did but also file a complaint with the state auditors office AND consumer financial protection bureau. Only way things change is if we ALL complain!!! PS: Anyone saying we should be grateful for benefits can STFU - we PAID INTO this system with our taxes!!!!!

•4 MONTHS?! That's absolutely insane. I've filed complaints with both offices you mentioned. You're right that we need to make noise about this - it's OUR money that we've paid into the system. Thanks for the validation - I was starting to feel crazy with how dismissive everyone at EDD has been about this whole situation.

I went through this exact nightmare scenario last month. What worked for me was contacting my local assemblyperson's office. Their constituent services team has direct contacts at EDD who can actually resolve these issues much faster than going through normal channels. Within a week of contacting my assemblyperson, EDD had overridden the system to issue me a paper check for the disputed amount while the Money Network investigation was still ongoing. Also, insist on speaking with a fraud department supervisor at Money Network - the regular representatives don't have authority to expedite claims. Keep detailed notes of every call, including representative names and ID numbers. This documentation was crucial when I escalated my case.

•This is great advice - thank you! I actually did contact my assemblyperson yesterday but haven't heard back yet. I'll try to follow up with them tomorrow. Did you have to provide any specific information to their office to get things moving? And I'll definitely ask for a supervisor next time I call Money Network.

•Direct deposit is definitely the most secure option for receiving EDD benefits. You can request this change by logging into UI Online, selecting 'Contact EDD' from the menu, then 'Payments' as the category, and specifically requesting direct deposit. You'll need to provide your account and routing numbers. However, this won't help with the current fraud situation - that still needs to be resolved with Money Network.

•I actually tried to set up direct deposit initially but had problems with my bank verification. That's why I requested paper checks as my second choice. Definitely going to try the direct deposit route again once this mess is sorted out.

•IT'S NOT FREE MONEY! We pay into unemployment insurance with every paycheck! Do you not understand how UI works?? It's OUR money that we've ALREADY PAID that's being stolen because of EDD's incompetence and their garbage vendors! Think before you post such ignorant comments.

For anyone dealing with Money Network fraud, here's what has been working for claimants recently: 1. Request an 'Expedited Provisional Credit' specifically - they're required to provide this for disputed transactions within 10 business days while investigating if you explicitly request it using this terminology 2. Reference Regulation E of the Electronic Fund Transfer Act, which protects consumers in cases of unauthorized transactions 3. If they deny the expedited credit, immediately request to speak with the Regulatory Compliance department (not just a supervisor) 4. File a simultaneous complaint with the CFPB (Consumer Financial Protection Bureau) online - Money Network has been responding much faster to disputes when a CFPB case is opened The system is frustrating but knowing the specific terms and regulatory requirements gives you leverage.

•This is incredibly helpful information - thank you! I just called back and asked for an 'Expedited Provisional Credit' and referenced Regulation E as you suggested. The representative actually changed her tone completely and transferred me to someone who's processing this request now. They said I should see the funds back in 5-7 business days while they continue the investigation. I'll still file with the CFPB as backup.

UPDATE: Finally got through to EDD this morning after using the Claimyr service someone recommended. The EDD rep was actually super helpful once I reached them! They've put a special flag on my account to revert to paper checks immediately AND they're sending an emergency payment for the disputed amount that should arrive in 5 days. I still have to deal with Money Network for the fraud investigation, but at least I won't be waiting weeks for rent money. Also filed all the complaints recommended and my assemblyperson's office called me back - they're sending an official inquiry to EDD's executive office about my case. Thanks everyone for all the advice - this community has been way more helpful than any official channels!
