EDD Telecert says 'no weeks to certify' during my certification week - what's happening?
I'm super confused and getting worried. Today is my regular certification day (I always certify every two weeks on Sunday), but when I called the Telecert system since my UI Online account isn't working, the automated voice told me I don't have any weeks available to certify right now. How is that possible when I KNOW this is my certification week? My benefit year doesn't end until October 2025, and I still have a balance of about $4,100 left. I've been certifying regularly without any issues until now. Did EDD automatically stop my claim for some reason? Has anyone else experienced this problem before? I really need this payment to cover my rent next week!

This could mean a few different things. First, check if your claim has been flagged for eligibility issues or if you have any notifications in your UI Online account. Sometimes when there's an eligibility interview pending or unresolved issue, it temporarily stops your certification ability. Another possibility is that your benefit year is correct, but you've exhausted your claim balance (although you mentioned still having funds). Have you recently reported earnings that were close to or exceeded your weekly benefit amount?

•I tried logging into UI Online again but it still gives me an error about system maintenance (been like that for 3 days now). I haven't reported any earnings recently - I've been completely unemployed since getting laid off in February. Is there any way to check if there's an eligibility issue without being able to log in?

Have you checked your mail? Sometimes EDD sends important notices through regular mail instead of electronic notifications. I've had this happen before where my certifications were put on hold because they scheduled an eligibility interview, but I didn't know about it until I got the letter. You definitely need to speak with a real person at EDD to figure this out.

•I haven't received anything in the mail recently... at least I don't think so. My mail sometimes gets mixed up with my neighbor's. I'll double check my mailbox tonight. How long did it take you to get your certifications back after your interview?

this happened 2 me last month!! turns out they needed me to verify my identity again for some reason?? the crazy thing is they never told me, I had to call like 50 times to find out why my weeks disappeared. so frustrating!!

•Oh no, did you have to do the whole ID.me thing again? I already did that when I first filed. I'm worried because I literally can't get through on the phone no matter what time I call.

I'd bet money this is a quarterly review issue. Every quarter, EDD checks if you qualify for a regular UI claim instead of whatever extension or claim type you're on. Even though you still have a balance, they pause certifications during this review. It's BEYOND FRUSTRATING they don't tell people about this!! It happened to me in April and took 3 WEEKS to resolve because I couldn't get anyone on the phone. The system is completely broken and they don't care how many people suffer because of their incompetence.

•This is exactly right. It's a quarterly review issue - happens at the end of each calendar quarter. I work in HR and see this with former employees all the time. The good news is that it usually resolves automatically within 7-10 days, and they'll let you certify for those missed weeks retroactively. The bad news is that if you need to escalate it, you'll need to speak with a Tier 2 specialist at EDD, which can be nearly impossible with current call volumes.

My cousin had something similar happen in January and it turned out she had accidentally entered some information wrong on her previous certification. They froze everything until she could talk to someone. Are you sure all your previous certifications were filled out correctly?

•As far as I know, yes. I'm really careful about my certifications because I heard horror stories about people making small mistakes and then dealing with overpayment notices. But I suppose it's possible I made a typo or clicked something wrong...

when telecert says no weeks to certify it usually means theres a stop payment alert on ur account for some reason. could be quarterly review like someone said or id verification or they think u got a job and didnt report it. u gotta talk to a tier 2 specialist to fix it not the regular ppl who answer phones

•That makes sense... but how do I even get to a Tier 2 specialist when I can't get anyone on the phone at all? This is so stressful. I need this money for rent next week.

I was in the same situation last month trying to reach a Tier 2 specialist. After days of failed attempts, I found Claimyr (claimyr.com) which got me through to an EDD representative in about 20 minutes. They have a video showing how it works: https://youtu.be/JmuwXR7HA10?si=TSwYbu_GOwYzt9km. Saved me from missing rent payment while waiting for my claim issue to be fixed. The rep was able to see exactly why my certification was blocked and fixed it during the call.

•Thank you! I'll check this out right now. At this point I'm desperate to talk to someone who can tell me what's going on. I appreciate the suggestion.

To summarize the likely issues: 1. Quarterly review (most common reason for temporary certification holds) 2. Eligibility interview being scheduled 3. Identity verification flag 4. Payment stop alert due to potential unreported earnings 5. System glitch (less common but does happen) The solution in all cases is to speak with a Tier 2 specialist who can see exactly what's happening with your claim. Once resolved, you'll be able to certify for any missed weeks. Make sure to continue checking your UI Online account daily as system maintenance usually doesn't last more than 24-48 hours. Also check your spam folder for emails from EDD.

•Thank you for breaking it down so clearly! I'll keep trying to get through on the phone and keep checking UI Online. I checked my spam folder but there's nothing from EDD there. I'm hoping it's just the quarterly review thing that will resolve on its own soon.

•My benefit year should be good until October 2025 - that's what my last certification confirmation showed. But maybe there's something I'm not understanding about how it works...

Just wanted to follow up - were you able to get through to EDD? If it's the quarterly review, it should resolve within 7-10 days as mentioned earlier. But if rent is due before that, definitely keep trying to reach a representative who can expedite things.

•Update: I finally got through using that Claimyr service someone recommended. Turns out there was an eligibility interview scheduled because my former employer contested my claim (even though I was clearly laid off with 30 other people). The EDD rep was able to see the interview is scheduled for next week, but she released my current weeks for certification in the meantime! She also helped me reset my UI Online password since I was locked out. Such a relief! Thanks everyone for your help and suggestions.

•That's fantastic news! So glad you got it resolved and can make rent next week. It's crazy that employers can contest claims even for mass layoffs - sounds like they're just trying to avoid their unemployment insurance rates going up. Good luck with the eligibility interview, but since it was a clear layoff situation you should be fine. Thanks for updating us on what worked!

This is such a common issue that really highlights how broken the EDD system is. The fact that employers can contest legitimate layoffs just to protect their unemployment insurance rates is infuriating - especially when it puts people at risk of missing rent payments. I'm dealing with a similar situation right now where my former employer is claiming I was fired for cause when I was actually let go due to budget cuts. It's amazing how quickly these issues can be resolved once you actually get through to someone who can see what's happening, but getting that initial contact is nearly impossible. Really glad you got it sorted out @CosmicCaptain and thanks for sharing the Claimyr tip - I'm going to try that myself!

•@Jessica Nolan I m'so sorry you re'dealing with a similar situation! It s'absolutely ridiculous that employers can just claim fired "for cause when" they know it was budget cuts. The system really is stacked against us - we re'already stressed about losing our jobs and then have to fight just to get the benefits we re'entitled to. Definitely try the Claimyr service, it was a game changer for me. Also, make sure you have any documentation about the budget cuts emails, (company announcements, etc. for) your eligibility interview. In my case, the news articles about my company s'layoffs helped prove it wasn t'performance-related. Hang in there, you ve'got this!

This whole thread is incredibly helpful! As someone who just started collecting unemployment after being laid off from my tech job, I had no idea about quarterly reviews or that employers could contest legitimate layoffs. The fact that @CosmicCaptain was able to get this resolved so quickly with the right service really shows how much of a difference it makes to actually reach someone who can see what's happening in the system. I'm bookmarking this post in case I run into similar issues. It's frustrating that we have to use third-party services just to access our own benefits, but at least there are solutions out there. Thanks everyone for sharing your experiences - this kind of community knowledge is invaluable when dealing with EDD's broken system!

•@Carmen Ortiz You re'absolutely right about bookmarking this thread - I wish I had known about these potential issues when I first started my claim! The quarterly review thing especially caught me off guard since EDD doesn t'communicate it at all. It s'so frustrating that we have to rely on community knowledge and third-party services just to navigate what should be a straightforward process. I m'definitely going to save the Claimyr info for future reference too. Thanks for highlighting how valuable these shared experiences are - it really does make a difference knowing we re'not alone in dealing with EDD s'chaos!

I'm really glad you were able to get this resolved @CosmicCaptain! Your experience is a perfect example of why so many of us are frustrated with EDD - the fact that a legitimate layoff can get contested and cause certification holds without any notification is just insane. I've been on unemployment for about 6 months now and had no idea about quarterly reviews either until reading this thread. It's crazy that we have to rely on community forums and third-party services just to understand how our own benefits work. Thanks for sharing the update and the Claimyr recommendation - I'm definitely keeping that in my back pocket. For anyone else reading this, it's also worth noting that you can request a copy of your employer's contest filing to see exactly what they're claiming, which can help you prepare for the eligibility interview. The whole system needs a major overhaul, but at least we can help each other navigate it in the meantime!

•@Savannah Weiner That s'such a good point about requesting a copy of the employer s'contest filing! I had no idea that was even possible. It would definitely help to see exactly what they re'claiming so you can prepare proper documentation to counter their arguments. The whole system really is designed to make it as difficult as possible for people to get the benefits they re'entitled to. It s'honestly shameful that in 2025 we still have to jump through so many hoops and rely on community knowledge just to access unemployment benefits. At least threads like this help people avoid some of the pitfalls. Really appreciate everyone sharing their experiences - it gives me hope that even when things seem impossible with EDD, there are usually solutions if you know where to look!

This is such a valuable thread for anyone dealing with EDD issues! I've been collecting unemployment for 8 months and learned more about the system from reading these comments than from any official EDD communication. The fact that quarterly reviews, employer contests, and identity verification flags can all cause certification holds without proper notification is absolutely mind-blowing. It really shows how the system is designed to create barriers rather than provide support. @CosmicCaptain I'm so relieved you got your issue resolved and can make rent! Your experience with Claimyr getting you through to a real person in 20 minutes versus the impossible phone system really highlights how broken things are. For anyone else facing similar issues, this thread is proof that persistence pays off and community knowledge is invaluable. Definitely saving all these tips about documentation, quarterly reviews, and third-party services. Thanks everyone for sharing - this is exactly the kind of mutual support we need when dealing with EDD's chaos!

•@Oliver Schulz You re'absolutely right about learning more from this community thread than from EDD directly! I just joined this forum after stumbling across this post while frantically searching for answers to my own certification issues. It s'honestly shocking how many hidden pitfalls there are in the unemployment system that nobody tells you about upfront. The quarterly review thing especially blew my mind - how is this not mentioned ANYWHERE in the initial paperwork or on their website? And the fact that employers can contest legitimate layoffs just to save money on their insurance rates is infuriating. I m'bookmarking this entire thread because I have a feeling I ll'need to reference it again. Thank you to everyone who shared their experiences - it s'reassuring to know there are solutions out there even when EDD seems impossible to navigate. @CosmicCaptain so happy you got everything sorted out in time for rent! Stories like yours give the rest of us hope when we re'stuck in similar situations.

As someone new to this community, I'm absolutely floored by how helpful this thread has been! I just filed for unemployment last week after being laid off from my marketing job, and reading about quarterly reviews, employer contests, and all these potential certification blocks has me both terrified and grateful to know what might be coming. The fact that @CosmicCaptain went from panic about missing rent to getting everything resolved in one phone call really shows the power of having the right information and resources. I'm definitely bookmarking the Claimyr recommendation and taking notes on all the documentation tips shared here. It's honestly disgraceful that we need third-party services and community forums just to navigate a system that's supposed to help unemployed people, but I'm so thankful for communities like this where people actually look out for each other. Thank you everyone for sharing your experiences - you've probably saved me weeks of stress and confusion down the road!

•@Rachel Tao Welcome to the community! Your timing is actually perfect - getting this knowledge upfront before you run into issues is so much better than scrambling to figure things out when your certifications suddenly get blocked. I wish I had known about all these potential pitfalls when I first started my claim. Since you just filed, I d'recommend setting up alerts for any EDD mail/emails and maybe even checking this forum regularly for updates on common issues. Also, if your UI Online account ever starts acting up like @CosmicCaptain s'did, don t'wait days to address it - that Claimyr service could save you a lot of stress. It s'really sad that we have to treat navigating unemployment benefits like studying for a test, but at least this community makes it easier. Good luck with your claim, and don t'hesitate to ask questions here if anything weird happens!

This thread has been incredibly eye-opening! I've been on unemployment for about 4 months now and had no idea about quarterly reviews or that employers could contest layoffs like this. Reading @CosmicCaptain's story really hit home because I've been living paycheck to paycheck on these benefits, and the thought of suddenly having my certifications blocked without warning is terrifying. The fact that you were able to get everything resolved with Claimyr in 20 minutes after days of trying the regular phone system really shows how broken EDD's infrastructure is. It's absolutely ridiculous that we need third-party services just to access our own benefits! I'm definitely saving this thread and the Claimyr info for future reference. Thank you to everyone who shared their experiences and tips - this community knowledge is literally invaluable when dealing with EDD's chaos. It's reassuring to know there are solutions out there even when the system seems designed to fail us.

•@Jacob Lee I totally understand that fear of suddenly having certifications blocked - it s'one of the worst feelings when you re'already struggling financially. What really struck me about this whole thread is how @CosmicCaptain s'situation could happen to any of us at any time, and we d'have no warning or explanation from EDD. The quarterly review thing especially worries me because it seems completely random from our perspective. I m'also saving all this information because honestly, this community has taught me more about how unemployment actually works than any official EDD resource. It s'both reassuring and infuriating that we have to rely on each other and third-party services to navigate a system that should be straightforward. At least now we know what to look out for and have some actual solutions when things go wrong. Thanks to everyone who shared their experiences - you re'literally helping people keep roofs over their heads!

Wow, this entire thread has been such a learning experience! As someone who's been on unemployment for about 3 months, I had absolutely no clue about quarterly reviews, employer contests, or any of these certification blocks that can happen without warning. @CosmicCaptain your story is both terrifying and inspiring - terrifying because it shows how quickly things can go wrong with EDD, but inspiring because you were able to get it resolved so fast with the right help. The fact that your employer contested a clear mass layoff just to save on insurance costs is absolutely infuriating but sadly not surprising. I'm definitely bookmarking this thread and the Claimyr recommendation because honestly, this community has provided more useful information about navigating EDD than any official resource I've found. It's shameful that we need third-party services and forums like this just to access benefits we're entitled to, but I'm so grateful for everyone who shared their experiences here. You've probably saved dozens of people from weeks of panic and stress. Thank you all for looking out for each other - this is exactly what community support should look like!

•@Mia Roberts This thread has been such a goldmine of information! I just started collecting unemployment two weeks ago after my company downsized, and reading everyone s'experiences has been both educational and nerve-wracking. The idea that my former employer could potentially contest my claim even though it was clearly a layoff situation is something I never even considered. @CosmicCaptain s'success story with Claimyr gives me hope that there are actual solutions when the system inevitably fails us. I m'definitely saving all this info - the quarterly review warnings, the documentation tips, everything. It s'honestly criminal that EDD doesn t'provide this kind of transparency about their processes, leaving us to figure it out through community forums when we re'already stressed about being unemployed. Thank you to everyone who took the time to share their knowledge and experiences. This is exactly why communities like this are so important - we re'all just trying to survive and help each other navigate these broken systems!

This thread is absolutely incredible and should honestly be pinned as a resource for everyone dealing with EDD! I've been unemployed for 5 months now and thought I knew the system pretty well, but reading about quarterly reviews and employer contests has completely opened my eyes. @CosmicCaptain I'm so glad you got everything sorted out - the stress of potentially missing rent because of EDD's failures is something no one should have to deal with. What really gets me is how your employer contested a mass layoff just to protect their insurance rates. It's like the system is designed to squeeze people when they're already down. I've bookmarked the Claimyr recommendation along with all the other tips shared here. The fact that we need third-party services just to talk to our own government agency is beyond ridiculous, but I'm grateful solutions exist. Thank you to everyone who shared their experiences - you've created an amazing resource that's going to help so many people navigate EDD's broken system. •@ShadowHunter I couldn't agree more about pinning this thread! As someone who just joined this community after dealing with my own EDD nightmare, this has been the most comprehensive resource I've found anywhere. The collective knowledge shared here is worth its weight in gold - from quarterly reviews to documentation tips to actual working solutions like Claimyr. What really strikes me is how @CosmicCaptain's story went from panic to resolution so quickly once they had the right information and tools. It really highlights how EDD's broken communication leaves us all flying blind until something goes wrong. I'm definitely sharing this thread with other unemployed friends because honestly, everyone needs to know about these potential pitfalls before they happen. It's both heartbreaking and inspiring to see how this community comes together to help each other navigate a system that seems designed to make our lives harder. This thread has been absolutely invaluable! I'm currently dealing with a similar situation where my certifications suddenly disappeared last week, and reading everyone's experiences has been both reassuring and educational. The quarterly review explanation makes so much sense - I had no idea this was even a thing, and of course EDD doesn't bother to inform us about it. @CosmicCaptain I'm so relieved you got everything resolved! The fact that your employer contested a clear mass layoff is infuriating but unfortunately typical. I'm definitely going to try the Claimyr service since I've been trying to get through to EDD for days with no luck. It's absolutely shameful that we need third-party services just to access our own benefits, but I'm grateful people like you share these solutions.
