Can't certify with overpayment - UI Online vs. phone system showing different options
I'm completely stressed out. EDD says I have an overpayment from last quarter ($4,780) which I'm in the process of appealing. Now I'm due to certify this week, but when I log into UI Online there's no certification button or option anywhere! The weird thing is when I called the automated phone system (833 number), it specifically tells me 'You have weeks available to certify' but then doesn't actually let me do it! I've been calling the regular EDD number for 3 days straight - busy signals, disconnects, or 'too many callers' messages every single time. Has anyone dealt with this certification block while having an overpayment case open? Will the system eventually let me certify, or is this some kind of automatic freeze because of the overpayment? I need these benefits to pay rent next month!

This is a known glitch in their system. When you have an overpayment case under review or appeal, sometimes the UI Online system will block certification options while the phone system still recognizes you have weeks available. It's like the two systems don't talk to each other properly. You definitely need to speak with a tier 2 specialist to fix this - they can manually allow you to certify while your appeal is pending. Unfortunately as you've discovered, getting through to them is nearly impossible right now.

The EDD has been INTENTIONALLY doing this to people with overpayments to make it HARDER for you to get your money!!! It's not a glitch, it's a FEATURE! They're hoping you'll give up and stop claiming. They did the same thing to me in January. My appeal has been "pending" for 62 days now with no update. The system is rigged against us regular people. And forget getting through on the phone - they deliberately understaffed those lines!!!

When an overpayment is being appealed, it should still allow certification, but the older phone system and newer online portal sometimes get out of sync. I dealt with this exact issue when I had an overpayment notice. Try this workaround: call the automated system again, but this time when it mentions you have weeks to certify, quickly press 1, then 2, then wait for the next prompt and press 1 again. Sometimes this bypasses the block and lets you certify by phone. It worked for me twice during my appeal process. If that doesn't work, I finally reached an EDD rep using Claimyr.com - they basically call EDD for you and connect you when they get through. Saved me days of constant redialing. wait i'm confused. is an overpayment the same as disqualification? i got disqualified for 2 weeks but i could still certify, it just said $0 for those weeks. maybe this is something different?

An overpayment means EDD believes they paid you money you weren't entitled to receive, and they want it back. Often for different weeks than your current claim. This happened to me too! My sister had the same problem when she had a overpayment. Her's was only like $2000 though not as much as yours. She couldn't certify for like three weeks and then suddenly one day she logged in and the button was back! She never even talked to anyone it just fixed itself. But then they took 25% of her payments to pay back the overpayment which SUCKED.

To update with the correct procedure here: While your overpayment appeal is pending, you absolutely SHOULD be able to certify. When you reach an EDD representative, request these specific actions: 1. Ask them to check your claim for a 'certification block' flag 2. Have them remove the certification block while your appeal is pending 3. Request to backdate certifications for any weeks you've missed 4. Ask them to note in your file that you've been attempting to certify Also, make sure you continue to meet all other eligibility requirements during this time (work search, etc.) because you'll need to certify for these weeks once the block is removed. Document all your work search activities even if you can't submit them right now.

I worked for EDD as a temp during the pandemic surge, and I can tell you this is a known issue with the certification system. When an overpayment is being processed or appealed, sometimes the system puts an automatic hold on certification capabilities in UI Online, but the telecert (phone) system doesn't receive the same update. However, even though the phone system says you have weeks available, it often won't let you complete the process. The only real solution is reaching a claims specialist who can override this in the system. They can enable certification while your appeal is in process. You'll likely need to keep calling, unfortunately. Best times to call are right when they open at 8:00 AM or between 1:15-2:00 PM when staff are returning from lunch.

UPDATE: I got through!! Used the Claimyr service someone recommended and was connected to an EDD rep in about 20 minutes. The rep confirmed there was a certification block because of the overpayment. She removed it and let me certify for the missed weeks right while on the phone. She said the block shouldn't come back while my appeal is being processed, but if it does, I should call back right away. Payment is pending now! Thanks everyone for your help!

•Great news! Glad you got it resolved. Make sure to keep certifying every two weeks on time, even while your appeal is in process. The overpayment appeal can take 6-8 weeks to resolve, but you'll continue receiving benefits in the meantime as long as you keep certifying.
