Does unemployment count as income for SNAP benefits in California?
So I've been on unemployment for about two months now after getting laid off from my warehouse job, and I'm trying to figure out if my weekly UI payments count as income when I apply for SNAP food assistance. I've heard conflicting things from different people - my neighbor said her unemployment didn't affect her SNAP at all, but someone in my building said his benefits got reduced because of his UI payments. I'm already stressed enough trying to keep up with rent and utilities on reduced income, and now I'm worried that applying for SNAP might not even help much if my unemployment checks are going to count against me. Does anyone here have experience with this? I'm in the greater LA area if that matters. Just trying to figure out if it's even worth applying or if my UI payments are going to knock me out of eligibility entirely.

Yes, unemployment benefits absolutely count as unearned income for SNAP purposes. This is a really common source of confusion. When you apply for CalFresh (which is what SNAP is called in California), you'll need to report your weekly or biweekly UI payment amounts on your application. The CalFresh program considers unemployment compensation as unearned income, similar to how it treats Social Security or pension payments. That said, receiving UI does NOT automatically disqualify you from CalFresh - it just gets factored into your overall household income calculation. Given that UI typically replaces only about 60-70% of your prior wages, many people who are receiving unemployment benefits still fall within the income limits for CalFresh. The gross income limit is 200% of the federal poverty level in California, so depending on your household size and how much UI you're collecting, you might still qualify for a meaningful benefit amount. Definitely worth applying.

AuthorThis is really helpful, thank you. So if my UI payments bring my monthly income to like $1,800 for a single person household, would I likely still qualify? I don't have any other income coming in.

For a single person household in 2025, the gross monthly income limit for CalFresh is around $2,430 (200% FPL). So at $1,800/month in UI income, you'd very likely qualify. Your net income after deductions would be even lower, which could increase your benefit amount. Definitely apply through BenefitsCal.com.

same situation here and i got approved for like $190/month in calfresh even while getting unemployment. they count it but you can still get a decent amount

To add some clarity here - the reason people get confused about this is that unemployment and CalFresh have completely separate eligibility systems. Your California EDD unemployment claim and your CalFresh case are handled by totally different agencies. EDD manages your UI payments, while the county Department of Social Services handles CalFresh. They don't automatically share information in real time, but you ARE required to report your UI income on your CalFresh application and at your annual recertification. Failing to report it can lead to an overpayment situation with CalFresh, which you definitely want to avoid.

AuthorOh wow I did not know they were separate agencies. So I apply for CalFresh through my county, not through EDD?

Sean O'Donnell
Correct - you apply at BenefitsCal.com or at your county DPSS office. EDD has nothing to do with the CalFresh application process. They're completely separate.

yeah this tripped me up too i kept looking on the EDD website for calfresh info lol took me forever to find the right place

This is an important point. A lot of people on UI delay applying for CalFresh because they assume their unemployment income will make them ineligible, but that's usually not the case. The income thresholds are generous enough that most UI recipients still qualify for at least some CalFresh benefit.

Honestly when I was dealing with my UI claim AND trying to figure out CalFresh at the same time I was on the phone constantly trying to get answers from EDD about my benefit amount so I could accurately report it for my food stamps application. Spent like three days straight trying to get through to an actual EDD agent to confirm my weekly benefit amount. Kept getting busy signals or getting disconnected after being on hold for over an hour. A friend told me to try Claimyr (claimyr.com) - it basically gets you through to a real California EDD agent without you having to sit on hold all day. There's a video explaining how it works at https://youtu.be/JmuwXR7HA10. Got connected to an EDD rep within the same day and was able to get my official benefit amount confirmed so I could fill out my CalFresh application correctly. Saved me so much time and stress.

AuthorWait this is actually exactly my problem - I need to know my exact weekly benefit amount to put on the CalFresh application and I can't get through to EDD to confirm it

Yeah that's exactly what I used it for. You can also find your benefit amount on your UI Online account though - check the payment history section. But if you're having trouble logging in or need to ask questions, Claimyr is super useful for actually reaching someone.

It worked for me - I was skeptical too but I was desperate after days of failed calls. Got through to an EDD agent the same afternoon I used it.

wait so does this mean if you get a big unemployment check one week does that week count more against your calfresh?? im so confused by all this

Anastasia Sokolov
CalFresh actually looks at your monthly income, not week by week. If your UI payments vary, they'll typically average out your expected monthly income or look at your regular weekly benefit amount times 4. The eligibility worker at your county DPSS office can walk you through exactly how they'll calculate it for your specific situation.

GalaxyGuardian
oh ok so its averaged out. that makes more sense i was worried about the weeks i get a higher amount or something

I went through this exact situation six months ago and want to share what I learned. Yes, unemployment counts as income for SNAP/CalFresh in California. Here's the practical breakdown of what happens: 1. You report your weekly UI benefit amount when you apply for CalFresh 2. The county converts it to a monthly figure (weekly amount x 4.3) 3. That monthly UI income gets counted in your gross income calculation 4. California has a net income test and a gross income test - you need to pass both 5. After standard deductions (earned income deduction doesn't apply to UI since it's unearned, but you may get shelter deductions, dependent care deductions, etc.), your net income determines your benefit level I was getting $387/week in UI and still received $165/month in CalFresh. The application took about 2 weeks to process and I had a phone interview with a county worker. Definitely apply - don't assume you won't qualify.

AuthorThis is incredibly detailed, thank you so much. The breakdown of how they calculate it is exactly what I needed to understand. I'm going to apply this week.

Just to add - in California you can get expedited CalFresh processing if your household income is below a certain threshold, which means you could get benefits within 3 days instead of waiting the full processing time. Worth asking about when you apply.
0 coins
Aisha Abdullah
Yes that's a great point. Expedited service is available if your monthly income is less than $150 OR if your combined income and resources are less than your monthly rent/mortgage plus utilities. Given that you're on UI, you might qualify for expedited processing.

my cousin told me unemployment ruins your calfresh and you shouldnt apply until your claim ends. is that actually true??
0 coins
Sean O'Donnell
That's a myth - please don't wait. Apply for CalFresh as soon as you need food assistance. Unemployment income counts toward the calculation but doesn't disqualify you automatically. Waiting until your UI ends means missing out on benefits you may be entitled to. Your cousin's information is incorrect.

This misconception is really common unfortunately. A lot of people delay applying for CalFresh based on bad information from friends or family. The actual income thresholds are high enough that most UI recipients qualify. Apply now, don't wait.

I've worked with people navigating both CalFresh and California EDD unemployment simultaneously and there are a few more nuances worth knowing. First, if your UI claim is in adjudication (meaning EDD is investigating whether you're eligible), you still need to report your anticipated UI income - or lack of it - to CalFresh. Second, if your UI claim status changes significantly, you need to report that to your county within 10 days as a mid-period change. Third, there's no benefit to trying to hide UI income from CalFresh - they do cross-check with state income records during the process.
0 coins
Diego Rojas
AuthorMy claim was in adjudication for a while at first - does that past period matter for CalFresh? I'm now approved and receiving payments.
0 coins
Carmen Diaz
For CalFresh, what matters is your current and expected future income. Since your UI claim is now approved and you're receiving payments, you report your current weekly benefit amount. The past adjudication period is generally not relevant to a new CalFresh application.

what does adjudication even mean? i keep seeing that word

To directly answer the original question for anyone finding this thread via search: Yes, unemployment insurance (UI) benefits count as unearned income for CalFresh/SNAP in California. You must report your UI payments. However, this does NOT automatically disqualify you - the income limits for CalFresh are based on 200% of the federal poverty level in California, and many people receiving unemployment still qualify for CalFresh benefits. Apply at BenefitsCal.com and be honest about your UI income on the application.

Does anyone know if getting CalFresh affects your unemployment claim at all?? Like does having CalFresh somehow trigger a review of your UI eligibility or anything like that? I'm scared that applying for one thing will mess up the other.
0 coins
Anastasia Sokolov
No - CalFresh and your California EDD unemployment claim are completely separate programs run by different agencies. Getting CalFresh does NOT affect your UI claim in any way. EDD will not be notified that you applied for or are receiving CalFresh. They are entirely independent of each other. This is a common fear but there's nothing to worry about.

ok that is such a relief. I've been scared to apply for calfresh because of this exact reason. going to apply today

Something important nobody's mentioned yet: if you're on unemployment and applying for CalFresh, make sure you're keeping up with EDD's job search requirements while you're doing this. You need to complete 3 job search activities per week and log them in your California EDD account. I got so distracted dealing with CalFresh paperwork that I almost forgot to submit my weekly EDD certification one week. Don't let the benefit coordination process distract you from maintaining your UI eligibility.

Diego Rojas
AuthorOh this is a really good reminder, thank you. I have been stressed about the CalFresh stuff and almost forgot to do my weekly certifications too.

Yeah it's easy to lose track when you're dealing with multiple things. Set a phone reminder for your weekly certification days - EDD is strict about late submissions.

I was in this exact situation last year - laid off, collecting UI, needed CalFresh, and I was overwhelmed trying to manage both. What I'd add to what everyone else said: when you're doing your CalFresh phone interview with the county worker, have your UI Online account open so you can reference your exact weekly benefit amount. The county workers are pretty understanding about the UI situation but they do need accurate numbers. My interview was actually pretty quick - maybe 15-20 minutes.

Diego Rojas
AuthorHow far in advance did you schedule the phone interview? And did they call you or did you call them?

They called me at the number I put on the application. I got an automated reminder text the day before. The whole process from application to approval took about 12 days for me.

Good tip about having UI Online open. Also screenshot or write down your payment history so you have a clear record if they ask about past months.

THIS WHOLE SYSTEM IS RIDICULOUS. You have to apply to like 5 different agencies just to survive when you lose your job. UI through EDD, CalFresh through the county, Medi-Cal through the county (different department sometimes!!), utility assistance through yet another program... and every single one wants documentation and phone interviews and follow-ups. And then EDD's phones are IMPOSSIBLE to get through. I spent literally 6 hours one day just trying to get my benefit amount confirmed for a CalFresh form and never got through. How is any of this acceptable??

I felt this exact frustration. That's actually exactly when I found out about Claimyr - after a whole day of failed EDD calls. The site is claimyr.com and there's a demo video at https://youtu.be/JmuwXR7HA10 showing how it works. Got me connected to a real EDD agent way faster than trying to call directly. Not saying the system isn't broken (it absolutely is) but at least there's a workaround for the phone issue.

Quick question - if I'm receiving unemployment and I get approved for CalFresh, and then my UI claim ends because I find a new job, do I have to immediately stop CalFresh too?
0 coins
Carmen Diaz
No - you need to report the income change to your county within 10 days (you now have a job with wages), but this just triggers a recalculation of your CalFresh benefit. Depending on your new wages, your CalFresh might be reduced or eventually you might no longer be eligible, but it doesn't automatically terminate. You go through a recalculation process with your county.
0 coins
Jamal Brown
Oh that makes sense. So it's possible to transition from UI to wages and still get some CalFresh for a while?
0 coins
Carmen Diaz
Yes, especially in the early weeks at a new job when your monthly income might not be at full levels yet. California's CalFresh program actually counts earned income differently from unearned income like UI - there's a 20% earned income deduction for wages, which can work in your favor.

does the weekly amount matter or the yearly amount for snap? asking for a friend
0 coins
Luca Esposito
CalFresh looks at monthly income, not annual. They'll take your weekly UI amount and multiply it by 4.3 to get your monthly figure. So your weekly benefit amount matters for the calculation.

I want to share a success story because this thread is making me remember my own experience. When I was unemployed two years ago I was terrified to apply for CalFresh because I thought my UI payments would make me ineligible. Finally applied after a friend pushed me and got approved for $212/month. That was a real lifeline. Don't let fear or assumptions stop you from applying for benefits you may be entitled to. The worst they can say is no.

One thing worth knowing - when you apply for CalFresh and report your UI income, the county may ask for proof. You can provide this by printing your payment history from UI Online or taking a screenshot of your current weekly benefit amount from your EDD account. The letter EDD sends you when your claim is approved also works as proof of income. Having this documentation ready before you start the CalFresh application will speed things up.

Diego Rojas
AuthorI didn't even think about needing proof documentation - really glad you mentioned this. I'll pull my payment history from UI Online before I apply.

Something I haven't seen mentioned - if you're having trouble getting into your UI Online account to get your payment history for the CalFresh application, don't let that delay you. You can still apply for CalFresh and indicate that you're waiting on documentation. The county will give you time to provide proof. Don't wait until everything is perfect - apply now and get the paperwork together as you go.

AuthorThis is a helpful nudge - I've been waiting because I wanted to have everything perfectly prepared before applying. Maybe I should just start the application.

For anyone finding this thread later - here's a summary of what you need to know about unemployment and CalFresh in California: - UI benefits = unearned income for CalFresh purposes - Must be reported on your CalFresh application - Does NOT automatically disqualify you - California income limit is 200% FPL (quite generous) - Many UI recipients still qualify for meaningful CalFresh benefits - Apply at BenefitsCal.com - Have your UI Online payment history ready as proof of income - If you can't reach EDD to confirm your benefit amount, try Claimyr (claimyr.com) to get through to an agent faster - CalFresh and UI are separate programs - having one does NOT affect the other Hope this helps someone!
