Does unemployment count as income for food stamps? California EDD claimants need to know
So I've been on unemployment for about two months now after getting laid off from my warehouse job and I'm really struggling to make ends meet. A coworker told me I should apply for CalFresh (food stamps) to help cover groceries while I'm job hunting, but now I'm second-guessing whether that's even worth it because I heard unemployment benefits might count against you when they calculate your eligibility. Basically my question is: does unemployment count as income for food stamps / CalFresh? I'm getting about $450 a week from California EDD right now and I live alone in a one-bedroom apartment. I don't want to waste time filling out a long application if my UI benefits are just going to disqualify me anyway. Has anyone here actually applied for CalFresh while collecting California EDD unemployment? Did it hurt your eligibility? Any info would be super helpful because I honestly have no idea how these two programs interact with each other.

Yes, unemployment benefits do count as income for CalFresh (food stamps), but that does NOT automatically disqualify you. The income limits for CalFresh are actually pretty generous and many people collecting California EDD unemployment benefits still qualify — especially if you're a single-person household. For a single person in California, the gross monthly income limit for CalFresh is around $2,005 (130% of the federal poverty level). If you're getting $450/week from EDD, that's roughly $1,950/month, which puts you right at the edge but still potentially eligible depending on deductions like rent, utilities, and other allowable expenses. Definitely apply — the worst they can say is no, and you might be surprised. You can apply online at BenefitsCal.com.

AuthorOh wow okay that's way more helpful than I expected. So they look at gross income before deductions? I pay like $1,400/month in rent so hopefully that helps my case.

rent deduction only works if its over a certain threshold i think, something about a standard utility deduction too. definitely worth applying tho

The rent/shelter deduction is a net income calculation thing — they apply it after the gross income test. If you pass the gross income test (which it sounds like you might), they then look at net income with deductions to determine your actual benefit amount. It's a two-step process basically.

Applied for CalFresh while on EDD last year. Got approved for $187/month which honestly helped more than I thought it would for groceries. The application asked me to report my EDD weekly benefit amount and they converted it to monthly. Process took maybe 2 weeks from application to approval and they did a phone interview with me.

AuthorThat's really encouraging to hear. Did you have to provide any documentation from EDD like an award letter or anything?

Sophia Carson
Yeah they asked for my EDD benefit verification letter. You can get that from UI Online — just log in and look under the documents section. They also wanted my last bank statement.

same here got approved while on unemployment. people dont realize these programs are designed to work together for people in exactly this situation

WAIT. I went through this whole thing last spring and nobody told me you could get BOTH at the same time. I spent three months struggling with groceries thinking my EDD payments made me ineligible for CalFresh. THREE MONTHS. The California EDD website doesn't even mention CalFresh anywhere obvious and I had to find this out from a random forum post. The system is designed to keep you confused I swear.

ugh same thing happened to me, i assumed i made too much on unemployment to qualify for anything else and just suffered through it

This is actually a really common misconception and you're not alone. California EDD does have some informational links to other benefit programs but they're buried. BenefitsCal.com is the official portal for CalFresh, Medi-Cal, and CalWORKs — worth bookmarking for anyone going through a job loss.

AuthorI had the exact same assumption! Thought the unemployment check meant I was 'covered' and didn't qualify for anything else. Glad I asked here.

One thing I want to add that hasn't been mentioned: when you're reporting income on your CalFresh application, you report your UI benefits as unearned income — not earned income. This distinction matters because earned income gets a 20% deduction before being counted against your limit, but unearned income like unemployment does not get that deduction. So your $450/week gets counted in full. That said, the shelter deduction, standard utility allowance, and other deductions can still bring your net income down significantly for the benefit calculation. Don't let the unearned income classification discourage you from applying.

AuthorThis is the kind of detail I never would have figured out on my own. Thank you for explaining the earned vs unearned thing.

Ezra Bates
does this mean people working part time while on edd actually get MORE from calfresh because their income gets the earned deduction?
0 coins
Ana Erdoğan
Technically yes — the 20% earned income deduction would apply to wages, so someone with the same gross income from part-time work vs. unemployment could end up with a higher CalFresh benefit if the wages bring their net income down further. The system does create some counterintuitive outcomes.

Honestly just want to say for anyone in this thread who's been struggling to get through to California EDD about anything — claim questions, reporting issues, whatever — I finally managed to actually talk to a live agent after weeks of getting busy signals and disconnections. I used a service called Claimyr (claimyr.com). There's a video showing how it works at https://youtu.be/JmuwXR7HA10 — basically it navigates the EDD phone system for you and calls you back when an agent is available instead of you sitting on hold for hours. I used it when I had a certification question that was holding up my benefits and it genuinely worked. Not saying it's perfect but when you've been trying for two weeks and getting nowhere it's a lifesaver.

AuthorI actually do need to call EDD about something separate from this — my weekly claim has a weird status. Will bookmark this, thank you.

To directly answer the title question one more time for anyone who finds this thread later via search: yes, unemployment compensation counts as income for CalFresh food stamps in California. It is classified as unearned income and counted at 100% (no earned income deduction). However, the gross monthly income limit is high enough that many single individuals and small households receiving California EDD UI benefits will still qualify for at least some CalFresh benefits after shelter and utility deductions are applied.

random question kinda related — if you get CalFresh while on EDD unemployment, do you have to report it anywhere on your weekly EDD certification? like does receiving food stamps affect your unemployment benefits at all?
0 coins
Keith Davidson
No — CalFresh benefits are not reportable income on your EDD weekly certification. Food stamp benefits are not considered income under UI rules. They are two completely separate programs and receiving CalFresh has zero effect on your unemployment benefit amount or eligibility. You only report wages from work on your weekly claim.
0 coins
Ezra Bates
okay perfect that was my main concern, thank you
0 coins
Ana Erdoğan
Correct. And the reverse is also true — your EDD payments don't disqualify you from CalFresh, they just count toward the income calculation. Neither program cancels out the other.

I went through a really stressful situation last fall where my California EDD claim went into adjudication AND I was trying to get CalFresh approved at the same time. The CalFresh office wanted proof of my EDD income but my claim was pending so I didn't have a benefit letter yet. County worker told me I could provide my Notice of Unemployment Insurance Award letter once the claim resolved or provide a statement explaining the pending status. Just want to flag this for anyone in a similar situation — adjudication limbo can complicate the CalFresh application but it doesn't stop you from applying.
0 coins
Taylor Chen
AuthorOh that's a really important edge case, thank you. My claim was in adjudication for like 10 days when I first filed so I understand that stress.

Brooklyn Foley
The adjudication process is already so stressful and then having it ripple out and affect other applications you're trying to do at the same time is just brutal. EDD needs to get better at expediting those notices.

For anyone stuck in adjudication who can't get through to EDD by phone — seriously check out Claimyr at claimyr.com. That's specifically the kind of situation where being able to reach a live agent makes a real difference. Video demo at https://youtu.be/JmuwXR7HA10 if you want to see how it works before trying it.

question from someone who has never dealt with any of this before: is CalFresh the same thing as EBT? my mom keeps saying 'apply for your EBT' but I don't know if she means CalFresh or something else
0 coins
Keith Davidson
Yes — CalFresh is California's name for the federal SNAP program (food stamps), and if you're approved for CalFresh, your benefits are loaded onto an EBT card (Electronic Benefits Transfer). So EBT is the card/delivery method, CalFresh is the program name. Your mom is basically saying the same thing in different words!
0 coins
Marcus Williams
omg okay that makes so much sense. she's been on it for years and still just calls it 'food stamps' or 'EBT' so I was confused about CalFresh being a separate thing. thank you
0 coins
Ezra Bates
yeah the naming is confusing. food stamps = SNAP = CalFresh (in California) = loaded onto EBT card. all the same thing just different ways people refer to it

I want to share something that might help people in this thread who are dealing with income fluctuations on unemployment. My EDD weekly benefit amount varies because I sometimes do small gig jobs and report them on my weekly certification, which reduces my UI payment that week. When I applied for CalFresh they wanted to know my average monthly income. The county worker told me to bring 3 months of EDD payment history to show the average. You can print your payment history from UI Online. Just a practical tip for anyone whose EDD income isn't a consistent fixed amount.
0 coins
Taylor Chen
AuthorThis is super practical, thank you. I do occasionally pick up small jobs so my payments aren't always the same amount.

Ana Erdoğan
Good tip. For CalFresh purposes they typically want to use current income but if it's irregular they may average it. The UI Online payment history printout is accepted documentation at most county offices.

Has anyone dealt with CalFresh trying to verify your job search activities? Like do they require proof you're looking for work the same way EDD does? I'm already keeping a job search log for EDD and dreading having to maintain a second one for a different agency.
0 coins
Keith Davidson
CalFresh does have work requirements called ABAWD (Able-Bodied Adults Without Dependents) rules for certain recipients, but if you're already receiving and actively certifying for California EDD unemployment benefits, you're generally considered to be meeting work-related requirements because EDD already verifies your job search activity. You typically don't have to submit a separate job search log to the CalFresh office when you're on active UI.
0 coins
Elijah Knight
that's a relief. the EDD job search requirement already has me documenting like 3 contacts per week so doing it twice for two different agencies would have been a lot
0 coins
Kennedy Morrison
I can confirm this — county worker told me the same thing when I was worried about it. Active UI claimants are generally exempt from separate CalFresh work requirements. Just make sure you're staying current with your EDD certifications.

Can we also talk about how hard it is to get anyone on the phone at the California EDD to ask these kinds of questions directly?? I spent literally 4 hours last Tuesday trying to reach someone. Busy signal, automated disconnect, transferred and then cut off. FOUR HOURS. For one simple question about my claim status. The phone system is an absolute nightmare and it's shameful that people who are already in financial crisis have to fight this hard just to get basic information.

I feel this so deeply. The EDD phone situation has been brutal. I mentioned it earlier in this thread but Claimyr (claimyr.com) genuinely helped me when I was in that exact situation — their system handles the phone queue navigation and calls you back when an agent picks up. Check the demo video at https://youtu.be/JmuwXR7HA10. It's not a magic fix for every EDD problem but getting through to an actual human is half the battle.

Just to add another layer to this conversation — when you do get CalFresh, you need to report changes in your income within 10 days. So if your EDD benefits stop because you found a job, you need to report that to the CalFresh office. And when your unemployment ends and you start working, your wages will count as earned income (with the 20% deduction) so your CalFresh benefit might actually increase or stay similar even though you're working, depending on your wage level. The transition from unemployment to employment doesn't have to mean losing all your CalFresh benefits overnight.
0 coins
Taylor Chen
AuthorThis is something I definitely would not have thought about — the transition period. Good to know it's not just an on/off switch.
0 coins
Ana Erdoğan
Correct. The 20% earned income deduction on wages can actually make employed income more favorable for CalFresh purposes than the same dollar amount in unemployment benefits. So some people see their CalFresh benefit stay roughly the same or even go up when they return to low-wage work.

this whole thread has been so educational honestly

Ezra Bates
also worth knowing: when you call the CalFresh county office (or do the phone interview), they WILL ask about all income sources including unemployment. don't try to hide it or 'forget' to mention it. they cross-reference databases and if there's a discrepancy it can result in an overpayment notice later which is way more stressful than just reporting it correctly upfront. seen people get caught out by this and it's not worth it
0 coins
Elijah Knight
Yeah this is important. Overpayment situations are a nightmare to deal with for any benefit program. Just be upfront.

Lily Young
100% agree. I had an EDD overpayment issue on my UI claim from a reporting error and it was months of stress to sort out. Accurate reporting at the start saves so much pain later.

Update for the thread: I messaged the original poster (OP) to check in and they said they applied for CalFresh after seeing this thread and got approved for $215/month. The combination of California EDD unemployment benefits plus CalFresh is genuinely what these programs are designed for.

One more thing I want to flag for people reading this later: your CalFresh benefit amount is recalculated at renewal (every 6 or 12 months depending on your household). If you're still on EDD unemployment at renewal time, you'll need to recertify with your current benefit amount. If your UI claim has ended, that's a significant income change that will affect your CalFresh. Set a reminder so you don't miss your recertification window — missing it means your benefits stop and you have to reapply from scratch.
0 coins
Kennedy Morrison
The recertification deadline thing is so important. I almost missed mine because the notice came as a letter and I don't check my mail that regularly. Now I have an alert set in my phone for 60 days before the renewal date.
