Does unemployment affect food stamps eligibility in California?
So I just got approved for unemployment benefits through California EDD last week and I'm trying to figure out if this is going to mess with my CalFresh (food stamps) benefits. I've been getting CalFresh for a few months now and I'm really worried that starting to receive UI payments will either reduce my benefits or disqualify me completely. My weekly benefit amount is $387 and I'm not sure how to report this or if I even need to. Has anyone dealt with both at these at the same time? Do I need to call CalFresh and tell them about my unemployment income, or will they just find out automatically? I'm kind of stressed about this because I really need both right now while I look for work.

Yes, unemployment benefits DO count as income for CalFresh purposes and you absolutely need to report it. When you start receiving UI payments from California EDD, you're required to report that change in income to your local county social services office within 10 days. Your CalFresh benefit amount will likely be reduced, but you probably won't lose eligibility entirely unless your UI benefit is very high. The way it works is CalFresh uses a formula - they count your gross UI income and apply their standard deductions, then calculate your new benefit level. Many people still qualify for some CalFresh even while on unemployment, just at a lower amount.

AuthorThank you, this is really helpful. So I won't automatically lose CalFresh just because I'm getting UI? I was so worried I'd lose everything at once. Do I report to the county or through some online portal?

same here i got both and my calfresh just went down a little, didnt lose it completely. make sure u report tho or they can make you pay it all back

Just to add - you can report the income change through BenefitsCal online or by calling your county. Don't wait for your annual CalFresh redetermination to report this, the 10-day rule is real and not reporting can result in an overpayment notice from the county.

I went through this exact situation last year. Got laid off, filed with California EDD, and panicked about my CalFresh. Here's what actually happened: my weekly UI benefit was around $420 and my CalFresh dropped from $281/month to about $190/month. So yes it goes down but I kept getting food assistance the whole time I was on unemployment. The key thing is reporting it promptly.

AuthorThat's actually really reassuring to hear. I was imagining worst case scenario where I lost everything. Did you have any issues with the transition or was it pretty smooth once you reported?

wait so they count the FULL unemployment amount as income? even though youre taxed on it later? that seems wrong

Yes the gross UI amount counts as unearned income for CalFresh purposes, before taxes. CalFresh doesn't adjust for the fact that UI is taxable income at the end of the year. It's one of those frustrating quirks of how the two programs interact.

Ugh this whole situation is so stressful. I've been trying to get someone at California EDD on the phone for two weeks to ask questions about my claim and it's impossible. Every time I call I either get a busy signal or sit on hold for 2+ hours and then the call drops. I ended up using a service called Claimyr (claimyr.com) that basically navigates the phone system for you and gets you connected to an actual EDD agent. There's a demo video at https://youtu.be/JmuwXR7HA10 that shows how it works. I needed to confirm some income details on my claim and it was the only way I could actually get through. Might be worth it if you need to talk to someone about how your UI payments are being categorized.

AuthorI actually do need to talk to EDD about something related to my claim so this is useful. I'll check out that video. Does it work for general claim questions too or just specific issues?

To directly answer your question about whether unemployment affects food stamps - yes, but the relationship is nuanced. Under CalFresh rules, UI benefits are considered unearned income. However CalFresh has several deductions that reduce your countable income: 1. Standard deduction (applied to all households) 2. Earned income deduction (doesn't apply to UI since it's unearned) 3. Dependent care deductions if applicable 4. Shelter deduction if your housing costs are high So even with UI income being counted, many households still qualify for reduced CalFresh. The income limit for CalFresh eligibility is 200% of the federal poverty level in California for most households. At $387/week in UI that's roughly $1,548/month - that's below the gross income limit for most household sizes, so you should still qualify for some benefit.

AuthorThis breakdown is super helpful, thank you. I live alone so it's just me. At $1,548/month UI income do you have any rough idea what my CalFresh might look like?

Keisha Williams
For a single person household at roughly $1,548 gross monthly income, after the standard deduction you'd probably be looking at maybe $80-120/month in CalFresh depending on your shelter costs. Not a huge amount but still something. Use the prescreening tool at benefits.gov to get an estimate specific to your situation.

yeah single person calfresh amounts are always lower but it adds up over the months u know

I work in social services so let me clarify something important here. California EDD unemployment benefits and CalFresh are two entirely separate programs run by different agencies - EDD runs UI and the counties run CalFresh. They do NOT automatically share data in real time, which means: 1. CalFresh won't automatically know you started getting UI 2. YOU are responsible for reporting the change 3. If you don't report and they find out later (they do cross-check periodically), you'll owe back an overpayment Also important: when you report the UI income to CalFresh, bring documentation. Your EDD award letter or a screenshot of your UI Online payment history works well as proof of income amount.

AuthorThis is really good to know that they don't automatically share data. So there's a real risk of overpayment if I don't report quickly. I'll call my county office tomorrow morning.

wait i thought the state systems all talked to each other automatically. so i need to manually report every time my edd payment changes???

For major changes like starting UI benefits, yes you need to proactively report. Monthly fluctuations in your UI (if they occur) are typically captured at your semi-annual report or annual redetermination, but a new income source like UI starting needs to be reported within that 10-day window.

This is why navigating both these programs at once is so exhausting. Two different agencies, two different rules, two different reporting requirements. It's a lot to keep track of when you're already stressed about being unemployed.

One thing nobody mentioned yet - if you're on CalFresh and getting UI, make sure you're still meeting your CalFresh work requirements. Some CalFresh recipients have work requirements (usually called ABAWD requirements if you're an able-bodied adult without dependents). Being on UI and actively job searching through California EDD typically satisfies this requirement, but make sure your county knows you're doing job search activities. You don't want to lose CalFresh because they think you're not complying with work requirements when you actually are.
0 coins
Yara Nassar
AuthorI had no idea CalFresh had work requirements too. I'm doing my EDD job search activities every week - does that automatically count for CalFresh or do I need to document it separately for them?
0 coins
Amina Toure
Generally receiving UI benefits implies you're meeting work search requirements since EDD requires it. But some counties do ask for separate documentation. Best to confirm with your county worker when you report the UI income change - ask them specifically whether your EDD job search log satisfies the CalFresh work requirement.

this is so complicated why does it have to be this complicated honestly

Going back to the EDD contact issue - I mentioned Claimyr earlier but wanted to add more context for why it's useful in this specific situation. If you need to ask California EDD questions about how your benefits are being reported or classified (which could affect how CalFresh calculates your income), you really do need to speak with an actual EDD agent. The automated phone system and UI Online portal don't let you ask nuanced questions. Claimyr at claimyr.com gets you past the phone queue nightmare. I used it when I had an income reporting question on my claim and got an answer in one call instead of spending days trying to get through.

wait i'm confused now. so does unemployment COUNT as income for food stamps or not? some people are saying yes some are saying it reduces benefits but you keep them... I thought if you had ANY income it affected eligibility??
0 coins
Keisha Williams
Yes it counts as income AND you can still keep CalFresh, those aren't contradictory. CalFresh has income limits, not a zero-income requirement. As long as your total income (including UI) stays below the CalFresh income limits for your household size, you stay eligible - just at a reduced benefit amount. Most unemployed single adults receiving typical UI amounts in California stay below the eligibility threshold.

CosmicCommander
ohhh ok that makes more sense. I thought having any income at all meant automatic disqualification. thanks for explaining
0 coins
Malik Johnson
This is a really common misconception. CalFresh is designed to supplement income for people who don't have enough to cover food - it wouldn't make much sense if having any income at all kicked you off. The whole point is it scales with what you're earning.

I've been on unemployment for 4 months and kept CalFresh the whole time. My benefit went from $320/month down to $145/month when I started getting UI but I never lost it. The county was actually pretty understanding when I called to report - the worker walked me through exactly how the new amount was calculated. Don't be afraid to call them and ask questions, they've seen this situation a million times.

quick question kinda related - if i stop getting unemployment does my calfresh automatically go back up? like do they recalculate when ui ends
0 coins
Keisha Williams
Yes! When your UI ends you report that change too and CalFresh will recalculate upward if your income drops. Same reporting requirement applies - report within 10 days of your last UI payment. Then your CalFresh should increase back toward what you were getting before UI.

Isabella Ferreira
ok good to know. i'm coming up on my benefit year end soon so i was wondering about this

And don't forget to file for UI extension or new claim if you're still unemployed when your benefit year ends - don't assume it just automatically continues. You may need to reopen your California EDD claim.

Honestly the whole system is designed to be confusing I swear. You have to report to EDD, report to CalFresh, do job search for EDD, do job search for CalFresh, make sure neither office thinks you're hiding income... all while actually trying to find a job and pay rent. I've been on both programs and the administrative burden alone is exhausting. And god forbid you try to actually call EDD to clarify anything - might as well give up on that before you start.

The EDD phone thing is real - after I found Claimyr (claimyr.com) I at least stopped dreading the EDD calls. Check the demo at https://youtu.be/JmuwXR7HA10 - it genuinely changed how I approach dealing with EDD. The CalFresh side is honestly less bad once you have a dedicated county worker.

yeah the income limits scale up with household size so a bigger household can have more income and still qualify. and the benefit amounts are higher too. single person limits are the tightest.

The other thing to watch is your semi-annual report for CalFresh. Even if you reported your UI when it started, you'll need to report it again on your SAR (semi-annual report) form when it comes due. And if your UI ends before that SAR is due, report that change separately too. Basically any significant income change needs to go to the county promptly, don't wait for your scheduled paperwork.
0 coins
Yara Nassar
AuthorSAR - semi annual report, got it. Is that something they mail to me or do I need to initiate it?
0 coins
Emma Davis
They mail it to you, but you can also access it through BenefitsCal online. Make sure your mailing address with the county is current - missing a SAR can get your benefits discontinued even if you're still eligible.

Malik Johnson
This is important advice. Address updates across EDD, county CalFresh, and whatever other programs you're on all need to happen separately. The systems don't share address updates either.

Just want to circle back to OP's original question with a summary since this thread has a lot of info now: YES unemployment affects food stamps (CalFresh) in California. UI counts as unearned income. You must report it within 10 days of receiving your first payment. Your benefit will likely decrease but probably won't disappear entirely for most people with typical UI amounts. Use BenefitsCal online or call your county to report. Bring your EDD award letter as income documentation. Your CalFresh will be recalculated and you'll get a new benefit amount notice.

Yara Nassar
AuthorThank you for this summary, genuinely. I'm going to save this comment. I feel so much less panicked than I did when I posted this. Calling the county first thing tomorrow.

One final add - if you disagree with how your county calculated your new CalFresh amount after reporting UI, you have the right to request a fair hearing. So if something seems off, don't just accept it without asking questions.

does anyone know if getting unemployment affects medi-cal too? like does ui income count there as well asking for a friend lol
0 coins
Keisha Williams
Yes, UI income can affect Medi-Cal too depending on which Medi-Cal program you're in. For most Covered California/ACA Medi-Cal, they use MAGI income which includes UI. However Medi-Cal income limits are quite generous in California so many people on UI still qualify. Report the UI income to Covered California or your county Medi-Cal office as well - similar reporting requirement applies.

CosmicCommander
ugh so i need to report to THREE different places when i start getting ui? edd, calfresh, AND medi-cal??
0 coins
Malik Johnson
If you're receiving all three benefits yes. Each program is administered separately and has separate reporting requirements. I know it's a lot but the overpayment consequences for not reporting are much worse than the hassle of reporting. Think of it as protecting yourself.

California has its own quirks with CalFresh that make generic answers kind of useless. Like the 200% FPL gross income limit is California-specific (some states use 130%). So yeah finding CA-specific info matters a lot.

One more practical tip: when you call your county to report UI income, ask the worker to tell you exactly what your new CalFresh amount will be and when the change takes effect. Sometimes there's a processing lag and you might receive one more payment at the old rate. If that happens it's not an overpayment issue as long as you reported on time - the county processes at its own pace after you've done your part.
0 coins
Yara Nassar
AuthorGood to know, I wouldn't want to panic thinking I'd been overpaid if there's a normal processing lag.

Yeah this happened to me - got one more full payment after I reported and freaked out thinking something was wrong. The county worker confirmed it was just processing timing and totally fine.

documentation is everything. get the workers name and note the date and time you called to report. then if anything goes sideways you have a record that you reported on time

Final piece of advice for OP and anyone else in this situation: screenshot or save your UI Online payment history regularly. This serves as income documentation for CalFresh, gives you proof if there's ever a discrepancy, and helps you track your benefit year progress for EDD purposes. I keep a folder with monthly screenshots of both my UI payment history and my CalFresh benefit amounts so I always have documentation if either program has questions about the other.
