Accessing EDD tax forms from Europe - need urgent help before tax deadline

Hey EDD community, I just moved to Germany last month after being on unemployment in California from January to November 2024. I completely forgot about tax season approaching, and now I can't access my EDD account to download my 1099-G form because the website is geo-blocked in Europe! I've tried using a friend's login from the US (they just entered my SSN and info) but it's giving some security error. Has anyone successfully accessed their EDD tax documents while living abroad? I'm really worried about filing my taxes correctly since this was my first time on unemployment. Any advice on getting these forms without flying back to California would be amazing!

You need to use a reliable VPN service that has servers in California specifically. I was in a similar situation last year when I was working in Spain for 3 months. Most free VPNs won't work because EDD has gotten better at detecting them. I used ExpressVPN and was able to login to my account without issues. Make sure you're connecting to a California server specifically, as some other US servers might still trigger their security system.

Thanks for the tip! I actually tried NordVPN yesterday but it still blocked me. Maybe I was connecting to a New York server instead of California? I'll try specifically looking for a California server. Did you have any issues with the two-factor authentication while abroad? My US phone number doesn't work here anymore.

cant u just call them?? my cousin moved 2 japan and she just called edd and they mailed the tax forms to her parents house. then her parents scanned it and emailed it 2 her. simple fix!

I've been trying to call for two days now but the time difference is brutal (9 hours ahead here in Germany) and I keep getting the 'maximum callers reached' message when I finally manage to call during their business hours. Plus international calling fees are adding up fast 😩

You actually have a few options here: 1. Use a VPN with California servers as suggested (ExpressVPN or NordVPN with proper configuration) 2. Request your 1099-G by phone. If you can't get through using the regular EDD number, try the dedicated 1099-G request line: 1-866-401-2849 3. Designate an authorized representative in the US to access your information. You'll need to complete a DE 1093 form and mail it to EDD before they can help you 4. Contact the Taxpayer Advocate Service if you're running out of time As for the phone issue - if you're having trouble getting through to EDD due to the 'maximum callers reached' message, you might want to try Claimyr (claimyr.com). They have a service that helps connect you with an EDD representative without the endless redials. They have a video demo showing how it works: https://youtu.be/JmuwXR7HA10?si=TSwYbu_GOwYzt9km I used them when I was dealing with an identity verification issue and was able to get through within about 25 minutes instead of spending days redialing.

Thank you so much for these detailed options! I hadn't even thought about designating an authorized representative - my sister still lives in San Diego, so maybe that's the easiest route. I'll also check out Claimyr because these international calls are getting expensive. Do you know if the 1099-G request line tends to be less busy than the regular EDD number?

I moved to London 2 years ago and had the EXACT same problem!!! The geo-blocking is SO annoying. Honestly the EDD system is ridiculous with all these restrictions. Like hello?? Americans travel and move abroad sometimes!! Anyway I ended up having to get my mom to login to my account from California and download everything for me because NOTHING else worked. VPNs, calling, nothing. The EDD website would literally just say "access denied" even with a VPN!!

0 coins

Ugh, that's what I was afraid of. I might need to ask my sister to just login for me then. Did your mom have any trouble accessing your account? Did you have to give her your login credentials or did she have to do anything special since it wasn't her account?

Yeah I just gave her my login info and she got in fine! They didn't do anything weird with verification when she logged in. But this was before they added all that ID.me stuff so maybe it's different now?? Not sure!

Has anyone tried contacting the IRS directly instead of EDD? I know they can provide transcripts of all tax documents filed under your SSN including 1099-Gs. I had to do this once when I never received my 1099-G in the mail. You can request tax transcripts online or by mail using Form 4506-T. Might be easier than dealing with EDD's website restrictions.

0 coins

This is incorrect advice for the current situation. The IRS doesn't have copies of the 1099-G until AFTER you file your taxes. They only receive the information after EDD reports it and you submit your return. The transcripts only show what's been reported previously, not current year unfiled documents. The OP needs the actual 1099-G from EDD to properly file their taxes, not a transcript of previously filed returns. Please be careful about spreading misinformation as it could cause people to miss filing deadlines or file incorrectly.

I used Claimyr last month when I was desperate to talk to someone at EDD about my disqualification. It actually worked! I was skeptical at first but they got me connected in about 30 minutes after spending 3 days trying on my own. Their website is claimyr.com and they have a video showing how it works too. Might be worth it if you're calling internationally since those fees add up fast! Just sharing since it helped me.

Thanks for sharing your experience! Someone else mentioned Claimyr too. Definitely going to look into this because I've already spent about €40 on international calls with nothing to show for it. Did you have to provide your SSN or any sensitive info to the service?

0 coins

Nope! They don't ask for your SSN or EDD account info. They just connect the call and then you talk directly to EDD. You only share your personal info with the actual EDD rep once you're connected.

Let me clear up a few things about accessing tax documents from abroad: 1. The EDD website geo-blocking is intentional for security reasons and most basic VPNs won't work because they use known VPN IP ranges that EDD automatically blocks. 2. The most reliable method is completing form DE 1093 (Authorization for Release of Information) and designating someone in the US as your representative. This is the officially supported method. 3. For tax year 2024, your 1099-G will be available by January 31, 2025. You can file IRS Form 4852 (Substitute for Form 1099-G) if you absolutely cannot obtain the original form. 4. If you're using a VPN, you need one with residential IP addresses in California, not commercial data center IPs that are easily flagged. 5. The 1099-G telephone self-service option (1-866-401-2849) can still work internationally, but you'll need your full SSN, the exact amount of benefits received, and California mailing address on file. Hope this helps navigate your options more clearly.

This is extremely helpful information, thank you! I didn't know about Form 4852 as a backup option - that's good to have in my back pocket just in case. I'm going to try calling the dedicated 1099-G line first using Claimyr to get through, and if that doesn't work, I'll send my sister the DE 1093 form. Really appreciate the clear explanation of all my options!

wait why dont u just use ur friends address in the US for taxes anyway?? thats what my brother does and hes been living in Thailand for like 3 years lol

This suggestion could potentially create tax compliance issues. If you're a US citizen living abroad, you're still required to file US taxes regardless of where you live, but you may need to report your foreign address correctly for proper tax treatment (like foreign earned income exclusion). Using a US address when you don't actually live there could cause problems with state tax obligations and other compliance issues. Please consult with a tax professional familiar with expat tax situations before following this advice.

Update on my earlier VPN advice: I just double-checked with a friend who works in cybersecurity, and he says EDD has gotten much more sophisticated with their VPN detection in the past year. You need a VPN that offers dedicated IP addresses (sometimes called static IPs) in California specifically, not just shared California servers. The dedicated IP costs a bit extra but won't be flagged as a VPN because you're the only one using it. NordVPN, ExpressVPN, and Surfshark all offer this option. This might explain why your previous attempt didn't work.

0 coins

Thanks for the follow-up! That makes a lot of sense. I'm going to try the dedicated IP option with NordVPN since I already have an account with them. If that doesn't work, I'll go with the authorization form for my sister. Really appreciate everyone's help with this - wasn't expecting so many useful responses!

I went through something similar when I moved to Canada last year! Here's what worked for me: I called the EDD customer service line early in the morning California time (around 8 AM PST) using Skype credit instead of international calling - much cheaper than regular international rates. When I finally got through, I explained I was living abroad and needed my tax documents mailed to a US address. They were actually pretty understanding and sent my 1099-G to my brother's address in Los Angeles within about 10 days. The key is being persistent with the calling - I used an auto-redial app to keep trying until I got through. Also, make sure you have all your info ready (SSN, claim number, exact dates of benefits) because they'll verify everything before helping you.

That's a great tip about using Skype credit instead of regular international calling! I hadn't thought of that and it would definitely save me money. Did you have any issues with the time difference when calling at 8 AM PST? That would be 5 PM here in Germany which might actually work better for me than trying to call during their afternoon hours. Also, which auto-redial app did you use? My phone doesn't seem to have that feature built in.

This is really helpful advice! I'm actually going to try the Skype credit approach - that's so much smarter than racking up international calling fees. Quick question though: when you called and explained you were living abroad, did they ask for any proof of your new address or just take your word for it? I'm wondering if I need to have documentation ready showing I've moved to Germany. Also, did they mail it to your brother directly or did you have to update your address with EDD first?

This is super helpful! I'm definitely going to try the Skype approach - much better than burning through more money on international calls. That timing actually works perfectly for me since 8 AM PST is 5 PM here in Germany, so I can call after work. Did you find that calling right when they open at 8 AM helped you get through faster, or was it still pretty busy? Also, when you explained you were abroad, did they require any special verification or just your usual account info? I'm hoping this will be my solution since the VPN route has been so frustrating!

I'm dealing with a similar situation right now! I moved to Amsterdam last year and needed my 1099-G from 2023. What ended up working for me was a combination approach: I used a VPN with a dedicated California IP (like others mentioned) AND called during off-peak hours using Google Voice instead of Skype - the call quality was better and rates were cheaper. The trick was calling around 2 PM PST when most people are at lunch, so the lines weren't as busy. I also found that having my EDD customer account number ready (not just SSN) helped speed up the verification process. If the VPN route doesn't work, definitely go with the authorized representative form - that's the most reliable method according to everything I've read. Good luck with the tax deadline!

Thanks for sharing your experience with Amsterdam! The Google Voice tip is really smart - I hadn't considered that as an alternative to Skype. The 2 PM PST timing (11 PM here in Germany) is a bit rough for me, but might be worth staying up late if it means actually getting through to someone. I'm curious about the EDD customer account number - is that different from the claim number? I have my claim number but not sure if there's a separate customer account number I should be looking for. Really appreciate the practical advice from someone who's been through this exact situation!

I'm currently in a very similar situation - moved to Berlin in January and completely panicked when I realized I couldn't access my EDD account! After reading through all these responses, I wanted to share what's working for me so far. I tried the NordVPN dedicated IP approach that @Jamal Wilson suggested and it actually worked! The key was specifically requesting a residential IP in California (not just any US server) and it cost an extra $70/year but totally worth it for peace of mind. I was able to log in and download my 1099-G yesterday without any security issues. For anyone else reading this, make sure when you contact NordVPN support you specifically ask for a "dedicated residential IP in California" - the regular dedicated IP might still get flagged. Also, clear your browser cache completely before trying to access EDD with the new IP. Hope this helps other expats dealing with the same nightmare!

This is exactly what I needed to hear! I'm also in Germany (just moved to Munich last month) and have been pulling my hair out trying to access my EDD account. The dedicated residential IP tip is gold - I had no idea there was a difference between regular dedicated IPs and residential ones. Just contacted NordVPN support and they're setting me up with a California residential IP for the extra $70/year. Fingers crossed this works as well for me as it did for you! Did you have any issues with the two-factor authentication once you got logged in, or did everything work normally after that? Thanks for sharing your success story - gives me hope that I won't have to bug my family back home to help me out!
