EDD PFL Baby Bonding Form C delay - uploaded but no confirmation text
I'm so frustrated with this PFL process for baby bonding! I applied 22 days ago and just got a letter saying I need to have Part C filled out for my 22-month-old son. Since he obviously can't fill it out himself, I completed it as his parent and uploaded it to my claim portal yesterday. My worry is that I haven't received any confirmation text from EDD acknowledging they got my document. When I uploaded my initial application docs, I got a text confirmation within hours. Has anyone experienced this? Is there a different timeline for Part C document processing? I'm stressing about bills and wondering if my claim is just sitting there unprocessed somewhere in their system.

This is normal! The confirmation texts are inconsistent with EDD uploads. For Part C uploads specifically, I didn't get a text either time I did baby bonding claims (I have 2 kids). It took about 4-6 business days for them to process it and update my claim status. As long as you see the upload was successful in your portal history, they received it. Just keep checking your claim status every couple days.

•Thank you for the reassurance! I do see it in my upload history, just wasn't sure if I needed to do something else. I guess I'm just paranoid because my coworker said her claim was delayed by 3 weeks because of a form issue.

i went thru this exact thing last month!! part C is super confusing for baby bonding because obvs the baby cant sign lol. i didnt get a text either and freaked out. ended up calling edd like 47 times before getting thru. they said my form was fine but there's just a delay with processing right now. got paid like 1.5 weeks later. so annoying!

The Part C processing for baby bonding claims is actually handled by a different department than regular PFL claims, which is why the notification systems work differently. EDD doesn't clearly communicate this anywhere, but I work in HR and deal with this regularly. For baby bonding claims where parent is filling out Part C for a minor child, the verification process takes 5-7 business days. They manually review these to ensure the parent/legal guardian relationship is established. During high volume periods (which March typically is), it can extend to 10 business days. The online system will show "pending document review" until this verification is complete.

SAME EXACT SITUATION last year with my 18 month old's bonding claim. I uploaded Part C and got ZERO confirmation. I waited 2 full weeks and still saw 'pending document review' online. Turned out they 'needed additional information' but never bothered to TELL ME THAT. Would've been nice if they actually communicated!! I only found out because I finally got through to a rep after hours of redialing. My advice: don't wait like I did - be proactive about calling them after a week if you don't see any status change.

I was able to confirm they had received my Part C form but it was sitting in an unassigned queue. The agent manually assigned it for review while I was on the phone. •Yes, I got connected to the PFL department directly. The key is telling Claimyr you need the PFL department specifically, not just general EDD. The agent I spoke with was able to see all my uploaded documents and claim details.

quick tip - for part C forms for baby bonding, always include the birth certificate with your upload even if they didn't specifically ask for it again. i learned this after my first claim got delayed. they need to verify you're the parent and even though you already sent it with your initial app, the part C people might not have access to it in their system. EDD departments dont communicate well with each other lol

One more thing to note - make sure you're regularly checking both your physical mail and your online portal. EDD often sends notices through only one method, not both. If they need additional information regarding Part C, they might mail you a request without posting it to your online account. This happens frequently with baby bonding claims where the care recipient is a minor child.

UPDATE: I finally got through to EDD today using the Claimyr service that someone recommended here (definitely worth it after trying to call on my own for days). The agent confirmed they received my Part C form but said it was missing my son's birthdate in section 2. I'm uploading the corrected form now and she said to expect processing within 5-7 business days. Thanks everyone for your help and suggestions! What a relief to finally get an answer.
