EDD PFL for baby bonding stuck in 'pending processing' for 4+ weeks - what's normal?
Hey everyone, I'm at my wits' end here! I submitted my application for baby bonding PFL exactly 4 weeks ago after finishing my disability leave, and the online portal STILL shows 'pending processing.' No updates, no messages, nothing. My savings are getting dangerously low, and my employer keeps asking when I'll get confirmation of benefits. Has anyone else dealt with extended processing times recently? I've tried calling EDD about 20 times (not exaggerating) and either get disconnected or told the wait is 2+ hours. Is 4+ weeks normal for baby bonding claims in 2025, or should I be worried something's wrong with my application? Any insight appreciated!

Unfortunately, this is pretty normal right now. My baby bonding PFL claim took almost 5 weeks to process last month. The EDD rep (when I finally got through) said they're dealing with a huge backlog after that system update in February. One thing to check - did you properly complete the transition from SDI pregnancy disability to PFL baby bonding? That transition paperwork is where most delays happen. Make sure you submitted form DE2501F-A for the transition.

•Thanks for responding! Yes, I submitted the DE2501F-A transition form the same day my doctor released me from disability. My last disability payment came through fine, so I assumed the transition was processed correctly. Is there any way to verify this without speaking to an agent? The online portal doesn't show any issues or missing documents...

•5 weeks?! That's so frustrating but at least gives me an idea of what to expect. Was your online status showing 'pending processing' the whole time too?

I work as an HR benefits coordinator, and we've seen MAJOR processing delays since the EDD moved to their new system. The average we're seeing for baby bonding PFL is 4-6 weeks right now, even for perfectly completed applications. A few things to check: 1. Make sure your last day worked on your SDI claim matches what your employer reported 2. Verify your baby's birth certificate info was included correctly 3. Check that you completed the "transitioning to bonding" section on the DE2501F-A (not just the standard PFL form) If you've done all that, it's unfortunately just a waiting game. Contact your employer's HR - some companies have special EDD contacts who can check status faster than individual claimants.

•This is so helpful! not the OP but I'm about to start this process next month. Do you know if the 4-6 week delay applies to FIRST disability claims too or just the transition to baby bonding? Trying to plan financially...

•Great question. The initial pregnancy disability claims are actually moving faster - about 2-3 weeks on average. It's specifically the PFL baby bonding transition that's backed up right now. If you're planning financially, I'd recommend having about 6 weeks of expenses saved just to be safe during the transition period.

Ugh, the EDD system is a NIGHTMARE right now!!! I filed my baby bonding claim on March 2nd and it was stuck in pending until JUST YESTERDAY (April 12th). That's SIX WEEKS!! No explanation, no updates, nothing. I called EVERY SINGLE DAY multiple times and could never get through. This is absolutely unacceptable when people have bills to pay and babies to care for. The whole system needs to be rebuilt from scratch.

•Six weeks?? That's terrifying. I'm already struggling at 4 weeks. Did you do anything special to finally get it processed, or did it just magically update one day?

•Nothing special - it literally just changed from 'pending' to 'paid' overnight. The next day I got the payment. The most frustrating part is they backdated everything correctly, so they clearly knew the claim was valid the whole time! Just sitting in some digital queue somewhere while we all stress about paying bills.

Try Claimyr.com - it's the only way I finally got through to EDD after weeks of trying. It connects you directly to an EDD agent without the crazy wait. I was skeptical but it worked perfectly, got through in about 15 minutes instead of waiting for hours or getting disconnected. The agent was able to tell me exactly why my claim was delayed (missing employer verification) and pushed it through while I was on the call. You can see how it works in their video demo: https://youtu.be/DOLxZQb92wM?si=6N1iCQ3a8Cdb2Ay5

•I've never heard of this service but I'm desperate enough to try anything at this point. Did they ask for any personal details when you signed up? And did the EDD agent actually help resolve your claim or just give information?

•They just need basic info to connect the call - nothing more than what EDD already has. And yes, the agent actually resolved my issue! In my case, they found that my employer had submitted conflicting info about my last day worked, so the system was holding my claim. The agent overrode it while I was on the phone, and my claim was processed within 48 hours after that call.

I wonder if it depends on which EDD office is handling your claim? My baby bonding PFL was approved in exactly 11 days last month. But I'm in San Diego county. Maybe different regional offices have different backlogs? Did anyone who got quick approval want to share what county they're in?

•That's a really good point - I'm in Alameda County. Anyone else want to share their location and processing time? Maybe there's a pattern.

To update on my earlier comment - after checking with more clients (I'm a benefits counselor), I've found that claims with ANY documentation issues are facing the longest delays. If your claim is completely clean (all dates match, all documentation perfect, employer verification immediate), you might get processed in 2-3 weeks. But any tiny discrepancy puts you in the "manual review" queue, which is where the 5-6 week delays happen. And unfortunately, there's no way to know if you're in that queue through the online portal.

•This makes so much sense. I just realized that my employer might have reported my return-to-work date incorrectly - they kept changing our department's leave policy during my pregnancy. Going to double-check with HR tomorrow and then probably try to reach EDD directly. Thank you for this insight!

anyone else think its weird that the disability part goes so fast but baby bonding takes FOREVER?? like my pregnancy disability was approved in less than 2 weeks but then baby bonding took over a month! same baby same job same everything!!! make it make sense lol

•Exactly!! My sister had the same experience. Makes me think they put baby bonding claims at the bottom of the priority list or something 🤔

•There's actually a technical reason for this. Disability claims are processed through the medical review department first, which is well-staffed and efficient. Baby bonding claims go through the "transition review" department, which verifies the relationship between disability end dates, bonding start dates, and employer verifications. That department has fewer staff and more complex verification steps, hence the delays.

UPDATE: I finally got through to EDD this morning using the Claimyr service someone mentioned below. It actually worked! The agent found the issue immediately - my employer submitted verification with my return-to-work date listed as the day my disability ended instead of the end of my baby bonding period. The agent has escalated it to be corrected and said my claim should be processed within 7-10 days. Just posting this update in case it helps anyone else stuck in pending limbo. I'll update again when (if?) the money finally comes through.

•So glad you got an answer! The exact same thing happened to me - employer date mismatch. Why can't they just have a notification system that TELLS you there's a problem instead of making us wait in silence for weeks?

•I know, right?? The agent literally fixed it in 5 minutes once I got through. Could have been resolved a month ago if they'd just sent a notification about the discrepancy. I'll definitely update when the money comes through!
