Can't get through EDD PFL phone line - need urgent help with baby bonding claim

I'm at my wits end trying to reach someone at EDD about my PFL baby bonding claim! I've been calling the 1-877 number for TWO WEEKS straight, at different times of day (8am, 10am, 2pm, even right before they close). Either I get the 'call volume too high' message and get disconnected or I wait on hold for 2+ hours only to get randomly disconnected. My baby is 7 weeks old now, I submitted my claim 5 weeks ago, and I STILL haven't received any updates or payments. My savings are almost gone and I need to talk to a real person to find out what's happening with my claim. Has anyone successfully gotten through recently? Are there special times to call or menu options that work better? I'm desperate at this point!

when i had my baby last year i waited 8 WEEKS for my pfl payment!! i called literally 30+ times. finally i contacted my state assembly members office and they have special liasons who work with edd. they fixed my claim in 3 days after i suffered for 2 months. google your local assembly member and email their office explaining your situation
