Baby bonding claim sent by mail 8+ weeks ago with zero EDD response - normal wait time?

I submitted my baby bonding PFL application via mail back in early January (almost 9 weeks ago now!) and I've heard absolutely NOTHING from EDD. No confirmation, no paperwork, no online updates - radio silence! My son is already 3 months old, and I'm starting to seriously worry about whether my paperwork got lost in the mail or something. I've tried calling the EDD number at least 15 times but either get disconnected or sit on hold until I have to hang up for work. My employer keeps asking when I'll get paid and I have no answers. Is this normal for mailed applications? Anyone else waiting this long with zero communication? Starting to feel like I should have just applied online instead...

Hate to say it but the mail system is a DISASTER with EDD right now. My brother-in-law mailed his PFL claim in December and didn't hear anything for 7 weeks. When he finally got through to someone they said they had NO RECORD of receiving it!!! He had to start all over again online. EDD is completely broken - they'll blame you but it's THEIR FAULT for having such a garbage system for processing paper claims. You should assume it's lost and reapply online ASAP.

That's exactly what I'm afraid of! I don't have any proof they received it beyond the mail tracking which just says 'delivered' to their processing center. Did your brother-in-law get any backpay for the weeks he was waiting?

This happened to me too. I mailed in my baby bonding claim in November and didn't hear anything for weeks. Try checking your EDD online account if you have one - sometimes the claim shows up there even if you haven't received any mail confirmation. If nothing appears there, you definitely need to reach them by phone. I had success using Claimyr (claimyr.com) to connect with an EDD rep - they got me through to someone in about 15 minutes when I'd been trying for days on my own. Thanks for the tip about checking my online account - I just looked and there's nothing showing up there at all. I'll definitely look into Claimyr because this is getting ridiculous. Did they charge you much to get connected? At this point I'd pay almost anything to actually talk to a real person.

eight weeks is def too long! i applied online in march for baby bondin and got my first payment in like 3 weeks. maybe ur employer didnt submit there part? that can hold things up a loooong time. check ur online account and see if theres a message saying they need more info.

Not everyone can apply online though. My wife couldn't because she had pregnancy disability first and they made her use paper forms for the transition to baby bonding. The whole system is unnecessarily complicated!

Did you keep a copy of your application and proof of mailing? This is CRITICAL with EDD. I learned this the hard way when my first baby bonding claim went missing in 2023. Now I send everything certified mail with return receipt and keep copies of EVERYTHING. For your current situation - don't wait any longer hoping it will resolve itself. You need to: 1) Try the online UI message center (sometimes they respond there even for PFL questions) 2) Call exactly at 8:00am when they first open 3) If that fails, contact your state assembly member's office. They have special EDD liaisons who can help. Good luck! The system is incredibly frustrating but don't give up!

im going thru the exact same thing!!!! sent my claim in December for taking care of my sick mom (not baby bonding but still PFL) and NOTHING for 2 months. finally got thru to someone last week and they said they never got it???? even tho i had tracking showing it was delivered. had to completely redo everything. this is so unfair to people who are already dealing with stress. the EDD system is completely broken.

I work in a benefits admin office. Here's what's likely happening: Your application is sitting in a massive backlog of paper claims. The pandemic created huge staffing issues at EDD that they still haven't fixed in 2025. Paper claims are processed manually and are at the absolute bottom of their priority list. For future reference (and anyone else reading this), here's the correct process for fastest processing: 1. ALWAYS apply online for initial claims when possible 2. For transitions from SDI to PFL, file the PFL claim online as soon as your SDI claim ends 3. If you must mail anything, use certified mail with return receipt 4. Keep digital copies of EVERYTHING 5. Call EDD exactly at 8:00am or just before closing at 4:45pm The mail system delay is unfortunately very normal right now. I've seen paper claims take 10-12 weeks routinely.

I feel your pain!!! We just went through this with my wife's claim. She had pregnancy disability then tried to transition to baby bonding. Took FOREVER and we nearly drained our savings waiting. The ONLY thing that worked was having my wife's mother (who works for the county) contact someone she knows at EDD directly. Regular people like us just get ignored. The system is totally rigged against normal families.

THIS!!! The only way to get anything done with EDD is if you know someone on the inside. My cousin works for the state and helped fast-track my claim after 6 weeks of nothing. Without that connection I'd probably still be waiting.

I completely agree - the lack of a proper tracking system is infuriating! I'm definitely considering filing a complaint too. Has anyone tried contacting the California State Auditor's office? I read they've been investigating EDD's ongoing issues. Also, @c83e0954a5af mentioned that assembly members have special EDD liaisons - that might be worth trying before going to the governor's office. We shouldn't have to jump through all these hoops just to get basic information about our own claims!
