Have you tried using their online portal to reschedule? Sometimes it's easier than calling.

Pro tip: call right when they open in the morning. You might have to wait on hold for a bit, but at least you'll be in the queue.

Here's what worked for me: 1. Call exactly at 8:00 AM when they open 2. Choose the Spanish option (even if you don't speak Spanish) 3. When you get an agent, politely ask if they speak English.
