Hey Juan! I went through something similar when I was stationed at Miramar with a Nevada license. The key thing that helped me was making sure I had documentation showing my "California domicile" even with the out-of-state license. Besides what Amy mentioned, I also included a letter from my commanding officer confirming my station assignment and duration in CA. The EDD rep told me they see this situation fairly often with military personnel and have processes in place to handle it. Just be prepared for potentially one extra step in the verification process, but it shouldn't significantly delay your claim once you have all the right documents together. Just wanted to add that if you're having trouble with the online application because of the CA ID requirement, you can also submit a paper application (DE 2501) by mail or fax. Sometimes this is easier for military personnel with out-of-state licenses because you can include a cover letter explaining your situation along with all your supporting documents. The paper form has more space to detail your circumstances than the online system. You can download it from the EDD website or pick one up at any EDD office. Make sure to include copies (not originals) of your military ID, proof of CA residence, and recent pay stubs showing SDI withholding.
This is really good advice about the paper application! I didn't even think about that option. The online system kept getting stuck when I tried to enter my Texas license info. A paper application with a cover letter sounds like it might be the way to go - I can explain everything clearly and include all my documents at once. Do you know if mailing it in typically takes longer to process than online applications, or is it about the same timeframe?
UPDATE: You guys are amazing! I used the 1-6-1 menu sequence at exactly 8:01am this morning and got through after only 35 minutes on hold! The rep told me my claim was pending because they needed additional verification from my employer (even though nothing in my account indicated this). She processed it while I was on the phone and said I should see payment in 2-3 business days. THANK YOU for all the tips!!!

This is a perfect example of why speaking with a representative is so important - those 'pending review' statuses rarely explain what's actually needed. For future reference, always keep notes about who you spoke with (first name and ID number if possible) and what they told you. I'm in a similar boat - filed my appeal 5 weeks ago and nothing. One thing that helped me get some peace of mind was requesting a copy of my appeal file through a FOIA request. At least then you know they actually received it and have it in their system. You can do this online through their website. It doesn't speed up the process, but it's something concrete you can do while you wait. Also, keep calling - I know it's frustrating but squeaky wheel gets the grease with EDD.

I'm in a similar situation - sent my docs about 10 days ago and radio silence so far. One thing I learned from lurking here is to keep screenshots of everything in your UI Online account with timestamps. Also, if you have a tracking number showing delivery, keep that handy too. I've been checking my account daily and calling every few days (when I can actually get through the busy signal). I'm going through almost the exact situation right now! What worked for me was having the current doctor note in the medical certification that patient will be transferring to another facility. Then when my husband did transfer, I called EDD immediately (took forever to get through) and they sent a supplemental form for the new doctor to complete. As long as there's no gap in medical certification, there shouldn't be a gap in payments either. Good luck with everything!

•No payment issues during the actual transfer, but there was about a week delay after the new doctor submitted their paperwork while EDD processed it. The payments did eventually come through though, and they were backdated correctly.
