CalFresh HCTP payment missing after submitting activity log - what now?

I enrolled in the Homeless CalFresh Transitional Program (HCTP) last month and received my first payment with no issues. I uploaded my activity log and written statement to BenefitsCal on time (before the 10th deadline), but it's been 9 days and I haven't gotten any communication or my second payment. My EBT card balance is getting really low. Do I need to call the county office directly? Has anyone had delays with HCTP payments after submitting documentation? I'm worried they might have missed my upload somehow.

yep u definitely need 2 call them. they NEVER check BenefitsCal uploads in time. i had the same thing happen twice & both times they said they didnt see my log until i called. so frustrating

Ugh that's what I was afraid of. The whole point of uploading was to avoid calling! Thanks for letting me know

I had almost the exact same situation with HCTP last year. The county workers are completely OVERLOADED and honestly they probably didn't even look at your upload yet! Call them ASAP because they have 3 days to process it once you alert them that you submitted it. Otherwise it could sit there for weeks!!!!

This is so true. My case worker straight up told me they have hundreds of uploads to review each day and they prioritize the ones where people call to follow up.

You should definitely call your county office to check on this. Make sure to have your case number and the date you submitted your activity log ready when you call. The HCTP requires monthly verification of your housing search or other qualifying activities, and if they don't process your log, they can pause your benefits until they review it. You might also want to check if your log met all the requirements - did you include the minimum number of housing search activities? Did you complete the written statement with all required information? Sometimes they'll delay processing if something is missing.

Thanks, I did include 6 housing searches and completed all the fields in the written statement. I'll definitely call tomorrow morning with my case number ready.

I work with homeless services and see this issue constantly with HCTP clients. Here's what's happening: BenefitsCal uploads go into a general queue and aren't automatically assigned to your specific caseworker. For time-sensitive documents like HCTP logs, you should always call your worker directly after uploading. Best practice is to: 1. Upload your documents to BenefitsCal 2. Call your county office the same day 3. Tell them exactly what you uploaded and when 4. Ask them to check the system while you're on the phone 5. Get confirmation they received it Without the call, your documents might sit in queue for weeks. The system isn't designed for time-sensitive submissions like HCTP logs.

This is really helpful information. I had no idea that's how the system worked. Will definitely call right away. Do you know if they'll backdate my payment once they process it?

Yes, they should issue the payment retroactively to when you were eligible, as long as your documentation was complete and submitted before the deadline. Make sure to specifically ask about this when you call - mention that you submitted on time and need the payment backdated.

I had so much trouble reaching anyone at the county office when I was on HCTP. Would call and be on hold for 2+ hours only to get disconnected! I eventually tried using Claimyr (claimyr.com) and it worked great - they actually wait on hold with the county for you and call you back when they get a real person. Saved me tons of time. There's a demo video showing how it works: https://youtu.be/eZ19FHRETv8?si=_CXnXqNXbLl26WB8

Oh wow I've never heard of this. I've definitely had the experience of waiting on hold forever and getting disconnected. I'll check this out if I can't get through tomorrow, thanks!

does it cost $? seems weird to pay just to talk to caseworkers we should be able to reach anyways...

It does cost something but honestly worth every penny when you're about to run out of food money and can't get through to anyone. Nothing else worked for me after trying for days.

something else to consider - did u update ur address in the system if ur staying somewhere different now? sometimes they dont process hctp stuff if the address doesnt match where they think ur staying

That's a good point. I've been using the same general delivery address at the post office for mail, but I've moved between two different shelters since I applied. I should probably update that info too when I call.

I'm a benefits navigator with a local nonprofit. Quick clarification - the Homeless CalFresh Transitional Program (HCTP) has specific rules about payment processing that differ from regular CalFresh. Your second payment should be issued within 5 business days of them processing your activity log and written statement. Since you submitted through BenefitsCal, I strongly recommend calling your county office immediately. Ask specifically for the "HCTP specialist" or "homeless services liaison" - most counties have dedicated staff for this program. Explain that you submitted documentation by the deadline but haven't received your payment. Also important: Take screenshots of your BenefitsCal submission confirmation page if you still have access to it. This proves you submitted on time if there's any dispute.

Thank you for this detailed information! I didn't know there were HCTP specialists. I'll definitely ask for that when I call tomorrow. I do have the confirmation email from BenefitsCal so I'll keep that handy as proof.

Just checking back - were you able to reach someone about your HCTP payment? What did they say?

Yes! Finally got through after being on hold for almost an hour. They confirmed they received my upload but it was sitting in the general queue. The worker processed it while I was on the phone and said my payment should hit my EBT card within 3 business days. Thanks everyone for the advice!
