Who is unemployment for - confused about Washington ESD eligibility requirements

I'm really confused about who actually qualifies for unemployment benefits in Washington. I lost my job last month but I'm not sure if I'm even eligible to file a claim with Washington ESD. I worked part-time for about 8 months at a retail store before getting laid off. My manager said something about needing to have worked a certain amount of hours or made enough money to qualify, but I can't find clear information on the Washington ESD website. Can someone explain who unemployment is actually for? Do I need to have worked full-time? What if I was only making minimum wage?

Unemployment benefits are for people who lost their job through no fault of their own AND meet the work/wage requirements. In Washington, you need to have earned wages in at least two quarters during your base period and made at least $3,850 total. Part-time work can qualify you as long as you meet these minimums.

What's a base period? I have no idea what quarters they're talking about.

Base period is the first 4 of the last 5 completed calendar quarters before you file. So if you file in January 2025, your base period would be January 2024 through December 2024.

You should definitely apply even if you're not sure about eligibility. Washington ESD will review your work history and wages automatically when you file your claim. The worst they can say is no, but you might be surprised - part-time workers qualify more often than people think.

This is good advice. I thought I wouldn't qualify because I only worked 25 hours a week but I still got approved for $185 per week.

0 coins

That's encouraging! I was working about 30 hours a week so maybe I have a chance.

I was in a similar situation and spent weeks trying to get through to Washington ESD to ask about eligibility. The phone lines are always busy and I kept getting disconnected. Finally found this service called Claimyr (claimyr.com) that helped me get through to an actual agent who could review my work history. They have a video demo at https://youtu.be/7DieNd3C7zQ that shows exactly how it works. Made the whole process so much easier.

How much does something like that cost? I'm already broke from losing my job.

It was totally worth it for me. Way better than spending hours trying to call and never getting through.

unemployment is for anyone who gets fired or laid off basically. if you quit or get fired for misconduct then no dice but if company lets you go then you should be good

That's not entirely accurate. There are specific wage and work requirements that must be met regardless of how you lost your job.

oh yeah forgot about that part lol

Don't listen to anyone who says part-time workers can't get unemployment! I worked part-time for a year before getting laid off and I qualified for benefits. Washington ESD looks at your total wages, not how many hours you worked per week. If you made enough money during your base period, you're eligible.

0 coins

This gives me hope. I made about $12,000 last year working part-time.

That should definitely be enough to meet the wage requirements. You should apply!

Same here, part-time worker for 2 years and got approved no problem. The key is consistent work history.

Here's who unemployment is NOT for: people who quit without good cause, independent contractors (usually), people fired for misconduct, students in certain situations, and people who haven't worked enough. But if you were laid off from a regular job where taxes were taken out, you probably qualify.

I was definitely laid off, not fired. My store closed down because of low sales.

That's a clear case for eligibility then. Store closures are exactly what unemployment is designed for.

The Washington ESD website has an eligibility calculator but honestly it's confusing as hell. I tried using it and still had no idea if I qualified. Ended up just filing anyway and they sorted it out during the claims process.

0 coins

I saw that calculator but couldn't figure out how to use it properly.

0 coins

Yeah that calculator is trash. Just file the claim and let them figure it out.

I've been through this process twice in Washington. Unemployment is for people who are unemployed through no fault of their own AND are able and available to work AND actively seeking work. You also need to meet the monetary eligibility requirements based on wages earned in your base period.

What does 'able and available' actually mean?

It means you're physically and mentally capable of working, and you're available to accept suitable work if offered. You can't be on vacation, in school full-time, or have other major restrictions.

JUST FILE THE CLAIM! Stop overthinking it. If you worked a regular job where they took taxes out and you got laid off, you probably qualify. The worst thing that happens is they say no. I wasted 2 weeks wondering if I qualified instead of just applying.

0 coins

You're right, I should just do it. I keep psyching myself out.

This is the best advice in this thread tbh

Had a friend who tried calling Washington ESD for weeks to ask about eligibility and could never get through. She ended up using some service that calls for you - I think it was Claimyr or something like that. Got connected to an agent within a few hours and found out she definitely qualified.

Someone else mentioned that service too. Might be worth looking into if I can't get through on my own.

Yeah I used Claimyr too after getting frustrated with busy signals. They're legit and it really works.

unemployment is basically for regular employees who lose their jobs. if you were a W2 employee (not 1099 contractor) and got laid off or fired for reasons other than misconduct, you should qualify as long as you worked enough. retail workers definitely count

0 coins

Yes I was definitely a W2 employee, they took taxes out of every paycheck.

then you should be good to go, just file the claim

The eligibility requirements can be confusing but here's the simple version: 1) You lost your job through no fault of your own, 2) You earned enough wages during your base period, 3) You're able and available to work, 4) You're actively looking for work. If you check all those boxes, unemployment is for you.

0 coins

That actually makes it clearer. I think I meet all those requirements.

0 coins

Yeah this is a good summary. The base period wage thing trips people up but if you worked consistently for 8 months you should be fine.

0 coins

Don't let anyone scare you about not qualifying. I know people who worked part-time, seasonal, temporary jobs who all got unemployment. Washington state is pretty generous with eligibility compared to other states. Just file and see what happens.

0 coins

Thanks everyone for the encouragement. I'm definitely going to file this week.

0 coins

Good luck! The application process is easier than figuring out if you qualify lol

I was in retail too and qualified no problem. Made about $15k the year before I got laid off from part-time work. The key is consistent employment, doesn't matter if it was part-time. Your situation sounds very similar to mine.

0 coins

That's exactly my situation! I feel much more confident about applying now.

Yeah you should be fine. Just make sure to file your weekly claims on time once you get approved.

0 coins

If you're still worried about eligibility, you could try calling Washington ESD directly, but good luck getting through. I tried for days and finally gave up. Used Claimyr to get connected and the agent confirmed my eligibility in about 10 minutes. Sometimes it's worth paying for convenience when you're already stressed about losing your job.

0 coins

I might try calling first but if that doesn't work I'll definitely look into Claimyr. Thanks for the suggestion!

The phone system is absolutely terrible. I spent hours listening to busy signals before finding other ways to get help.
