Can part-time employees collect unemployment benefits in Washington ESD?
I've been working part-time at a retail store for about 8 months, usually getting around 25-28 hours per week. My manager just told me they're cutting my hours down to maybe 10-12 hours because business is slow. I'm really struggling to pay my bills with such reduced hours. Can I file for unemployment benefits with Washington ESD even though I'm still technically employed part-time? I've never dealt with unemployment before and I'm not sure if part-time workers are eligible or what the rules are.

Yes, you can potentially qualify for partial unemployment benefits in Washington! If your hours or wages have been reduced through no fault of your own, you may be eligible. The key is that your earnings must be less than your weekly benefit amount. You'll need to report your part-time wages when filing your weekly claims.

•That's such a relief to hear! Do I apply the same way as someone who's completely unemployed?

•Yes, you file the same initial application through the Washington ESD website. Just make sure to indicate that you're still working part-time when you complete the application.

I went through this exact situation last year when my restaurant cut everyone's hours. You definitely can collect partial benefits, but there's a formula they use. Basically, if you earn less than 1.5 times your weekly benefit amount, you can get some unemployment. The tricky part is making sure you report your earnings correctly each week.

•How do they calculate how much I'd get? I'm making about $400-450 a week normally, but now it'll be like $150-200.

•They'll base your weekly benefit amount on your earnings history from when you were working more hours. Then they'll reduce it based on what you're currently earning. It's confusing but the system calculates it automatically when you file your weekly claims.

Just want to add that you need to meet the job search requirements even when collecting partial unemployment. You still have to be looking for work and document your job search activities. Don't skip this part or they'll stop your benefits!

•Oh wow, I didn't know about job search requirements. How many jobs do I need to apply for each week?

•You need to make at least 3 job search contacts per week and keep records of them. You can use WorkSourceWA to track your activities.

I had such a hard time getting through to Washington ESD when I needed help with my partial unemployment claim. Spent literally hours on hold just to get basic questions answered. If you run into problems reaching them, I recently discovered Claimyr (claimyr.com) - they help you get through to ESD agents faster. There's even a demo video showing how it works: https://youtu.be/7DieNd3C7zQ. Saved me so much frustration!

•Thanks for the tip! I'm already dreading having to call them if I run into issues.

•I've heard about Claimyr but haven't tried it yet. Does it actually work better than just calling directly?

•In my experience, yes. It handles the waiting and calling process so you don't have to sit on hold forever or keep getting disconnected.

Wait, I'm confused about something. If you're still employed, even part-time, don't they consider you as having a job? I thought unemployment was only for people who lost their jobs completely.

•That's a common misconception! Washington state allows partial unemployment benefits for people whose hours or wages have been significantly reduced. It's designed to help bridge the gap when you're underemployed.

•Oh that makes sense. I wish I had known this when my hours got cut at my old job!

•Same here! I just suffered through months of reduced income when I could have been getting some help.

Be careful about the earnings threshold. If you make too much in a week, you won't get any unemployment benefits for that week. It's not like you get a reduced amount - it's all or nothing based on the calculation.

Chris King
•That sounds complicated. Is there a way to know ahead of time if I'll qualify for a particular week?

•You can estimate it, but the system will calculate it when you file your weekly claim. Just be honest about your earnings and let the system do the math.

I've been on partial unemployment for about 6 weeks now and it's been a lifesaver. The process isn't too complicated once you get the hang of it. The most important thing is filing your weekly claims on time and reporting your earnings accurately. Don't try to hide any income - they'll find out and it'll cause way more problems.

•How long did it take for your first payment to come through?

Sophia Long
•It took about 3 weeks from when I first applied. The first couple weeks are usually the waiting period anyway, so it worked out.

•Three weeks seems like forever when you're struggling with bills. I hope it doesn't take that long for me.

One thing to remember is that your part-time work needs to be less than full-time and your reduced hours can't be voluntary. If you chose to reduce your hours or turned down additional hours, that could affect your eligibility.

•In my case, my manager told us they had to cut everyone's hours due to slow business. I didn't choose this reduction.

Zachary Hughes
•That sounds like a valid reason for partial unemployment then. Make sure to document that the hour reduction wasn't your choice when you apply.

Does anyone know if you can still look for a full-time job while collecting partial unemployment? I assume you can, but want to make sure it doesn't affect anything.

Rachel Clark
•Absolutely! In fact, you're encouraged to look for full-time work. That's part of the job search requirement. If you find a full-time job, you just stop filing weekly claims.

•Perfect, that's what I hoped. Thanks for clarifying!

This has been so helpful everyone! I'm definitely going to apply. One more question - do I need any special documentation from my employer about the hour reduction?

Mia Alvarez
•It's not required initially, but it's good to have documentation in case they request it later. Maybe ask your manager for something in writing about the hour reduction due to business conditions.

•Good idea. I'll ask for that tomorrow when I go in. Better to have it and not need it than the other way around.

Just wanted to share that I used Claimyr too when I needed to talk to someone at ESD about my partial claim. The wait times were getting ridiculous and I was getting hung up on constantly. Claimyr got me through to an agent in like 20 minutes when I had been trying for days on my own.

Chris King
•That's exactly what I'm worried about. I hate being on hold forever!

•Same experience here. Worth it just for the peace of mind knowing you'll actually talk to someone.

Make sure you understand the difference between 'able and available' for work versus being on standby. With partial unemployment, you're still considered able and available since you're actively working, just with reduced hours.

Chris King
•I think I understand the able and available part, but what's standby? Is that different?
0 coins
Jade O'Malley
•Standby is when your employer temporarily lays you off but expects to call you back within a specific timeframe. It's different from your situation where you're still working but with reduced hours.

ugh the washington esd system is so confusing sometimes. i tried to figure out partial unemployment last year and gave up because i couldn't understand all the rules. maybe i should have tried harder

•It is confusing at first, but once you get through the initial application it gets easier. The weekly claims become routine pretty quickly.

Just a heads up that if you do get approved for partial unemployment, you'll get a debit card (ReliaCard) for your payments. Don't throw it away thinking it's junk mail like I almost did!

Chris King
•Good to know! How long after approval did you get the card?

•It came about a week after my first payment was issued. You can also set up direct deposit if you prefer that.

I work in HR and see this situation a lot. Most people don't realize they can get partial benefits when hours are cut. It's definitely worth applying - worst case they say no, but you'll probably qualify based on what you've described.

Chris King
•That's encouraging coming from someone in HR. Do you see a lot of people successfully get partial unemployment?
0 coins
Andrew Pinnock
•Yes, especially in retail and restaurants where hour fluctuations are common. As long as the hour reduction wasn't voluntary and you meet the earnings thresholds, most people qualify.

Been there! My store did the same thing during a slow period. The partial unemployment really helped bridge the gap until business picked up again and I got my full hours back. Don't hesitate to apply - it's there for exactly this situation.

Chris King
•How long were you on partial unemployment? Did your hours eventually go back to normal?

Brianna Schmidt
•I was on it for about 4 months. Hours gradually increased as we got into the busy season, and I just stopped filing claims when I was back to full-time.

Quick tip - when you file your weekly claims, make sure to report your GROSS wages (before taxes), not your take-home pay. I made that mistake initially and it caused some confusion with my claim.
0 coins
Chris King
•Thanks for that tip! I would have probably reported take-home pay without thinking about it.
0 coins
Alexis Renard
•Yeah, it's an easy mistake to make. The system needs to know your full earnings to calculate benefits correctly.

One more thing about the job search requirement - you can count improving your current employment situation as part of your job search. So if you're looking for additional part-time work or trying to get more hours at your current job, that counts toward your three weekly contacts.

Chris King
•That's really helpful! I was wondering how I'd manage to apply for three jobs every week while still working.

•Yes, and don't forget you can also count things like attending job fairs or networking events as job search activities.

Thanks everyone for all this great information! I feel much more confident about applying now. It sounds like partial unemployment is exactly what I need to help with the reduced hours situation.

•You're welcome! Good luck with your application. Remember to file as soon as possible since there's usually a waiting period.
