Can I get partial unemployment benefits through Washington ESD?
I've been working part-time for the past 6 months after getting laid off from my full-time job last year. My hours have been cut even more recently and I'm barely making ends meet. I heard you might be able to get partial unemployment benefits if you're working reduced hours but I'm not sure how it works with Washington ESD. Does anyone know if I can file for partial UI while still working part-time? My weekly earnings are pretty low right now.

Yes, you can definitely get partial unemployment benefits in Washington! It's called 'working while on claim' and basically if you're working reduced hours or earning less than your weekly benefit amount, you can still collect some UI. You'll need to report your weekly earnings when you file your weekly claim and Washington ESD will calculate how much partial benefit you get.

•That's a relief to hear! Do you know what the income limit is? I'm making about $200-250 per week right now.

•The exact calculation depends on your weekly benefit amount. They have a formula where they subtract a portion of your earnings from your full benefit amount. You should definitely apply and see what happens!

I did this last year when my hours got cut. You have to be really careful about reporting your earnings correctly every week or they'll say you have an overpayment later. Make sure you report gross earnings, not net.

•Good point about reporting gross earnings. I definitely don't want to deal with overpayment issues down the road.

•Yeah the overpayment thing is scary. I know someone who got hit with a huge bill because they reported wrong.

The process is pretty straightforward but getting through to Washington ESD to ask questions can be really frustrating. I spent weeks trying to call them when I had questions about my partial claim. If you need to talk to someone, I actually found this service called Claimyr that helps you get through to ESD agents. Check out claimyr.com - they have a video demo at https://youtu.be/7DieNd3C7zQ that shows how it works.

•Never heard of that service before. Does it actually work for getting through to Washington ESD?

•Yeah it worked for me when I needed to resolve some issues with my partial claim. Way better than sitting on hold for hours.

When you file for partial unemployment, do you still have to do the job search requirements? I'm already working so I wasn't sure if that applies.

•Yes, you still need to meet the job search requirements even on partial unemployment. You need to be looking for full-time work to replace your reduced hours.

•That makes sense I guess. Just more paperwork to deal with.

•How long did it take for your claim to get approved?

•took about 2 weeks but that was last winter, might be different now

One thing to keep in mind - you can only collect unemployment benefits for a total of 26 weeks in your benefit year, whether it's full or partial benefits. So if you've already used some of your weeks on regular unemployment, that counts toward your total.

•I haven't filed any unemployment claims since I got laid off over a year ago, so I should be good on that front.

Caleb Stone
•Perfect, then you should have your full 26 weeks available if you qualify.

Make sure your employer isn't going to have issues with you filing for partial unemployment. Some employers get weird about it even though it's perfectly legal.

Jade Santiago
•I hadn't thought about that. Do I need to tell my employer I'm filing?
0 coins
Christopher Morgan
•You don't have to tell them ahead of time, but Washington ESD will contact them as part of the process so they'll find out eventually.

•Most employers understand that partial UI helps everyone - you get some income and they keep a trained employee even with reduced hours.

The Washington ESD website has a calculator where you can estimate your partial benefit amount. It's under the 'Working While on Unemployment' section. Might be worth checking that out before you apply.

•Thanks for the tip! I'll look for that calculator.

I tried to apply for partial unemployment last month and got so confused by all the questions on the application. It kept asking about my separation from my last employer but I'm still employed, just with reduced hours. Anyone else run into this?

Caleb Stone
•That's because the system is designed mainly for people who are completely unemployed. For partial claims, you need to answer those questions based on your employment situation. If you're still with the same employer but with reduced hours, that's different than if you lost one job and got a new part-time job.

•Oh that makes more sense. I was getting frustrated and almost gave up on the application.

Does anyone know if you can get partial unemployment if you're self-employed? I do freelance work and some months are really slow.

Caleb Stone
•Self-employment is trickier. You might qualify if you were previously employed and paid into the unemployment system, but the earnings from self-employment get calculated differently.

•I think you need to have W-2 wages in your base period to qualify, even if you're currently self-employed. But I'm not 100% sure on that.

PARTIAL UNEMPLOYMENT IS A LIFESAVER! Sorry for caps but seriously, it kept me from losing my apartment when my hours got slashed. Don't let anyone tell you it's not worth the hassle.

One heads up - if you start working more hours or find a better paying job, you need to report that right away. Don't wait until your next weekly claim filing or you could end up with complications.

•Good to know. So I should contact Washington ESD immediately if my work situation changes?

•Exactly. It's better to over-communicate than under-communicate with these things.

I had to use Claimyr twice when I was on partial unemployment because I kept getting conflicting information from different ESD representatives about how to report my earnings. Finally got a consistent answer and everything worked out fine.

•That's frustrating that you got different answers. At least Claimyr helped you get through to someone who knew what they were talking about.

•Yeah, it was worth it to get the right information instead of guessing and potentially messing up my claim.

pro tip: keep detailed records of all your hours and earnings while on partial UI. if there's ever a question or audit, you'll want to have everything documented

Just wanted to add that even if your partial benefit amount seems small, it can really add up over time. Plus you're still getting credit toward future unemployment benefits if you need them later.

Jade Santiago
•I didn't realize it would count toward future benefits too. That's good to know.

The waiting week still applies to partial unemployment, right? So you won't get paid for your first week of filing?
0 coins
Caleb Stone
•Actually, Washington eliminated the waiting week a few years ago. You should get paid for your first week if you're eligible.

Millie Long
•Oh nice! That's changed since the last time I filed. Thanks for the update.

I know someone who got denied for partial unemployment because they weren't actively looking for full-time work. Make sure you're meeting all the job search requirements or they'll cut off your benefits.

If anyone is still having trouble getting through to Washington ESD for questions about partial unemployment, I also had success with Claimyr. It's definitely easier than trying to call on your own. The video demo they have explains it pretty well.

Bottom line - if you're working reduced hours and struggling financially, definitely apply for partial unemployment. The worst case scenario is they say no, but you might be surprised at how much it helps.

One last thing - make sure you understand how holidays and vacation pay affect your partial benefits. That can get confusing if you're not prepared for it.

Jade Santiago
•I'll keep that in mind. Hopefully I won't run into those complications but good to be aware.
