PA UC determination reversal? Won appeal but same disqualification message reappeared on dashboard
I'm totally confused and starting to panic about my unemployment situation. Back in January 2025, I got this determination letter saying I was never qualified for regular UC benefits (not PUA - that ended years ago). I filed an appeal right away in February and actually WON the appeal after a hearing. The referee agreed I was eligible and I thought everything was settled. But today I logged into my dashboard and there's a new message saying the EXACT SAME THING as the January determination - that I'm not qualified for benefits! It's like my appeal never happened. I've been receiving payments since winning the appeal, so what's going on? Is this some kind of system glitch? Will I have to appeal the same issue again? Are they going to make me repay everything I've received since February? I tried calling the UC service center but of course got the busy signal for 2 hours straight. Has anyone dealt with this weird duplicate determination situation before?

This sounds like a system issue with their notice generation. I went through something similar last year. What likely happened is that an automated notice was generated but doesn't reflect your appeal decision. The most important thing is to check your payment status and claim history tab - if those still show you're eligible and payments are continuing, then it's probably just a glitch with the messaging system. However, I'd definitely recommend getting something in writing to confirm your status. Take screenshots of everything, including the message and your payment history. Then try contacting them through your dashboard message center - specifically reference your appeal decision (include the docket number if you have it) and ask for clarification about this contradictory determination.

omg the same thing happnd to me last month!!! it was so stressful. turned out it was just a glitch in there system. keep trying to call them tho bc their message center takes forever to get a response. i had to call like 50 times before i got thru

This is actually a known issue with the PA UC system right now. When they migrate certain claims from one processing queue to another (which happens behind the scenes), sometimes the system automatically regenerates old determinations. It's extremely confusing and causing a lot of unnecessary stress for claimants. If you won your appeal, that decision is legally binding and supersedes any automated notices. However, you should definitely document this issue by: 1. Taking screenshots of the contradictory message 2. Writing a message through your dashboard specifically referencing your appeal docket number and decision date 3. Continuing to file your weekly claims as normal You can also request a "Statement of Benefits" through your dashboard which should reflect your current actual status after the appeal decision.

The PA UC system is broken BY DESIGN!!! They do this on purpose to confuse people and hope they'll give up fighting for their benefits. I had FIVE different contradictory messages on my dashboard at one point. Won my appeal too but they kept sending me overpayment notices for MONTHS after. The left hand has NO IDEA what the right hand is doing there. Document EVERYTHING. Record phone calls if you ever get through (PA is a two-party consent state so tell them you're recording). Don't trust a single thing they tell you unless you get it IN WRITING with a name attached.

To answer your question about filing another appeal - I wouldn't recommend appealing until you get clarification. Appealing might actually confuse the system more since you already have a favorable decision. If you do need to appeal again (which I doubt), they have to give you a new determination with a new appeal deadline date. Your old appeal decision remains valid until formally superseded by a new adjudication. One more thing to check - look at the date on this new dashboard message. Sometimes the PA UC system will display old messages as if they're new when they do system maintenance. Check if the date on this message matches your January determination or if it's actually recent.
