i was having the SAME EXACT PROBLEM last month!! tried calling PA UC for THREE DAYS straight and couldn't get anyone on the phone!! busy signals or disconnects EVERY TIME!! I finally used a service called Claimyr (claimyr.com) and they got me connected to a real person in like 20 minutes. The rep told me my card had been sent already and gave me a tracking number to check. @profile6 yeah it actually does! i was skeptical too but i was desperate after trying for days. they connect you to the actual unemployment office, they don't access your account or anything. you still talk directly to the UC rep yourself.

Just wanted to add another data point - I received my PA UC debit card exactly 8 business days after my first payment processed. Like others mentioned, it came in a very plain white envelope that I almost threw away thinking it was junk mail! The envelope just says "Money Network" in small print. For anyone still waiting, definitely keep an eye out for it because it's easy to miss.
