PA UC claim with interstate overpayment showing incorrect repayment records - help!
Just got hit with the most frustrating interstate mess with my PA unemployment claim. Filed last Thursday and immediately got flagged with two separate issues. After literally 78 redials today (yes, I counted), I finally got through to a PA UC rep who cleared one issue and sent me the separation questionnaire to complete. But here's where it gets ridiculous - I have an old out-of-state overpayment from Virginia that I've ALREADY paid back in full, but it's still showing as outstanding! Due to relocating during my benefit year in 2024, I ended up having to file in different states (total nightmare). According to my records, I've made 37 repayment installments to Virginia through PA Treasury deductions, but Virginia is only showing 4 payments received??? I have all my bank statements showing the money was taken out. Has anyone dealt with this interstate repayment tracking disaster? Do I need to contact Virginia UC directly, or can PA UC help resolve this?

You absolutely need to contact Virginia directly. PA UC has no authority to fix Virginia's records. I went through something similar between PA and Ohio last year. It took me calling Virginia's UC office repeatedly to get them to acknowledge all payments made through PA. Make sure you have all your bank statements ready showing the deductions. Also, request a payment history printout from PA Treasury showing all transfers to Virginia.

omg this sounds exactly like my nightmare from last summer!!! i had an interstate thing with maryland and PA and it was AWFUL. md kept saying they never got half my payments even tho PA was taking them out of my benefits. it took 3 MONTHS to fix and i almost got sent to collections!!!! have u tried emailing instead of calling? sometimes that works better for interstate stuff

Interstate claims are THE WORST. VA probably has different system than PA and they dont talk to each other. in my experience these systems are from like 1995 and break all the time lol

•THIS!!!! The UC systems never communicate properly between states. I worked for NJ unemployment for 17 years before retiring, and I can tell you that interstate payment tracking is deliberately complicated because neither state wants to take responsibility. Each state has different database systems that don't interface well. Your best bet is to request a formal Interstate Benefits Audit through BOTH states simultaneously.

When I had this problem getting through to Ohio UC last year, I used a service called Claimyr that got me through to an agent in about 10 minutes after trying for days on my own. They have a system that keeps autodialing until it connects, then calls you when an agent is on the line. Saved me countless hours of frustration. Might be worth trying for Virginia since their phone system sounds as bad as Ohio's was.

Hate to tell you this but your probably not gonna get this fixed anytime soon. The interstate payment system is BROKEN BY DESIGN. I had 42 payments to Maine that disappeared into thin air and PA kept saying it was Maines problem and Maine said it was PAs problem. After 5 months I just gave up and paid them directly even tho I already paid!!!

•Don't give up! Request a formal Interstate Reconciliation from both states. By law, they have to investigate and provide documentation of all payments received and credited. It's time-consuming but it will prevent you from paying twice.

Here's what you need to do specifically for a VA-PA interstate issue: 1. Request a Payment History Statement from PA Treasury (not just UC) 2. File a formal Request for Interstate Payment Reconciliation with VA (Form IB-13) 3. Submit a SIDES E-Response Portal request through your PA UC dashboard 4. Contact your state representative's constituent services (they can often cut through red tape) 5. If VA claims you still owe after 30 days, file a formal appeal with BOTH states I handle these cases professionally, and interstate overpayment reconciliation requires persistence and documentation. Don't accept Virginia's record without proof. PA Treasury should be able to provide transaction numbers for every payment sent to VA.

Wait so if PA took money from ur benefits to pay Virginia why are u even dealing with this? Isnt this PAs problem to fix since they took ur money?

•Unfortunately not. PA is just acting as a collection agent for Virginia in this case. They deduct and transfer the funds, but it's Virginia's responsibility to properly credit those payments. This happens because each state has sovereign authority over their own UI program, and there's no federal oversight of interstate payment reconciliation.
