PA UC sending duplicate overpayment notices for money already repaid in 2022 - what's my next step?

I'm at my wit's end with PA Unemployment! In January 2022, I repaid a non-fault overpayment of $2140 from benefits I received in July/August 2021. I sent payment via money orders with registered mail (thank goodness I kept all receipts and delivery confirmations). Fast forward to March 2025, and I open my mailbox to find EIGHT letters in one day claiming I still owe this same overpayment! I immediately tried calling UC but couldn't get through (surprise). Finally contacted my state rep who helped me get a callback from UC on April 3. The UC rep actually confirmed they could see my money orders were received but said they went to "the wrong department" and she'd need supervisor involvement. She assured me it would be resolved. Well, today I received yet another letter demanding I pay the $2140 AGAIN and set up a payment plan! I absolutely refuse to pay twice for THEIR mistake. Has anyone dealt with this nightmare before? What's my next step? Should I contact my state rep again or is there someone higher up I can reach? This is beyond ridiculous!

omg this happened to my brother too!! PA UC is SUCH a mess with overpayments. def dont pay it again!!! maybe try getting something in writing from them about the first payment?

Thanks! I have the certified mail receipt and money order copies, but it's like they refuse to look at their own records. So frustrating!

I had something similar happen but with a smaller amount ($875). I sent in the appeal with all my evidence and STILL got denied! Then I had to request a hearing, which took another 2 months to schedule. The system is totally broken and designed to wear you down until you just pay again. DON'T GIVE UP and DON'T PAY AGAIN no matter what threatening letters they send!!

Yes, finally got it resolved at the hearing, but it was such a waste of time and stress. The hearing officer took one look at my proof of payment and immediately ruled in my favor. Asked the UC rep why this couldn't have been resolved earlier and they just mumbled something about "system limitations." Make sure you bring MULTIPLE copies of everything to your hearing if it gets to that point!

Quick question - did they add any penalties or interest to the original amount? That might be a clue if they're treating this as a completely new overpayment rather than the original one. Also check if the overpayment ID number is the same or different on the new notices compared to your original ones from 2021.

Good point! Just checked and the overpayment ID is actually different on these new notices compared to my 2021-2022 paperwork. The amount is exactly the same though ($2140). No additional penalties mentioned yet.

UPDATE: I finally got this resolved! After filing my appeal with all the documentation and following the advice here about mentioning the duplicate overpayment IDs, I also managed to get through to someone at the Overpayment Recovery Unit who was actually helpful. She confirmed they had created a duplicate overpayment record during a system migration in January. My payment from 2022 was properly applied to the original overpayment, but the duplicate was created without any record of that payment. She's submitted paperwork to have the duplicate removed and said I should receive confirmation within 2 weeks. She also put a hold on any collection activities. THANK YOU all for your help - especially the tip about checking the overpayment IDs and contacting that specific department!

Excellent news! This is exactly the outcome I expected - system migration issues are the #1 cause of these kinds of problems. Smart move getting them to place a hold on collections while they resolve it. Make sure you get that confirmation in writing when it comes through, and keep it forever. The UC system has been known to resurrect resolved issues years later.
