PA UC claim on hold due to missed RESEA appointment - new job starting Monday
I'm in a frustrating situation with my PA unemployment. I missed signing up for the RESEA appointment because I had a job lined up that was supposed to start on 6/27/25, but my background check took longer than expected. Now my start date is pushed to 8/5/25 (this coming Monday), but UC has put an 'open issue' on my claim due to the missed RESEA. I've uploaded everything to prove I have a job starting (offer letter, workday status, everything), but my payments for the last 2 weeks are still on hold. When I check CareerLink, there are no RESEA events showing up at all, and I can't find any sign-up link. Anyone know how to fix this so I can get my final two payments before starting the new job? I've tried calling but keep getting disconnected.

This is a fairly common issue. When your RESEA requirement is triggered and you miss it, it automatically flags your account. The system doesn't understand that you're about to start work. You need to do three things: 1. Continue trying to log into PA CareerLink and check for RESEA workshops daily - sometimes they add new dates without notification 2. Upload a statement explaining why you missed the RESEA (the job offer that was delayed) in the document upload section 3. Most importantly, you need to actually speak with a UC representative to have them manually review and potentially remove the issue The waiting game won't work here - they need to manually clear this.

i had this exact same issue last month!! it was a NIGHTMARE. i uploaded everything and still nothing happened for like 3 weeks. then i finally got thru to someone and they fixed it in 5 minutes. the problem is getting someone on the phone.

RESEA is the worst part of PA unemployment! When you do get through, make sure you mention specifically that this is your last two weeks of benefits before starting work. I've had reps expedite issues when they know you're about to be employed. By the way, don't let anyone tell you that you can skip the RESEA because you have a job lined up - that's outdated advice. Under current PA UC rules, you still must comply with RESEA until your actual start date or risk benefit suspension.

I went through something kinda similar in May. What worked for me was calling right at 7:58am (they open at 8). I got through on my 3rd attempt doing this. Once I finally talked to someone, they removed the issue after verifying my job offer. Make sure you have all your new job details ready - start date, employer name, salary, etc. They'll ask for all of it.

Just to add to what others have said - this is a really common issue that requires speaking to a rep. One more tip: while you're waiting to get through, go ahead and fill out the official "Claimant Services Request Form" on the UC website. It creates a paper trail of your attempt to resolve the issue. Search for "UC-1089 form" in the search box. Include your job offer details and why you couldn't complete RESEA. This won't solve it immediately but creates documentation that you were proactive if there's any appeal later. Also, even though you're starting work, if the issue isn't resolved, make sure to keep filing your weekly claims until you actually receive your first paycheck. Don't stop filing just because you start working!

•Yes, PA changed the RESEA program in January 2025. It's now more integrated with the CareerLink system, and there are fewer in-person workshops available. They also made the penalties stricter for missing appointments. The system is still very buggy though, which is why many people have issues with appointments not showing up properly.

UPDATE: I tried the Claimyr service that someone recommended here and actually got through to a rep this morning! They said since I have documentation proving my new job starts on Monday, they can remove the RESEA hold. The payments should process within 2-3 business days. Such a relief! In my case, she said it might be even faster since I had all the job documentation already uploaded. She also mentioned that having a definitive start date like (Monday helps) them prioritize these cases. Hope that helps with your situation!

Has anyone figured out if there s'a way to get an exemption from RESEA if you can prove you re'actively in the hiring process with a company?
