PA UC RESEA requirements causing payment delays - Career Link login issues ruined my benefits!

I'm going crazy trying to navigate this RESEA requirement mess with PA UC! It's been 3 weeks with no payments all because of Career Link problems. My timeline: I tried logging into Career Link portal to schedule my RESEA session (which PA requires now), but kept getting error messages. Called and they told me I had to physically go to a Career Link office to fix my account access. I went THAT SAME DAY (which happened to be my deadline for scheduling the session). Fixed my login but they marked me as missing my first RESEA deadline anyway! Lost that week's benefits immediately. The Career Link staff said they'd reschedule me and someone would call me for the session (not in-person). Waited by my phone like a crazy person... NO ONE EVER CALLED. Now the system shows I "missed" my second RESEA session too, even though no one contacted me! Three weeks without benefits now. Called Career Link again today and the rep was completely clueless - kept saying "I don't know who was supposed to call you" and couldn't tell me how to fix it. Has anyone dealt with this RESEA nightmare? How do I get my benefits back when the system keeps marking me as non-compliant for THEIR mistakes?

This exact thing happened to me back in March. The RESEA requirements are a complete mess right now. Here's what you need to do: 1) File an appeal specifically stating that you attempted to comply with RESEA but experienced system issues. 2) Contact your state representative's office - they have liaisons who can expedite your case with PA UC. 3) Request a backdate on your RESEA compliance since you physically went to the Career Link office on the deadline day. Make sure to get the name of everyone you speak with at Career Link and UC. Document EVERYTHING. The appeal process takes about 2-3 weeks but they should release your payments once you show you made good-faith efforts to comply.

Thank you so much for this detailed advice! I didn't even know I could file an appeal for this type of issue. Do I file that through my regular UC portal or is there a specific place for RESEA appeals? I'm definitely calling my state rep tomorrow morning. Really appreciate the guidance!

OMG the RESEA stuff is such garbage!!! I had similar issues but with the actual session - they scheduled me then no one showed up for the zoom call!!! Then they tried to say I missed it! I had to fight for WEEKS to get it fixed. Career Link staff have no idea what they're doing half the time. The left hand doesn't know what the right is doing. Keep calling UC directly - that's what finally worked for me.

Same happened to my brother!! The zoom link they sent him didn't even work and then they marked him as no-show. The whole system is designed to deny people benefits if you ask me.

I went through this RESEA headache last month. You need to call PA UC directly, not Career Link. Career Link administers the program but they don't have authority to fix your benefits. Here's what worked for me after 4 weeks of payment holds: 1. Call UC directly and explain specifically that you had TECHNICAL ISSUES with Career Link that prevented compliance 2. Request they note on your file that you physically went to the Career Link office on your deadline day 3. Ask for an immediate "RESEA compliance review" 4. Request backdating of your compliance status The key is getting through to an actual UC representative who can help, not the Career Link people who have limited access to the benefits system.

Thanks for the specific steps! I've been trying to reach UC for days but keep getting busy signals or disconnected. It's impossible to get through to an actual person. Is there a specific number or time of day that worked for you?

I've been trying to reach PA unemployment for weeks about a similar RESEA issue. The busy signals are insane. I finally had success using Claimyr (claimyr.com) - it got me through to a live agent in about 20 minutes after trying for days on my own. They have a video that shows how it works: https://youtu.be/CEPETxZdo9E?si=WL1ZzVZWG3KiHrg2. The agent was able to immediately see that my RESEA compliance was incorrectly marked and fixed it right there while I was on the phone. My payments started again two days later. Worth trying since you've already lost 3 weeks of benefits.

does that service really work? i've been trying for literal WEEKS to get through about my issue. ive never heard of it before but im desperate at this point

Yes, it actually does. I was skeptical too but after trying to call for 5 days straight with no luck, I gave in and tried it. They connected me through to UC within about 25 minutes. Much better than spending hours redialing.

I work at PA CareerLink (not unemployment) and can tell you theres a LOT of confusion right now with the RESEA program. The new system has technical issues. Your best bet is to ask for a supervisor specifically trained in RESEA when you call CareerLink. Regular staff often dont have the training for these specific issues. Also, get EVERYTHING in writing - ask them to email you confirmation of your visit and rescheduling. That documentation will help your case when you challenge the non-payment.

Thank you for the insider perspective! I'll definitely ask for a supervisor specifically trained in RESEA. The regular staff seemed completely lost when I called. Is there a specific email I should use to contact CareerLink about this, or should I just go back in person?

Going in person is always better for these complicated situations. Bring any documentation you have of your previous visit. Ask to speak with an RESEA coordinator or supervisor specifically. If they tell you someone will call you again, get that person's direct number and name. The system is overwhelmed right now, so you need to be extra persistent.

i had this same exact problem!!! career link is so bad with this resea stuff. i ended up having to go to my state representatives office and they helped me file a complaint. got my benefits back in like 10 days after that. you should try that route

I agree that contacting your state rep can be very effective. They have direct lines to UC higher-ups that regular claimants don't have access to. I've seen many cases resolved this way when the normal channels fail.

I think the whole RESEA program is just a way to cut people off benefits. My cousin had to do the same thing last month and he said it was a complete joke - the session was just basic info he already knew about job searching. But they make it so complicated that people miss deadlines and lose money. It's by design if you ask me.

While I understand the frustration, RESEA is actually a federal requirement, not just a PA thing. Studies show it does help some people find work faster. But the implementation in PA has been terrible - the technical issues and poor communication between Career Link and UC are definitely causing unnecessary hardship. The program itself isn't bad, but the execution is a mess right now.

One more important tip: when you do connect with UC, specifically ask them to issue a "RESEA exemption due to technical barriers" on your claim. This is a specific code they can enter that will release your payments while they investigate. Also request "backdated compliance" for both sessions you allegedly missed. Make sure they document that you physically went to Career Link on your deadline day. With these specific requests, you have a much better chance of getting your benefits restored quickly.

Thank you so much for these specific terms to use! I've written them down and will definitely ask for the "RESEA exemption due to technical barriers" and "backdated compliance" when I call. Really appreciate everyone's help here - feeling much more prepared to tackle this now.

I'm so sorry you're dealing with this Sean - the RESEA system is absolutely broken right now. I went through something similar a few months ago and it took forever to resolve. Here's what I learned from my experience: Document EVERYTHING - take screenshots of error messages, get names and employee IDs of everyone you speak with, and save any emails or texts. When you do get through to UC (and you will eventually), ask them to put notes in your file about the Career Link technical issues and your same-day visit to fix your login. Also, don't just rely on Career Link to fix this - they can't actually restore your benefits. You need to get UC directly involved. The phone system is terrible but keep trying different times of day. I had the best luck calling right at 8 AM when they open. One thing that helped me was filing a formal complaint with PA Department of Labor & Industry online. It creates a paper trail and sometimes gets you escalated to someone who can actually help. Hang in there - you WILL get your benefits back, it just takes persistence with this broken system.

Thank you Nathan - this is really helpful advice! I've been so focused on trying to fix this through Career Link that I didn't think about filing a formal complaint with the Department of Labor & Industry. That's a great idea to create an official paper trail. I'll definitely try calling UC right at 8 AM tomorrow too - I've been calling randomly throughout the day with no luck. Really appreciate you taking the time to share what worked for you!

This is such a frustrating situation and unfortunately very common right now. I went through a similar RESEA nightmare last fall and it took me almost 6 weeks to get everything sorted out. Here's what finally worked for me: 1. Go back to the Career Link office in person with documentation of your original visit (receipt, appointment confirmation, anything). Ask them to print out a "compliance verification" showing you were there on the deadline day. 2. When calling UC, specifically mention that you need to speak with someone about "RESEA technical compliance issues" - this seems to get you transferred to people who actually know about these problems. 3. File a written appeal through your UC portal citing "good cause" for missing the sessions due to system failures. Include any documentation you have. 4. Contact your local state representative's office - they have UC liaisons who can fast-track these cases. I got a call back within 48 hours after contacting mine. The whole system is a mess right now, but you CAN get your benefits restored. Don't give up - you followed the rules and it's their technical problems that caused this. Keep fighting it!

This is exactly the roadmap I needed! Thank you so much Keisha. I'm going back to Career Link tomorrow morning to get that compliance verification - I never thought to ask for something in writing proving I was there on the deadline. The tip about saying "RESEA technical compliance issues" when calling UC is gold - I've just been saying "RESEA problems" and probably getting transferred to the wrong people. I'm feeling much more hopeful about getting this resolved now. Really appreciate everyone's help in this thread - this community has been a lifesaver!

I'm going through almost the exact same thing right now! Been waiting 5 weeks for my RESEA issue to get resolved. The Career Link portal crashed on me THREE times when I was trying to schedule my appointment, and then they marked me as non-compliant. It's so frustrating because we're doing everything we're supposed to do but their broken system is penalizing us. I finally got through to someone at UC last week who told me that they're seeing a massive increase in these technical failure cases. She said the best thing to do is keep detailed records of every error message, every phone call, and every visit. I've started taking photos of my computer screen whenever I get an error. One thing that helped me was emailing my local Career Link office directly (found the email on their website) with screenshots of the portal errors. At least that way I have written proof that I was trying to comply but couldn't due to their system issues. The staff person who responded actually seemed to understand the problem and said she'd add notes to my file. Still waiting for my benefits to be restored but at least I feel like I have better documentation now. This whole RESEA rollout has been a disaster - we shouldn't be losing benefits because their technology doesn't work properly!
