PA UC Review Status Due to Missed RSEA Requirement - Will My Benefits Stop?
I'm seriously stressing out right now about my PA unemployment benefits! I've been trying for WEEKS to complete the stupid RSEA (Reemployment Services and Eligibility Assessment) requirement but every time I clicked the links in my dashboard they just didn't work at all. I called PA CareerLink multiple times and finally someone promised to call me back to help schedule it, but they never did. Now my account shows it's "under review" because I didn't complete the RSEA. I did fill out some form explaining the situation, but I don't know if that's enough. Will they cut off my benefits completely? Has anyone dealt with this before and know if they're understanding about technical issues? I really can't afford to lose my payments right now - I've got rent due next week and I'm already behind on my car payment. Please help!

•Did they stop his benefits while it was being fixed? I'm worried they'll cut me off completely while this gets sorted out.

Don't panic yet. The RSEA requirement has been causing a lot of technical issues for people in 2025, especially with the new system update they did in February. When your account goes into review status for RSEA issues, they typically give you 10 business days to resolve it before suspending benefits. The fact that you submitted the explanation form is good - that's actually the UC39 Technical Issue Report form, and they should review it within 3-5 business days. For anyone facing RSEA issues: 1. Document all attempts to access the system (screenshots help) 2. File the UC39 form immediately 3. Call your local CareerLink AND the UC service center 4. Check your spam folder for RSEA scheduling emails

•Thank you SO MUCH for this info!! I didn't know it was called a UC39 form, I just filled out something online explaining the problem. Is there a specific number I should call at the UC service center that might help? I've been trying the main number and can never get through.

The pa unemployment system is GARBAGE!! I had the exact same issue with RSEA last year and my benefits got suspended for 3 weeks while they "investigated" even though it was THEIR FAULT the links didn't work!!! Make sure you call EVERY DAY and document everything. Take screenshots of the broken links too! The system is designed to make people give up!!!

If you're having trouble reaching someone at the UC Service Center, try using Claimyr (claimyr.com). I was in a similar situation with my RSEA requirements and couldn't get through on the phone for days. Claimyr helped me connect with an actual PA UC agent in about 20 minutes instead of spending hours hitting redial. They have a video showing how it works here: https://youtu.be/CEPETxZdo9E?si=WL1ZzVZWG3KiHrg2 When I finally got through to an agent, they were able to override the RSEA requirement temporarily while I worked with CareerLink to reschedule. The key is getting to a real person who can see your account notes and verify you've been trying to comply.

•Thank you! I hadn't heard of this service before. Did the agent actually have the authority to override the requirement on the spot? I'm worried about getting someone who just tells me to wait.

•Yes, the agent I spoke with was able to put a 2-week hold on the review status while I sorted out the RSEA scheduling. They can see in the system that you've been trying to complete it and can add notes to your account. Just make sure you've documented your attempts to schedule the RSEA and explain clearly what technical issues you encountered.

I had a similar issue but it wasn't with RSEA it was with the work search requirements form that wouldn't submit properly. I think what happens is they put your account under review but they don't immediately stop payments. In my case they continued paying for about 2 weeks during the "review" period before I got it resolved. BTW did you try using a different browser? Sometimes the PA UC site works in Chrome but not Firefox or vice versa. Their website is seriously from like 2002 I swear.

Has anyone actually gone through with an RSEA appointment? What exactly do they do? I got scheduled for one next week and im nervous about it. Do they try to disqualify you?

•The RSEA is actually designed to help with your job search, not to disqualify you. During the appointment (which can be virtual or in-person), they: 1. Review your work search activities 2. Provide personalized job leads 3. Help with resume and interview skills 4. Connect you with additional resources As long as you're making a good faith effort in your job search and attending the appointment, it shouldn't negatively impact your benefits. In fact, many people get better job leads through this process.

Update: I wanted to let everyone know what happened in case someone else has this issue. I was finally able to get through to the UC service center after using Claimyr (seriously, worth it after wasting 3 days trying to call). The agent could see I had tried to complete the RSEA requirement multiple times and put a temporary override on my account while I rescheduled. She also said that during the transition to the new system in February, a lot of the RSEA appointment links weren't working correctly. I've now got my RSEA appointment scheduled for next Tuesday. The agent assured me my benefits won't be interrupted as long as I attend the appointment. Apparently, the system automatically flags accounts for review when RSEA isn't completed, but they don't immediately stop benefits - they give you time to fix it. Thanks everyone for your help and advice!

•Thanks for the update! This is great information for others facing similar issues. The fact that they acknowledged the system problems with the February transition is particularly useful to know. Good luck with your RSEA appointment!

•Glad you got it fixed! This is exactly why everyone should document EVERYTHING when dealing with PA UC. Their system is a mess but at least some of the agents are helpful when you actually reach them.

Nina, I'm so glad you got this resolved! Your experience is really helpful for others dealing with similar RSEA issues. I'm actually dealing with a related problem - my RSEA appointment was scheduled but then I got an email saying it was cancelled due to "system maintenance" and now I can't reschedule online. The links just redirect me to the main CareerLink page. Based on what you learned, should I call the UC service center directly or try CareerLink first? I'm worried about getting stuck in the same review status loop you were in. Also, did the agent mention anything about how long these system issues with RSEA scheduling might continue?

•Hey Nadia! Based on what I went through, I'd definitely recommend calling the UC service center first using Claimyr rather than trying CareerLink. The UC agents have more authority to put temporary holds on your account and can see the full picture of what's happening with the RSEA requirements. CareerLink seemed pretty useless for me - they never called back like they promised. When I spoke to the UC agent, she mentioned that the February system transition caused widespread RSEA scheduling issues but didn't give me a specific timeline for when they'd be fully fixed. She did say they're aware of the problem and are working on it. The key thing is getting that temporary override on your account so you don't get flagged for review while you're trying to reschedule. Make sure you document that your appointment was cancelled due to system maintenance - take a screenshot of that email if you still have it. The agent will want to see proof that you're trying to comply with the requirement. Good luck!

•@Nadia Zaldivar I had the exact same thing happen to me - appointment cancelled for system "maintenance and" then couldn t'reschedule! It s'so frustrating. I ended up having to go to my local CareerLink office in person to get it sorted out. The staff there said they ve'been getting tons of people with this exact problem since the February update. They were able to manually schedule my RSEA appointment on the spot. If calling the UC service center doesn t'work out, try visiting your nearest CareerLink location. Bring a printout of that cancellation email - they ll'need to see it to manually override the scheduling system. It took me about an hour total including the wait time, but at least I walked out with a confirmed appointment date.

This whole thread is super helpful! I'm dealing with a similar RSEA nightmare right now - my account has been "under review" for 6 days and I'm panicking about my next payment. The technical issues with PA UC are absolutely ridiculous. I've been unemployed for 4 months and this is the most stressful part of the whole process. Quick question for anyone who's been through this - when Nina mentioned the UC39 form, is that something you fill out through your online account or is it a separate form? I can't seem to find it anywhere in my dashboard. Also, has anyone tried going directly to a CareerLink office without calling first? There's one about 30 minutes from me but I don't want to waste the gas if they're just going to tell me to call. Really appreciate everyone sharing their experiences here. It makes me feel less alone in dealing with this broken system!

•Hey Aria! I totally understand the stress you're going through - I was in the same panic mode just a few days ago. For the UC39 form, it's not actually labeled as "UC39" in your dashboard. When you're logged into your PA UC account, look for something like "Report a Technical Issue" or "System Problem Report" - it might be under a "Help" or "Contact Us" section. The form is basically where you explain what technical problems you encountered while trying to complete requirements. As for going directly to CareerLink, based on what others have shared here, it seems like showing up in person has been pretty effective for people. Danielle mentioned it took about an hour total including wait time, and they were able to manually schedule the RSEA appointment on the spot. If you have that cancellation email or can screenshot the broken links, bring those with you as documentation. You're definitely not alone in this - it sounds like the February system update really messed things up for a lot of people. The 6-day review period you're in sounds similar to what others experienced, and they generally got it resolved before benefits were actually suspended. Hang in there!
