PA UC IP-Investigation NDNH showing Active/Unresolved for 4 months - when to expect decision?
I've been checking my PA UC dashboard obsessively and noticed something labeled "IP-Investigation NDNH" has been sitting at Active/Unresolved since September 19th (over 4 months now!). The message says I'll be "notified of a decision in the mail" but nothing has come. I'm getting really anxious as my rent is due next week. Has anyone dealt with this specific type of hold before? The NDNH part is what's confusing me - is this something about my previous employer? How long do these investigations typically take before they make a determination? I've called like 30 times but can never get through to a real person.

NDNH = National Directory of New Hires. They think ur working and collecting UC at same time. Had this happen in December, took 6 weeks to clear up. They comparing ur SS# with records of ppl who got hired somewhere.

•Oh no! I wasn't working and collecting at the same time though. I lost my job in August and haven't found anything new. Could this be a mistake? 6 weeks sounds better than 4 months at least. Did you have to do anything special to get it resolved?

•You've been waiting since November with no resolution? That's terrifying. Have you been able to talk to anyone at the unemployment office?

IP-Investigation refers to an Identity/Program investigation. The NDNH (National Directory of New Hires) database cross-checks your info with employment records across the country. This often happens when: 1. You worked in another state recently 2. Your previous employer reported hiring/wage data that conflicts with your claim 3. Someone with similar info showed up as newly employed 4. Simple database error (happens more than they admit) These investigations are taking 60-120 days in PA right now. You should keep filing your weekly claims while waiting. The determination will come with info about whether benefits will be paid retroactively. If you need this resolved faster, you should try to speak with an actual claims examiner. They can often see notes on your case that aren't visible to you in the portal.

•Thank you for this detailed explanation! I did work in Delaware for 3 months in 2023 before my PA job, so maybe that's what triggered it? But I reported that on my initial application! I've been filing weekly claims but it's been so stressful not knowing if I'll ever see that money. Is there a special number to reach a claims examiner? The main line never connects me to anyone.

I had the exact same NDNH flag on my account last year. It happened because I had a 2-day temporary assignment through a staffing agency that I completely forgot about when filing my claim (it was only $180 total). The system caught it through the cross-check. Here's what worked for me: I kept filing my weekly claims as normal, but I also uploaded a letter through the UC portal messaging system explaining my situation. I also mailed the same letter to the UC Service Center. It took about 8 weeks, but they eventually cleared it and released all my back payments at once. The most important thing is to keep certifying weekly while you wait. If they determine in your favor, you'll get all the back payments.

These NDNH investigations are THE WORST. I had one last year and it took 5 MONTHS to resolve!! The PA UC system is COMPLETELY BROKEN. They expect us to live on what exactly while they take their sweet time "investigating"?? I called over 200 times before I finally got through to someone who basically said "sorry nothing we can do but wait." The whole system is designed to make people give up on benefits they're entitled to. I ended up having to borrow money from family just to keep my lights on while waiting.

•The system definitely has issues, but my experience with NDNH was different. Mine cleared in about 3 weeks. I think it depends on how complicated your work history is and whether there's an actual discrepancy they need to investigate. Did you work multiple jobs before filing? That tends to slow things down because they have to contact each employer.

After trying for weeks to get through about my NDNH issue last month, I tried a service called Claimyr (claimyr.com) that got me through to an actual UC rep in about 20 minutes. They have a demo video that shows how it works: https://youtu.be/CEPETxZdo9E?si=WL1ZzVZWG3KiHrg2 The rep I spoke with could see all the notes on my case and told me exactly what was holding it up (turned out my previous employer hadn't responded to their request for information). Once I knew what the problem was, I was able to contact my old employer and ask them to respond to PA UC. My issue was resolved about a week later.

•Thanks for suggesting this! I'm desperate to talk to someone at this point. Did the rep actually help speed up your case or just give you information? I'm wondering if it's worth it just to find out what's actually happening with my claim.

•They didn't speed up the process directly, but knowing exactly what was causing the delay let me take action myself (contacting my old employer). Without that info I would've just been waiting in the dark. The rep also told me approximately how much longer it would take which helped with my planning.

One important thing to note: If you've been waiting more than 8 weeks for a determination on an IP-Investigation, you can request an "expedited determination" by: 1. Uploading a message through your dashboard specifically asking for an "expedited determination due to financial hardship" 2. Including specific information about why this delay is causing hardship (rent due, utilities threatened, etc.) 3. Mentioning the exact date your issue began and how long you've been waiting This won't always work, but I've seen it help in some cases where the investigation was basically complete but just sitting in someone's queue.

•Thank you!! I'm definitely going to try this expedited determination request. I've been waiting 4+ months which seems ridiculous. I'll upload that message right after I finish my weekly certification today. Really appreciate the specific steps!

has anyone ever had their NDNH investigation come back BAD? like what happens if they decide against u?

•If the investigation determines you were receiving wages while claiming benefits, they can: 1. Issue a "Notice of Determination" disqualifying you for those weeks 2. Create an overpayment for any benefits already paid during that period 3. Potentially assess a penalty (15-30% of the overpayment) if they determine it was fraud You'd have 15 days to appeal the determination if you disagree with it. The appeal would go to a UC referee for a hearing.

Update from my experience: After my NDNH issue was resolved, I received all my back payments in two separate deposits - regular UC came first, then the federal supplement about 3 days later. This was after about 8 weeks of waiting total. The determination letter arrived about a week AFTER the money was deposited. So sometimes the system works faster than the mail!

I'm dealing with a similar NDNH investigation that started in October - still waiting! Reading through everyone's experiences here is both helpful and terrifying. I had no idea what NDNH even meant until I found this thread. Like @Ava Rodriguez, I've been calling constantly but can never get through to anyone. The worst part is not knowing if this will be resolved in my favor or if I'll end up owing money back. I've been keeping detailed records of all my job search activities and certifying every week just in case. The financial stress is really getting to me - I had to move back in with my parents because I couldn't afford rent anymore. Has anyone tried contacting their state representative's office for help? I'm wondering if they can put pressure on the UC office to speed things up.

•@Ruby Knight I m'so sorry you re'going through this too! October is even longer than my September start date - this is absolutely ridiculous. I haven t'tried contacting my state representative yet but that s'actually a really good idea. I ve'heard they have special liaisons for unemployment issues. The financial stress is killing me too - I m'lucky my landlord is being patient but I don t'know how much longer I can ask for extensions. It s'encouraging to hear that some people like @AstroAlpha eventually got all their back payments, but the waiting is just brutal. Have you tried the expedited determination request that @Connor Gallagher mentioned? I m'going to try that today along with maybe reaching out to my rep s'office.

I'm going through the exact same thing right now - NDNH investigation started in December and still showing Active/Unresolved. The not knowing is the worst part! I've been keeping a spreadsheet of everyone I've called and when, but like everyone else here, I can never get through to a real person. What's really frustrating is that I was completely honest on my application about all my previous work, including a brief contract job I had in another state. It feels like we're being punished for following the rules. I'm definitely going to try that expedited determination request @Connor Gallagher mentioned. Has anyone had luck with the UC portal messaging system, or does everything just go into a black hole? I've sent like 5 messages through there with no response.

•@Christopher Morgan I feel your frustration! I ve'been in the same boat since September with my NDNH investigation. The UC portal messaging system has been completely useless for me too - I ve'sent multiple messages explaining my situation and asking for updates, but never gotten a single response. It really does feel like a black hole. I m'also going to try the expedited determination request today. It s'so maddening that we re'all dealing with these months-long delays when we followed all the rules and were honest about our work history. At least finding this thread makes me feel less alone in this nightmare. Keep us posted if you hear anything back from your expedited request!

I've been dealing with this exact same NDNH investigation issue since late October and it's been absolutely maddening! Like everyone else here, I can never get through to an actual person when I call. What's really frustrating is that I was completely transparent about my work history when I filed - I had a short-term contract position that ended in August before I applied for UC in September. Now I'm wondering if that contract work is what triggered this whole investigation. Reading through everyone's experiences here gives me some hope though - it sounds like most people eventually get resolved in their favor and receive all their back payments. @Connor Gallagher thank you for the detailed explanations about what NDNH actually means and the expedited determination process. I'm definitely going to try submitting that request today. @Ava Rodriguez I really feel for you having to stress about rent while dealing with this. The financial uncertainty is the worst part. I've been living off credit cards and help from family while waiting. Have you had any luck with that expedited determination request you mentioned trying? It's crazy that in 2025 these investigations are still taking 3-6 months when it should be a simple database check. The whole system seems designed to wear people down until they give up on benefits they're legally entitled to.

It s'reassuring to know I m'not the only one going through this nightmare. I submitted the expedited determination request yesterday after @Connor Gallagher s advice,'and I m keeping'my fingers crossed it helps move things along. The credit card debt is piling up while I wait, but reading about @AstroAlpha getting all their back payments gives me hope. It really does feel like the system is designed to make us give up - but we can t let'them win! I ll definitely'update here if I hear anything back from my expedited request. Hang in there!

I'm dealing with this exact same situation! My NDNH investigation started in November and I'm still waiting. Reading through everyone's experiences here is both terrifying and reassuring at the same time. It's crazy how many of us are going through this - clearly there's a systemic issue with how long these investigations are taking. @Connor Gallagher thank you for explaining what NDNH actually stands for and the detailed info about the process. I had no idea what it meant when it first appeared on my dashboard. I also worked in multiple states in the past few years (NJ and PA) so that's probably what triggered mine. @AstroAlpha your experience gives me hope that I'll eventually get all my back payments. I've been certifying every week religiously even though it feels pointless sometimes. Did you do anything specific besides upload that letter to help move your case along? The financial stress is unreal. I've had to ask family for help with bills and I'm dreading having this conversation with my landlord again. How is it legal for them to make us wait 4+ months for benefits we're entitled to? The whole system feels broken. I'm definitely going to try the expedited determination request today. At this point I'll try anything to get some movement on my case!

The financial stress is absolutely brutal - I ve'had to move back in with family because I couldn t'keep up with rent. But reading about everyone s'eventual success stories here gives me hope that we ll'all get through this eventually. I'm in the exact same nightmare situation! My NDNH investigation started in early January and I'm going on 2+ months now with no resolution. Like so many others here, I was completely honest about my work history when I applied - I had worked briefly in Maryland before starting my PA job last year, and I listed everything properly on my application. What's driving me crazy is that I did everything RIGHT and I'm still stuck in this endless waiting game. I've been certifying every week, calling constantly (never getting through), and sending messages through the portal that disappear into the void. The financial stress is overwhelming - I'm behind on my car payment and my utilities got shut off last week. Reading everyone's experiences here gives me some hope though. @Connor Gallagher thank you for explaining what NDNH actually means and the expedited determination process - I had no idea that was even an option! I'm definitely going to submit that request tomorrow. @AstroAlpha hearing that you got all your back payments after 8 weeks is encouraging. Did uploading that explanatory letter through the portal actually help, or do you think it would have resolved anyway? This whole system is absolutely broken. How are we supposed to survive for months without income while they take their sweet time "investigating" claims from people who followed all the rules? I'm going to keep fighting for what I'm owed but man, this is exhausting.

Did the expedited determination request help at all? The fact that you were dealing with this back in September and we're now in March shows how broken this system really is.
