Stuck in NYDOL pending status since April, 60+ hours on phone with no luck. Help!

I've been stuck in pending status with unemployment since April and I'm at my wits end. I've spent over 60 hours trying to get through to someone on the phone, but no luck. Has anyone else been dealing with this? Any tips on how to actually reach a human being at the unemployment office?
