Should I fill out this 2-year-old MEUC form in my NY unemployment account as a seasonal school bus driver with no self-employment income?

I'm a school bus driver and I only certify for unemployment when school is not in session during summer breaks. I just logged in to my account for the first time since August and noticed there's some kind of form called "Application for Mixed Earner Unemployment Compensation (MEUC)" that was assigned to me back in July 2021. It shows the exact assignment date as Jul 11, 2021 at 5:40 AM. I was checking my NY Department of Labor account (apps.labor.ny.gov) and under the "Pending Forms" section, I saw this MEUC application listed as pending with an "Open Form" action button available. When I look at the "Completed Forms" section, it says "There are no completed forms to display." I'm confused because this form has apparently been sitting there for over two years now, and I've never seen it before. I don't do any freelance work or self-employment income - I'm strictly employed as a bus driver during the school year. I only claim unemployment during summer breaks when school isn't in session. The system shows instructions saying "If a form has been assigned to you by the Dept. of Labor, choose a form to fill out from the list of Pending Forms, by clicking 'Open Form'." It also mentions "Forms that you have saved to complete later are displayed in the list of Pending Forms. To complete a saved form, click 'Continue'." I'm not sure if I need to fill this out since I don't have any mixed earnings. Has anyone else had this MEUC form assigned to them? Should I be worried about this form since it's been showing as pending for so long? Could this affect my future unemployment claims during school breaks?

MEUC was for people who had both W2 income and self-employment income during the base period. If you only have W2 income from the school district, you don't qualify for it and can ignore the form. It's probably just sitting in your account from when they sent them out to everyone.

Thank you! That makes sense. I was worried it was something I had to fill out or I'd get in trouble.

they're actually really bad about removing old forms from accounts. i still have stuff from 2020 showing up 🙄

No prob! Yeah the system is a mess. Just double check your messages section to make sure they haven't sent you anything important.

After weeks of failing to get through on the phone, I found this service called Claimyr that got me connected to an actual human at ny unemployment in like 20 minutes! Talking to a real person finally solved my issues with old forms and pending stuff in my account. Totally worth checking out: claimyr.com - they also have this helpful video explaining how it works https://youtu.be/Rdqa1gKtxuE

this sounds too good to be true... how does it actually work? the unemployment phone system is basically designed to be impossible

It basically calls for you and waits on hold, then when a real person picks up, it connects you. I was skeptical too but talking to an agent got my benefits sorted in like 15 mins after weeks of nothing.

so ur saying some app can magically get through when the rest of us can't? yeah right 🙄

Not magic, just technology. They have a system that keeps calling and navigates the phone tree. When I used it I had tried calling myself for 3 days straight with no luck. Check out their site if you don't believe me claimyr.com

I tried this too after seeing it mentioned here before. It actually works! Talking to a real person solved my issue in minutes when I'd been stuck for weeks.

That MEUC thing was from the pandemic. It was for people who had both regular jobs AND self-employment income. As a bus driver who only works for a school, you can just ignore it. The system is full of old junk like that.

The ny unemployment system is such a joke! I had random forms sitting in my account for months after they were irrelevant. If your only income is from the school district as a bus driver, you can ignore that form completely. It's for people who had mixed income types.

fr tho 💯 their whole website feels like it was built in 1997 and never updated

And they wonder why ppl get so frustrated! The amount of outdated info and random forms just sitting there with no explanation is ridiculous.

As someone who worked for the DOL (not anymore thank god), here's what you need to know about that form and seasonal workers like school bus drivers: The MEUC program was created during the height of the pandemic for people who had BOTH traditional W-2 income AND significant self-employment income. The goal was to supplement benefits for people who were getting shortchanged by the regular unemployment system because their self-employment wasn't factored in properly. If you're only a W-2 employee through the school district, this form is 100% irrelevant to you. You can safely ignore it. The system automatically generated these forms for many claimants, and they never bothered to clean them up afterward. For seasonal school workers, here's what you actually need to focus on: 1) Make sure you're properly reporting your return-to-work dates at the end of summer 2) Verify your benefit year hasn't expired if you've been collecting multiple summers 3) If you have any issues reaching someone by phone (which is likely), use claimyr.com - I've seen many claimants find success with this service The NY unemployment system is unfortunately filled with outdated notices and confusing forms. Focus only on your regular certifications and any direct messages from DOL in your inbox.

Thank you so much for this detailed explanation! This makes me feel better. I'll focus on just my regular certification when next summer comes.

is claimyr actually legit? seems weird that a 3rd party service would be better than the official channels

Yes, it's legitimate. The DOL phone system is simply overwhelmed. Claimyr basically automates the calling and holds your place in line. When they get through, they transfer you to the agent. I've seen it work for many claimants when I was there.

I got the same form and just ignored it. Been certifying seasonally for 4 years now (cafeteria worker) and nothing bad has happened. Their system is always full of old junk.

That's good to hear! I was worried I might get penalized for not filling it out.

Something similar happened to me. Had a random form from 2021 still sitting there. Called them (took 3 days to get thru) and they said to ignore it. If ur just a school employee u don't need to worry about MEUC forms.

MEUC stands for Mixed Earner Unemployment Compensation. It was for people who had both W-2 and 1099 income during the pandemic. Since you're just a school bus driver with W-2 income, you don't need to fill it out. It was a pandemic program that ended long ago anyway.

Ugh the DOL is so inefficient leaving all these dead programs in the system 🤦‍♀️

If you need to actually talk to someone at unemployment about this, good luck with their phone system lol. It's literally impossible to get through. I spent two weeks trying before I found claimyr.com - it calls for you and connects you when someone picks up. Only way I ever got my questions answered!

Seasonal school employees have special rules with NY unemployment. The MEUC form is unrelated to your situation and was from the pandemic era. You can safely ignore it. Just make sure you're following the proper seasonal certification procedures when school is out.

you can just ignore that. it's for ppl who had both regular jobs AND self-employment during the pandemic. the system is full of outdated junk like this that they never bothered to clean up 🙄

I'm also a seasonal worker (pool lifeguard) and had the same form. Called unemployment and they said since I only have one type of employment I should ignore it. The form was for people with multiple income types during 2020-2021.

Thanks! That helps to hear from someone in a similar situation.

I had this exact thing! Bus driver for 7 years and I saw that form too. I couldn't get anyone on the phone so I went to my local workforce office and they told me it was a pandemic thing that doesn't apply to me. You can just ignore it.

its an old pandemic form for ppl who had both regular jobs + gig work. if ur just w2 from the school u can ignore it. ny unemployment system is such a mess they never clean up old stuff 😩
