THE WHOLE SYSTEM IS BROKEN!!! Companies can just lay people off whenever they want and workers get scraps. I've been dealing with NYS Department of Labor for months trying to appeal a disqualification and it's like they don't even care about people's lives

definitely file!! the worst they can say is no and at least you'll know for sure. restaurant workers get screwed over all the time with hour cuts, you deserve benefits if you qualify
One thing to keep in mind is that you have to be separated from work through no fault of your own. Since your hours were cut by the employer and you didn't quit or get fired for misconduct, you should be fine on that requirement. Just be honest about your situation when you file your claim and during any potential phone interviews.

Don't stress too much about the time requirement thing. I've seen people qualify with really short work periods as long as they had other employment history. The NYS Department of Labor system is pretty good at calculating everything automatically when you file.
