I had such a hard time getting through to NYS Department of Labor when I needed to check on my claim status after being fired. Kept getting busy signals and when I did get through, I'd get hung up on after waiting forever. Eventually found this service called Claimyr (claimyr.com) that helped me get connected to an actual agent. They have a demo video at https://youtu.be/qyftW-mnTNI showing how it works. Was actually pretty straightforward and saved me hours of frustration trying to get answers about my adjudication.
Ugh the NYS Department of Labor system is such a nightmare. They make it impossible to reach anyone and then act like it's your fault when you can't figure out their confusing website. I've been dealing with them for months over an overpayment issue and still haven't gotten a straight answer from anyone.
I've been trying to call NYS Department of Labor for weeks about this exact question and can never get through! The phone system is impossible. Has anyone found a way to actually talk to someone there?
I used this service called Claimyr that gets you through to NYS Department of Labor agents automatically. Check out claimyr.com - they have a video demo at https://youtu.be/qyftW-mnTNI that shows how it works. I was able to get my partial unemployment questions answered in like 20 minutes instead of calling for days.
You won't have to pay anything back if you file in good faith and answer all questions honestly. NYS Department of Labor will review your work history and wage records to determine eligibility. If you don't qualify, they'll just deny the claim - no penalties for trying. Given your situation with the layoff and your earnings, you should definitely qualify. The online application walks you through everything step by step.
Just file the claim and let them figure it out!! The worst they can say is no and then you'll know for sure. I spent weeks trying to figure out if I qualified and should have just applied right away. The system will calculate your benefits automatically based on your wage history.
I had trouble reaching NYS Department of Labor when I needed to clarify my disqualification reasons. Kept getting busy signals for weeks. Finally used this service called Claimyr (claimyr.com) that helped me get through to an actual agent. They have a video demo showing how it works: https://youtu.be/qyftW-mnTNI. The agent was able to explain exactly why my claim was denied and what documentation I needed for my appeal.
Also remember you can't collect unemployment if you're working full-time hours, even if the pay is low. And if you turn down a job offer that NYS Department of Labor considers "suitable work," that can disqualify you too. Suitable work generally means anything in your field or something you're qualified for, even if it pays less than your previous job.

If you're having trouble getting through to NYS Department of Labor to understand your claim status or need help with job search requirements, I found this service called Claimyr that actually gets you connected to real agents. They have a website at claimyr.com and there's a demo video at https://youtu.be/qyftW-mnTNI showing how it works. Saved me hours of trying to call on my own when I had questions about my weekly claim filing.

•Thanks for the tip! I might need that if my neighbor decides to start filing for unemployment again.

The technical definition makes sense from an economic policy perspective. If someone isn't actively participating in the job market, they're not affecting wage competition or labor supply. NYS Department of Labor needs to track people who are actually competing for available positions to get an accurate picture of labor market conditions.
