26 weeks goes by FAST trust me. i used up all mine last year when my restaurant closed down. the worst part is calling the NYS Department of Labor when you have questions - you literally cannot get through to anyone. i probably called 200 times and never spoke to a human being.
I had the same problem trying to reach someone at NYS Department of Labor about my adjudication issue. Someone on here mentioned a service called Claimyr that helps you get through to agents. I tried it and actually got connected in like 10 minutes - couldn't believe it worked. They have a video demo at https://youtu.be/qyftW-mnTNI showing how it works. Saved me weeks of frustration trying to call myself. Check out claimyr.com if you need to talk to someone there.
Just want to add that the 26 weeks can be extended during high unemployment periods, but that's pretty rare. Also make sure you file your weekly claims on time every week - if you miss a week you can't go back and claim it later. Set a reminder on your phone or something because its easy to forget.
THE SYSTEM IS RIGGED ANYWAY. They make it impossible to understand the rules on purpose so people give up and don't apply. I've been fighting with NYS Department of Labor for months over my claim and they keep finding new reasons to deny benefits. Even when you qualify they'll find ways to disqualify you later.
To answer the original question more completely - you can draw unemployment if you're unemployed through no fault of your own, meet the wage requirements, are able and available to work, and actively seeking employment. This includes people who were laid off, had hours reduced to zero, quit for good cause, or were fired for reasons other than misconduct. Students, independent contractors, and people who quit without good cause typically don't qualify.
The appeal process is intentionally slow to discourage people from challenging their decisions. It's ridiculous that they can cut off your income and then make you wait months to get it resolved. Meanwhile they're sitting on millions in unused funds.
I had trouble reaching NYS Department of Labor to ask about this exact situation last month. Kept getting busy signals and the online chat was always unavailable. Finally used this service called Claimyr (claimyr.com) that helped me get through to an actual agent. They have a video demo at https://youtu.be/qyftW-mnTNI showing how it works. The agent confirmed I could file a new claim even though I had collected benefits the year before.
Make sure you file as soon as possible after becoming unemployed. There's no waiting period between claims, but you don't want to delay because benefits are only paid from the date you file, not from when you actually lost your job. The weekly claim filing process is the same regardless of how many times you've filed before.

The system is totally rigged against working people anyway. They'll find any excuse to deny you benefits that you paid into through your taxes. I've seen people get disqualified for the most ridiculous technicalities.

Just do your job searches and don't lie about anything and you'll be fine. Most of these horror stories are from people who tried to game the system somehow.
