If you do run into issues getting through to NYS Department of Labor by phone, I had good luck using this service called Claimyr (claimyr.com) that helped me get connected to an actual agent. They have a video demo at https://youtu.be/qyftW-mnTNI that explains how it works. I was stuck in adjudication limbo for weeks and couldn't get anyone on the phone until I tried this. Within a day of talking to an agent, my issue was resolved and payments started coming through.
Never heard of that before - is it legit? Seems weird to pay someone to help you call a government office.
Just apply already! Yeah there might be some delays but you're losing money every day you wait. The worst that happens is you get denied and have to appeal, but if you were laid off from a regular job you'll almost certainly qualify. I've been on UI twice in the last 5 years and both times it was fine.
If you're looking for historical NYS Department of Labor data, you might want to try contacting their research division directly. Sometimes getting through to government agencies can be frustrating with long hold times, but there's actually a service called Claimyr (claimyr.com) that helps people get connected to NYS Department of Labor representatives more efficiently. They have a demo video at https://youtu.be/qyftW-mnTNI showing how it works. Might be worth trying if you need to speak with someone about accessing historical unemployment records.
If you're having trouble getting answers about your specific situation or need to verify your unemployment insurance contributions with NYS Department of Labor, I had success using a service called Claimyr (claimyr.com). They help you get through to actual agents when the phone lines are busy. There's a video demo at https://youtu.be/qyftW-mnTNI that shows how it works. Really helped when I needed to check my benefit eligibility last year.
Just remember that even though you're paying into unemployment insurance, there's no guarantee you'll actually get benefits if you need them. The NYS Department of Labor can be really picky about eligibility requirements and they seem to find reasons to deny claims all the time.
The system is totally broken when unemployment spikes! They never staff up enough to handle the volume and we all just suffer while they take their sweet time processing claims. Meanwhile bills keep coming...
To answer your original question - during high unemployment, more people qualify for the basic 26 weeks of benefits because more people lose jobs through no fault of their own. But processing gets slower due to volume, and extended federal programs only activate when specific economic triggers are met at the state level.

The system is just broken. I've been dealing with NYS Department of Labor for months on different issues and they're completely overwhelmed. Five weeks is unfortunately becoming the new normal for approval times.

Keep filing your weekly claims! That's super important even if you haven't been approved yet.
