Need the IRS offset hotline number - how to handle and resolve tax refund offsets?

I'm trying to find the phone number for the IRS offset line. My refund was supposed to be $3,875 but I just got a notice that only $1,950 was deposited to my account. I'm assuming there's some kind of offset happening but I have no idea why or what I owe. Does anyone know the number I should call to figure out what's going on? And if it turns out I do have an offset, what's the process to take care of it or at least understand where my money went? I haven't had any tax issues before so this is completely unexpected.

The Treasury Offset Program (TOP) hotline number is 800-304-3107. When you call, you'll need to verify your identity with your SSN. The automated system will tell you if you have an offset and which agency is collecting the debt. Common offsets include student loans, child support, state taxes, or other federal debts. If you disagree with the offset, you need to contact the agency that's claiming the debt, not the IRS. The TOP just facilitates the collection, but the originating agency handles disputes. If it's a student loan, call the Dept of Education at 800-621-3115 If it's child support, contact your state's child support enforcement agency If it's state taxes, contact your state tax department You might need to set up a payment plan with the agency or provide proof if you believe the debt is in error. Keep detailed records of all communications.

Thank you so much for this detailed info! Just called and apparently its for an old student loan i thought was defered. Now i need to figure out how to deal with that...

Mei Lin

Is the automated system working for everyone? I called like 5 times yesterday and kept getting disconnected after entering my ssn 😑

0 coins

adding to this - if you have multiple offsets, this line only tells you the FIRST agency. You need to call EACH agency to get the full picture of whats going on. Learned that the hard way 🤦‍♂️

0 coins

Good point about multiple offsets! And @profile3 - yeah the system gets overloaded this time of year. Try calling super early in the morning or late evening. Much better chance of getting through.

0 coins

One more tip - when you call the agency that has your offset, ask if they offer any hardship programs or settlement options. Sometimes you can pay less than the full amount if youre in a tough financial spot.

Instead of the endless phone tag trying to figure out what's going on with your refund, check out taxr.ai - it helped me avoid all that detective work trying to decipher what was happening with my offset. It analyzes your transcript and explains everything in plain english. I was about to lose my mind trying to figure out why $2700 of my refund disappeared until I used this tool. You upload your transcript and it tells you exactly what's happening and what to do next. Saved me so much headache! https://taxr.ai

0 coins

Sounds interesting. How exactly does it work? Does it just read your transcript or does it do more?

0 coins

It does WAY more than just read the transcript. It actually interprets all those weird codes and tells you what's happening with your refund, explains any delays or offsets, and gives you clear action steps. Best part is it explains EVERYTHING - like your audit risk, refund timeline, and any red flags. I'm telling everyone I know about it now because it saved me literally weeks of stress.

0 coins

another app trying to make money off desperate ppl? 🙄 what's the catch?

0 coins

Just tried taxr.ai and WOW - this thing is INCREDIBLE! I've been staring at my transcript for weeks not understanding why my refund was partial. The app showed me exactly which agency had my offset and what steps to take next. Honestly life changing for anyone dealing with IRS issues!

0 coins

do you work for them or something? seems sus

0 coins

@profile7 no catch that I found. I was skeptical too but it actually delivered. @profile8 lol no I'm just a regular person who was losing my mind with IRS problems and found something that helped. Take it or leave it 🤷‍♀️

0 coins

After chasing down my offset for weeks and getting nowhere, I finally used a service called Claimyr (claimyr.com) to get an actual human on the phone at the IRS. They got me a callback from an agent in under 2 hours when I'd been trying for days on my own. The agent explained my offset completely and helped me understand exactly what I needed to do. Talking directly to someone solved in 20 minutes what I'd been stressing about for weeks.

0 coins

Does this really work? i've been calling the irs for 3 weeks straight with no luck

0 coins

Yes! Total game changer. I was ready to throw my phone out the window after being on hold for hours day after day. Getting an actual person on the line who could access my file and explain everything made all the difference. The callback system they use somehow bypasses all the wait times.

0 coins

sounds too good to be true tbh... the irs is basically unreachable these days

0 coins

I used it last year when my refund was stuck in limbo. Got a call back in about 45 mins and the agent fixed my issue on the spot. Worth every penny considering I was waiting on a $4k refund!

0 coins

@profile11 I was skeptical too but I was desperate. Talking to a real agent got my offset sorted in one call after weeks of stress. Best money I've spent all year considering how much of my refund was at stake.

0 coins

When I had an offset last year, I found out it was for a student loan I defaulted on like 10 years ago that I completely forgot about 💀 Make sure you pull your credit report too because sometimes these things are on there and you might not even know.

0 coins

Same thing happened to me! Student loan from 2008 that I thought was forgiven came back to haunt me. The interest had nearly doubled the original amount 😭

0 coins

Just checked my credit report and theres nothing on there! But the offset hotline said it was student loans. Im so confused

0 coins

Am I the only one who thinks its CRAZY that they can just take your refund without even sending you a letter first?? Last year they took $1200 from me for a debt I didn't even know I had. The whole system is rigged against regular people.

0 coins

They're supposed to send you a notice 60-90 days before they offset but in my experience they rarely do. Just another way the system is broken 🤷‍♂️

0 coins

They sent me a letter...to an address I lived at 7 years ago. Real helpful guys 👍

0 coins

Exactly! And then good luck getting a human on the phone to explain anything. My 2023 refund vanished into the void and it took me 3 months to figure out why.

0 coins

Yep, it's BS. They also don't care if taking your refund causes financial hardship. I was counting on that money to fix my car so I could get to work. Had to take out a payday loan instead. Thanks Uncle Sam! 🙄

0 coins

If u do have an offset, u might be able to file for injured spouse relief (form 8379) if ur married filing jointly and the debt belongs to ur spouse not u. Saved half of our refund last year when my husbands student loans tried to take everything.

0 coins

just wanna add - student loan offsets have been paused during the COVID forbearance period, but that ended last October. So if you have defaulted student loans, they can start offsetting your refunds again. Lots of people getting surprised by this this year.

0 coins

That must be what happened to me! I haven't made payments in years but thought everything was still on hold from covid. guess not 😩

0 coins

You can also get your loans out of default through the Fresh Start program right now. Google it - basically you can get your loans back in good standing without having to pay everything off first.

0 coins

Pro tip: if you knwo your gonna have an offset call the IRS and adjust your W4 withholding at work so they take less out of your paycheck. Why give them an interest free loan if theyre just gonna keep it anyway?!

0 coins

^^ this is the real advice right here. I adjusted mine so I break even or owe a tiny amount each year. No refund = nothing for them to take 👍

0 coins

Just be careful not to underpay by too much or you'll get hit with penalties. You need to pay at least 90% of what you owe during the year.

0 coins

I spent days trying to figure out my offset. Called everyone. Automated systems. Hold music for hours. Finally broke down and tried taxr.ai and it literally told me everything I needed to know in minutes. It's not just for offsets either - it explained all the weird codes and dates on my transcript that I couldn't figure out. https://taxr.ai

0 coins

how much does it cost? website doesnt say

0 coins

I've been watching tax youtube videos and calling the offset line for two weeks and still have no idea what's happening with my refund. Gonna try this taxr thing, thx

0 coins

@profile26 honestly whatever it costs its worth every penny. The peace of mind alone knowing exactly what's happening instead of guessing is priceless. I was literally losing sleep over my refund before I used it.

0 coins

Fun story: had an offset 3 yrs ago for a parking ticket from a college i attended 12 YEARS AGO that somehow turned into a $760 debt. The system is a joke lmaoooo

0 coins

I had one for a library book I never returned in 2009. $28 book turned into a $300 debt somehow. Make it make sense 💀

0 coins

After you call the offset number, make sure you stay on top of it! I had an offset last year that was supposed to be applied to my state taxes, but they never actually credited my account even though they took the money. Had to file a dispute and it took 4 months to get resolved.

0 coins

I got so fed up with the automated systems and waiting on hold that I used Claimyr (claimyr.com) to get an IRS agent to call me back. Took 30 minutes to get a callback when I'd spent DAYS trying to reach someone. The agent was able to tell me exactly what my offset was for and gave me the direct number to the agency I needed to contact. Saved me so much time and frustration!

0 coins

Does the irs actually call you back through this? Seems sketchy that a third party can somehow get priority access 🤔

0 coins

Yep, it's a legit IRS agent who calls you. The service basically navigates the phone tree and waits on hold for you. When they reach an agent, they connect the call to your phone. It's like having someone wait in line for you. Best thing ever when you're dealing with offset issues!

0 coins

I used it too when I was going CRAZY trying to figure out why my refund was $2k short. Finally got an actual person who could see my file and explained the whole situation. Sometimes talking to a human is the only way to get answers.

0 coins

check ur mail carefully! sometimes they send notices about potential offsets before they happen, but they look like junk mail so ppl throw them away. my offset notice was in a super plain envelope that looked like spam.

0 coins

The offset system is awful. I had an offset for a student loan, but when I called the Dept of Education, they had no record of receiving the money from IRS even though it had been taken from my refund THREE MONTHS earlier. The left hand doesn't know what the right is doing.

0 coins

omg this is making me nervous. i need to make sure the offset actually goes to the right place

0 coins

100% follow up with whoever the debt is with. Get confirmation in writing that they received the offset payment. Don't just assume it happened correctly or you might still have the debt plus they took your refund!

0 coins

i worked for the IRS for 8 years. here's what you need to know: the offset program is automatic and happens before your refund is issued. even if you set up a payment plan with the agency you owe, if it's not in their system before your return is processed, you'll still get offset. always file early if you're worried about offsets!

0 coins

Is there any way to prevent an offset once you know it's coming? Like can you call ahead?

0 coins

only way to prevent it is to resolve the debt BEFORE you file your return. once your return is in process, the offset is automatic and can't be stopped. you can request a refund from the agency after the fact, but can't stop the offset itself.

0 coins

I highly recommend using taxr.ai if youre trying to figure out what happened to your refund. It analyzes your transcript and explains everything in normal human language. Saved me hours of research and phone calls trying to decipher all the weird IRS codes. You'll know exactly why you had an offset, how much was taken, and what to do next. Absolute lifesaver! https://taxr.ai

0 coins

another one of these services? how is this any different from just calling the offset hotline?

0 coins

The offset hotline just tells you IF you have an offset and which agency has it. taxr explains your entire transcript - shows you all refund info, processing dates, audit flags, everything. It goes way beyond what the hotline tells you. I also like that I can look at my info anytime instead of calling and waiting on hold for hours.

0 coins

Just tried it and wow! My transcript had all these codes I couldn't understand but now I know exactly what's happening with my refund and why part of it was offset. Worth checking out if you're confused about your tax situation.

0 coins

Idk if anyone else has this issue but when i call the offset # the automated system tells me i have an offset but doesn't say which agency or how much. just says 'contact your tax preparer.' so frustrating!!

0 coins

Same thing happened to me! Had to use Claimyr to finally get a human on the phone who could actually tell me what was going on. claimyr.com got me a callback in under an hour after days of failing to reach anyone. The agent explained everything.

0 coins

thanks ill check that out. so tired of these useless automated systems

0 coins

Here's what makes me mad - they take your whole refund for offsets but if YOU owe THEM they want payment immediately plus interest and penalties. Complete double standard 🙄

0 coins

If ur offset is for defaulted student loans u might qualify for the Fresh Start program which can get ur loans out of default. U can then apply for an income-based repayment plan that could be as low as $0/month depending on ur income. worth looking into!

0 coins

Thanks for this! Im going to look into fresh start asap. My loans have been in default forever and i keep avoiding dealing with it

0 coins

Just as a heads up, the offset list is updated weekly on thursdays. So if u resolved a debt recently it might still show up as an offset until the next update cycle.

I've been dealing with offset issues for years and here's my best advice: 1) Call 800-304-3107 first thing in the morning (like 7-8am) when the system is less busy 2) Have your SSN ready and write down EXACTLY what they tell you 3) Don't hang up until you get the agency name and contact info 4) Call that agency immediately while you still have momentum. The longer you wait, the harder it gets to resolve. Also keep detailed notes of every call - dates, times, who you talked to, reference numbers. You'll need this info if things get complicated. Good luck!

0 coins

Just went through this exact situation last month! The Treasury Offset Program hotline (800-304-3107) is definitely your first stop. When you call, have your SSN ready and they'll tell you which agency has your offset. In my case it was an old state tax debt I completely forgot about from when I moved states 3 years ago. The automated system will give you the agency contact info, but here's what I learned the hard way - don't just call once and give up. I had to call the state tax office 4 times before I got someone who could actually help me set up a payment plan for the remaining balance. Also, keep records of everything because if there's an error it can take months to get your money back. The whole process is frustrating but you'll get through it!

0 coins

This is super helpful! I'm in a similar boat - just found out about an offset and had no idea where to even start. The tip about calling multiple times is gold because I was ready to give up after the first person I talked to basically told me "tough luck." Going to be persistent and keep calling until I get someone who can actually help me figure out a payment plan. Thanks for sharing your experience!

0 coins

Been through this nightmare myself - definitely start with 800-304-3107 like others said. One thing I'd add is to check if you're eligible for any hardship exemptions with whatever agency has your offset. When I found out my refund was taken for an old unemployment overpayment, I was able to get about 60% of it back by proving financial hardship. Had to fill out some forms and provide bank statements, but it was worth it. Also, if you're married filing jointly and the debt isn't yours, look into innocent spouse relief - that can sometimes get your portion of the refund released even if your spouse owes the debt. The whole system is designed to be confusing but don't give up!

0 coins

This is really helpful info! I had no idea about hardship exemptions - that could be a game changer for people who really need that refund money. The innocent spouse relief thing is also good to know. It's crazy how many options exist but they don't tell you about any of them unless you dig around and ask the right questions. Thanks for sharing what worked for you!

0 coins

Here's something that might help - if you're dealing with multiple offsets or the automated system keeps disconnecting, try getting your account transcript from the IRS website first. It shows all the offset codes and dates which can give you a clearer picture before you start making calls. I found transcript code 766 showed my offset amount and 570 showed it was being held. Having that info made my calls to the agencies way more productive because I knew exactly what to ask about. You can get it instantly online at irs.gov if you can verify your identity, or request it by mail if the online system doesn't work for you.

0 coins

This is really smart advice! I never thought to check my transcript first but that makes total sense - having those specific codes and amounts before calling would definitely make the conversations more focused. I've been going in blind and just getting frustrated when the automated systems don't give me enough detail. Going to pull my transcript tonight so I'm prepared when I call tomorrow. Thanks for the tip about codes 766 and 570 - that's exactly the kind of insider knowledge that makes all the difference!

This thread has been incredibly helpful! I'm actually dealing with something similar right now - my refund was supposed to be around $2,800 but only got $1,200. Called the Treasury Offset hotline at 800-304-3107 and found out it's for an old state tax debt from 2019 that I thought I had resolved. The automated system gave me the state agency contact info, but when I called them they said their records show I still owe about $1,400 plus interest. Now I'm working on setting up a payment plan to handle the remaining balance. It's frustrating but at least I finally know what happened to my money. For anyone going through this - definitely call early in the morning like others suggested, the wait times are much shorter. And don't give up if the first person you talk to can't help - I had to transfer between three different departments before finding someone who could actually see my full account history.

0 coins

So glad this thread is helping people! Your situation sounds really similar to what I went through. The back-and-forth with state agencies can be exhausting, but you're doing the right thing by being persistent. One thing that helped me when dealing with old state tax debts was asking them to send me a detailed breakdown of how they calculated the current balance - sometimes there are errors in penalties or interest that you can dispute. Also, most state agencies have hardship programs if you're struggling financially, so don't be afraid to ask about those options when you're setting up your payment plan. Hang in there!

0 coins

Something similar happened to me last year - turned out to be an old student loan from like 2015 that went into default without me realizing it. The 800-304-3107 number is definitely your best bet to figure out what's going on. When you call, make sure you have your SSN ready and maybe call early morning when it's less busy. The automated system will tell you which agency has your debt and give you their contact info. Once you know who it is, you can work on setting up a payment plan or figuring out if there are any errors. It's super stressful when you're expecting money and it just disappears, but at least there are ways to get answers! Keep us posted on what you find out.

0 coins

Thanks for sharing your experience! It's really reassuring to hear from someone who went through the same thing. I'm definitely going to call first thing tomorrow morning - seems like timing makes a huge difference based on what everyone's saying. The student loan angle is interesting too because I did have loans years ago but thought everything was settled. With all the COVID payment pauses ending, I'm wondering if that's what caught me off guard. Really appreciate you and everyone else being so helpful with advice - makes dealing with this whole situation feel way less overwhelming!

0 coins

Had this exact same thing happen to me two years ago! Definitely start with calling 800-304-3107 (the Treasury Offset Program hotline) - they'll tell you exactly which agency took your money and why. In my case it was an old unemployment overpayment from 2018 that I had completely forgotten about. The automated system will give you the contact info for whatever agency has your debt, then you can call them directly to set up a payment plan or dispute it if needed. Pro tip: call super early in the morning (like 7 AM) when the lines aren't as busy. Also make sure you have your SSN ready and write down everything they tell you. The whole process is frustrating but you'll get answers! Let us know what you find out - rooting for you to get this sorted out quickly!

0 coins

This is really helpful! I'm dealing with the same situation right now - my refund was way less than expected and I had no idea where to start. The tip about calling at 7 AM is gold - I've been trying during lunch breaks and could never get through. Going to try first thing tomorrow morning with my SSN ready. It's crazy how these old debts can just resurface out of nowhere! Fingers crossed it's something I can resolve quickly with a payment plan.

0 coins

This happened to me last year too! The 800-304-3107 number everyone mentioned is definitely the way to go. Just a heads up though - if it turns out to be student loans like it was for me, make sure you ask about rehabilitation programs when you call the Department of Education. I was able to get my loans out of default and even got a partial refund of previous offsets once I completed the program. It took about 9 months of on-time payments but was totally worth it. Also, if you're struggling financially, definitely mention that when you call - a lot of agencies have hardship programs that can reduce your monthly payments or even pause collections temporarily. The key is being proactive once you know what the debt is for. Good luck getting it sorted out!
