Filed March 15, refund delayed 2 months - IRS identity verification tool rejects me, rep says verification letter is coming
Filed electronically on March 15th and got accepted the same day. Its now almost 2 months later and my transcripts are still completely blank. Where's My Refund tool hasn't moved at all. I finally managed to get through to the IRS yesterday to ask questions and the representative told me that my refund is delayed because I need to verify my identity. When I tried to use the online identity verification tool on the IRS website, I just get a message saying "We are not able to provide assistance to you via the identity verification tool." I've attached a screenshot of exactly what I'm seeing when I try to verify my identity. The page says: "We are not able to provide assistance to you via the identity verification tool. If you've already filed, processing usually takes 21 days (electronic returns) or six weeks (paper returns). To check the status of your refund go to: Where's My Refund OR Download our free IRS2Go app If you've filed an amended return, processing usually takes up to 16 weeks. To check the status of your amended return, go to Where's My Amended Return For information on identity theft, see the IRS Identity Protection Guide For other tax related information, visit IRS.gov" The date on the screenshot shows March 02, 2025. The IRS rep said she was typing up a verification letter while I was on the phone with me and that I'd receive it in the mail. But she couldn't tell me how long that would take or what I'm supposed to do after that. Has anyone dealt with this situation? What comes next and how much longer will this drag on? I'm getting really worried since it's been almost 2 months and I still can't get any clear information about my refund.

This is a common issue this filing season. What's happening is your return has been selected for identity verification, but you're in the category that requires a letter-based verification rather than an online verification. The letter you'll receive will be a 5071C, 5747C, or 4883C letter. Once you get it, you'll have specific instructions on how to verify - either by calling a special number or visiting a Taxpayer Assistance Center (TAC) in person. After you successfully verify, it typically takes about 9 weeks for processing to complete and your refund to be issued. Unfortunately, there's not much you can do to speed this up - you just have to wait for that letter to arrive (usually 2-3 weeks) and then follow the instructions. If you don't receive a letter within 4 weeks, call the IRS back and ask specifically about the identity verification letter that was supposedly sent to you.

Unfortunately, no. The TAC offices won't be able to help with identity verification without that specific letter with your case information. They'll just turn you away. The letter contains a specific code they need to process your verification properly.

The IDVerify tool is notorious for being broken. I've had clients with the exact same issue. The IRS says they need to verify, but their online system doesn't work for certain taxpayers. The letter usually takes 2-3 weeks to arrive. Once you get it, you'll either need to call a specific number or visit a TAC office in person. Make sure to bring multiple forms of ID when you go.

Sounds like you got caught in the Identity Theft Filter. Many legitimate taxpayers get flagged by this system erroneously. The IRS is being extra cautious this year because of the massive fraud happening. It's extremely annoying but at least they're trying to protect your identity and refund.

It could be something as simple as reporting a slightly higher income, claiming a new credit, or even just random selection. Their filters cast a very wide net and catch a lot of legitimate taxpayers. It's not your fault.

When you say transcripts are blank, do you mean you can't access them at all or that you can see them but there's no activity showing for 2024?

I can log in, but when I look at 2024, it just says "No record of return filed" even though they accepted it back in March.

Ok that means your return is in the fraud detection department and hasn't been processed yet. They accepted the transmission of data, but haven't actually started processing the return itself. It's stuck in verification limbo.

Pro tip: while you're waiting for the verification letter, make sure you have the documents you'll need to verify ready to go. You'll need your previous year's tax return, the current return info, photo ID, and possibly utility bills or other proof of address. That way you're ready as soon as the letter arrives.
