Will California EDD unemployment benefits affect my Social Security payments?
So I've been going back and forth on whether to even file for unemployment through California EDD and one of my biggest concerns is how it might interact with my Social Security. I'm 64, got laid off from my warehouse job about six weeks ago, and I'm currently collecting Social Security retirement benefits. My neighbor told me that if I start getting unemployment payments from California EDD it could reduce or mess with my Social Security check. I honestly don't know if that's true or not and I can't find a clear answer anywhere online. I tried calling EDD but couldn't get through to anyone after holding for almost two hours. Has anyone actually dealt with this situation? Does collecting UI from California EDD affect Social Security retirement benefits at all? I really need both right now to cover rent and groceries and I'm scared to apply if it's going to cause problems with my Social Security.

Good news — unemployment benefits from California EDD do NOT reduce or affect your Social Security retirement benefits. These are two completely separate programs administered by different agencies. Social Security is a federal program through the SSA, while unemployment insurance is a state program run by California EDD. One does not count against the other. You can collect both at the same time without any penalty or reduction to either payment. Go ahead and file your UI claim with California EDD — you're leaving money on the table by waiting.

AuthorOh wow that is such a relief to hear. My neighbor had me completely paranoid. So there's no reporting requirement either? Like I don't need to tell Social Security I'm getting unemployment?

You don't need to report your California EDD unemployment benefits to the SSA for retirement purposes. They're tracked separately. Just make sure you're filing your weekly certifications with EDD on time and reporting any wages you earn while on UI.

This is correct. I'm a retired HR manager and dealt with this question constantly. Unemployment does not offset Social Security retirement. The confusion sometimes comes from SSDI (disability) which has different rules, but regular retirement benefits are unaffected.

Your neighbor is confusing this with a different situation. What CAN affect Social Security is pension income from certain government jobs, but regular unemployment insurance from California EDD has zero impact on your Social Security retirement check. File your claim ASAP because California EDD backdates to your application date, not when you actually get approved. Every week you wait is potentially a week of benefits you could lose.

AuthorWait so I should have filed weeks ago?? I've been waiting because I was so confused about all this

Yes file TODAY. You can request backdating when you apply but you'll need to explain why you didn't file sooner. The sooner you get your application in the better your chances of getting those weeks covered.

this happened to me too, waited like 3 weeks to file because i was worried about messing up other benefits and then had to fight to get those weeks backdated. just file immediately and sort out the questions after

I was in almost the exact same boat last year — 62 years old, collecting early Social Security retirement, got laid off from my manufacturing job and was terrified to file for California EDD unemployment. Spent weeks trying to get someone on the phone at EDD to just confirm this for me and could NOT get through. Busy signals, disconnects, the whole nightmare. A coworker told me about Claimyr (claimyr.com) — it's a service that basically gets you connected to an actual EDD agent without you having to sit on hold all day. There's a video that explains how it works at https://youtu.be/JmuwXR7HA10. I finally got through to an EDD rep who confirmed yes, I could collect unemployment AND Social Security at the same time with no issues. Such a simple answer but it took so long to get it. Definitely worth checking out if you're still having trouble reaching EDD directly.

AuthorI'm going to look into that Claimyr thing because I really do want to talk to an actual EDD agent about my specific situation before I file. Thank you

claimyr worked for me too when i needed to talk to edd about my claim status. got through in like 45 minutes instead of the usual getting hung up on situation

Does Claimyr work for asking general questions or only if you already have a claim open?

I used it before I even had a claim open, just to ask questions like OP. The agent I talked to was super helpful and answered everything I needed to know before I filed.

Just to add some clarity here because there's a lot of nuance people miss: For SOCIAL SECURITY RETIREMENT benefits — unemployment does NOT affect them. You're good. For SOCIAL SECURITY DISABILITY (SSDI) — this gets more complicated and you should definitely consult with someone before filing UI if this applies to you. For SSI (Supplemental Security Income) — unemployment payments DO count as income and could reduce your SSI amount since SSI is means-tested. Make sure you know which type of Social Security you're receiving. Since you said retirement at age 64, you're almost certainly on retirement benefits and the answer is simply: no impact, file for California EDD unemployment without worry.

DeShawn Washington
AuthorYes it's definitely retirement benefits, I started taking them early at 62. So based on everything here I'm completely fine to file for California EDD unemployment at the same time.

This breakdown is really helpful. I've seen so many people get confused between SSI and regular Social Security retirement. They're completely different programs with different rules.

wait so if someone is on SSI and files for unemployment it actually reduces their SSI check?? that seems really unfair

Unfortunately yes, SSI is income-based so receiving unemployment benefits would reduce your SSI payment dollar for dollar above the first $20. It's a different situation from retirement benefits though.

OMG I had the EXACT same question when I got laid off last year and I literally could not find a straight answer anywhere. I called Social Security, they said talk to EDD. I called EDD, couldn't get through. I googled it and got like 10 different answers. Finally just filed for California EDD unemployment anyway and guess what — nothing happened to my Social Security check. It just kept coming like normal. Sometimes you just have to do the thing and see what happens lol

One thing worth knowing: while unemployment benefits don't affect Social Security retirement payments, there IS a tax consideration. Both Social Security benefits (depending on your total income) and unemployment benefits from California EDD are potentially taxable at the federal level. If you're collecting both, your combined income might push you into a range where a larger portion of your Social Security becomes taxable. This isn't a reduction in benefits — you still get the full amount — but it could mean a slightly higher tax bill at the end of the year. Just something to be aware of and possibly ask a tax professional about.
0 coins
DeShawn Washington
AuthorThat's a really good point I hadn't considered at all. I should probably talk to a tax person. But at least it won't reduce the actual payments themselves.

Aiden O'Connor
This is accurate and a good point. You can also opt to have federal taxes withheld from your California EDD payments (10%) to avoid a surprise tax bill. You'd select that option when you file your claim.
0 coins
Sofía Rodríguez
Yes exactly — there's a federal tax withholding option in the California EDD application. I'd recommend taking it especially if you'll be collecting both Social Security and UI simultaneously.

just here to say the edd phone system is absolutely brutal. i've been trying to get through for weeks about a completely different issue and it's impossible. how does a government agency that exists specifically to help unemployed people make it SO HARD to actually talk to anyone

AuthorYes the phone situation is what's been making all of this so stressful for me too. Can't get answers and can't get through.

Filing tip: when you apply for California EDD unemployment, make sure you have your employment history ready going back 18 months, your last employer's info including their EDD account number if you have it, and your banking info for direct deposit. The online application through UI Online is actually pretty straightforward — took me about 20 minutes. Once you're approved you'll certify for benefits every two weeks (or weekly if you set it up that way) and report any work or wages during that period. Since you're not working right now, just confirm you were able and available to work each day.
0 coins
DeShawn Washington
AuthorDoes being on Social Security affect the 'able and available to work' question at all? Like does receiving retirement income count as something I need to disclose?
0 coins
KylieRose
Social Security retirement income does not affect your able and available status. That question is about whether you're physically capable of working and actively looking for work. Receiving retirement income doesn't change that. You just certify honestly each week.

Also make sure to keep a job search log! California EDD requires you to make at least 3 job search contacts per week and you need to document them. If you ever get audited or go into adjudication they'll ask for your records.

my mom went through this literally exactly — she was 63, retired but still working part time, got her hours cut to zero and filed for California EDD unemployment while on social security retirement. no issues whatsoever. she got both. the california edd claim was adjudicated normally, she got approved, got her benefits, social security kept coming on its regular schedule. i remember she was so worried about it and in the end it was completely fine

I work in benefits counseling (not an attorney, just a counselor at a nonprofit) and can confirm everything people are saying here. Regular Social Security retirement benefits are NOT affected by California EDD unemployment insurance. The programs don't interact that way. What I'd add: if you're under full retirement age and still working, Social Security itself has earnings limits that could affect your Social Security payment if you earn too much from WORK. But unemployment benefits are not counted as wages by SSA, so even that earnings limit doesn't apply to your UI payments. Bottom line: file for California EDD unemployment. You're eligible, it won't touch your Social Security, and you need the support right now.

DeShawn Washington
AuthorThank you so much for this professional perspective. The earnings limit thing is also useful to know — I was worried that if I got a part time job while on unemployment it might mess up my Social Security but it sounds like I need to earn quite a bit before that kicks in.
0 coins
CaptainAwesome
Correct — for 2025 the Social Security earnings limit for people under full retirement age is around $22,320 annually. Above that, SSA reduces your benefit by $1 for every $2 earned. But again, unemployment payments are NOT earnings for this purpose, so your UI won't count toward that limit.

Sofía Rodríguez
This is exactly right. Unemployment insurance payments are not 'wages' or 'earnings' under Social Security rules, so they bypass the earnings test entirely. Great clarification.

can someone explain the job search requirement for california edd? like if im 64 and applying for jobs is edd going to judge me on what jobs im applying to? my dad is in a similar situation and worried edd will say he's not really looking if he only applies to age appropriate jobs
0 coins
KylieRose
California EDD requires 3 job search activities per week but they don't scrutinize whether the jobs are 'appropriate' in that sense. Your dad should apply to jobs in his field and at his experience level. There's no requirement to apply to jobs below his qualifications. As long as he's making genuine attempts to find work and documenting them in a job search log he'll be fine.

ok that's helpful thank you. he was worried they'd deny his claim if he wasn't applying to like entry level stuff which would be ridiculous anyway

not to derail but did anyone else have issues with the California EDD identity verification? i filed my claim, got through the ID.me verification fine, then my claim went into adjudication for like 6 weeks even though there was no dispute about why i was laid off. finally got through to an agent (used claimyr.com after weeks of failed calls) and they said there was a random audit flag on my account that had nothing to do with anything. agent cleared it in like 10 minutes. the whole thing was such a waste of time but at least i got my back pay
0 coins
DeShawn Washington
AuthorOh no this is my other fear — that even if I file correctly something random will trigger a delay and I'll be stuck waiting forever for benefits I need now.
0 coins
Fatima Al-Rashid
I mean it can happen but most people don't get flagged. And even when it did happen to me, having Claimyr to actually reach an agent made it fixable. Without being able to talk to someone I honestly don't know how long I would have been stuck.

Aiden O'Connor
Adjudication flags happen but they're not the norm for straightforward layoffs. File your claim, do your weekly certifications consistently, keep your job search log, and most people get through without issues.

I'm kind of in the same situation but different — I'm on SSDI not retirement and I got laid off from a part time job I had. Everything I'm reading says this is more complicated for SSDI. Anyone know about that specifically?
0 coins
Aaliyah Jackson
SSDI and UI together is genuinely more complicated. The main issue is that SSDI has a concept called Substantial Gainful Activity (SGA) — if you're able to earn above a certain amount, SSA may question whether you're still disabled. Receiving UI benefits can sometimes raise a flag because UI requires you to certify that you're 'able and available' to work, which can conflict with SSDI's premise that you're disabled. I'd strongly recommend talking to a disability attorney or advocate before filing UI if you're on SSDI.

Ugh, that's what I was afraid of. Thank you for the honest answer though, better to know before I do something that messes up my SSDI.

Yes please get professional advice before filing UI if you're on SSDI. The interaction is complex and the wrong move could trigger a continuing disability review. Your local SHIP or legal aid office can often help for free.

Filed my California EDD claim online last Tuesday after reading this thread (OP I'm in a similar situation, 61 and on Social Security retirement). Process was smooth, took maybe 25 minutes. Got my confirmation email right away. Now I'm just waiting for the determination letter. Will update when I hear back but wanted to let you know the online process itself was not as scary as I thought it would be

the misinformation about unemployment and social security is SO rampant in the general public. i've heard people say unemployment affects medicare eligibility, affects social security disability, reduces retirement checks, counts against the earnings test... almost all of it is wrong. california edd unemployment is just a separate standalone benefit that doesn't cascade into your other programs. people need to stop getting financial advice from neighbors lol

Update from OP: I filed my California EDD unemployment claim this morning!! Took about 30 minutes online. I backdating requested for the past 5 weeks with an explanation that I was waiting due to confusion about Social Security interactions. The system accepted the request and said it would be reviewed. I'm nervous about the adjudication process but everyone here convinced me to just go for it. Thank you all so much for the help — this forum was genuinely more useful than anything else I tried.

Fingers crossed on the backdating request. Make sure your explanation clearly states that the delay was due to uncertainty about program interactions, not unwillingness to work or file. That's a legitimate reason for delay.
