EDD took unemployment funds without notice - How to get money back?

Has anyone else had their unemployment funds taken away without notice? I'm trying to help my dad figure out why the EDD took money from his account. We never got a letter or anything explaining why. Now we're trying to get a statement and find out how to get the money back. It's so frustrating! Any advice on what to do or has anyone been through this before?
