EDD took unemployment funds from BofA account without notice - How to get statement and reclaim funds?

Has anyone else had their unemployment funds taken away by the EDD without any notice? My dad just found out that the money he had in his Bank of America account from unemployment benefits was taken back by the EDD. We never received any letter or explanation about why this happened. We're trying to figure out how to get a statement and what the process is for claiming those funds back. We talked to a rep but they couldn't resolve the issue. Any advice?

I found a way to actually get someone on the phone at EDD. I used this site's (claimyr.com) calling tool that dials the phone menu, stays on hold, waits for a live agent to pick up, then sends the call to my phone. It does cost $20, but it works. This is why I always tell people to transfer their unemployment funds out of the BofA account ASAP. EDD has way too much control over that account.

Pro tip: If you do manage to get through to someone, ask for a tier 2 specialist right away. The first-level reps often don't have the authority to do much.
