EDD overpayment phone number? Can't access my profile to track tax refund withholding

I've been dealing with an EDD overpayment situation since February, and they withheld about $3,250 from my tax refund. They're supposed to be returning a portion (around $1,800) since they apparently took too much, but I haven't received anything yet. The problem is that since EDD updated their website last month, I can't log into my profile anymore - keeps giving me some error about 'account verification required' but the verification process goes nowhere. I used to be able to track the overpayment balance and refund status there. Does anyone know a direct phone number to speak with someone in the overpayment department? The main EDD number just puts me in an endless loop of automated messages. Also curious if anyone else is waiting on getting back a portion of tax refunds that were intercepted for overpayments? Really need that money for summer rent...

The EDD overpayment department's direct line is 1-800-676-5737. You need to call between 8am and 5pm on weekdays. Make sure you have your SSN, EDD Customer Account Number, and any overpayment case numbers ready when you call. They've been really overwhelmed lately with the system changes, so you might need to call repeatedly to get through. Regarding the tax refund intercept (what they call the Treasury Offset Program), there's unfortunately a separate process for getting back any excess amounts they took. You should receive a notice in the mail with the exact calculation of what they're returning, and it typically takes 6-8 weeks AFTER they process the overpayment adjustment. If it's been longer than that, definitely call to check on status.

Thank you so much! I'll try calling that number tomorrow morning. Do you happen to know if pressing certain numbers in the phone tree helps get to a human faster? I've wasted so many hours listening to those automated messages. And yes, it's been almost 10 weeks since they took the tax refund, so I should definitely follow up.

Wait they can take money from your tax refund?? I have an overpayment from 2024 but havent received any letters about tax returns being touched. Is that something that happens automatically or do they notify you first?

I had success reaching EDD using Claimyr (claimyr.com). It's a service that helps you bypass the phone queues and connects you directly with an EDD agent. Saved me hours of frustration after trying to resolve my overpayment issue for weeks. They have a video showing how it works: https://youtu.be/JmuwXR7HA10?si=TSwYbu_GOwYzt9km When you do get through, ask specifically about your "Treasury Offset Program refund status" - using that exact terminology helps them pull up the right information. I found out my refund was delayed because they needed to manually review my case, which is apparently happening to a lot of people after the system update.

Thanks for the suggestion. I'm desperate enough to try anything at this point. Did you have to wait long after using this service to connect with someone? And did they actually help resolve your issue or just give you the standard "it's processing" response?

I got connected to an agent within about 15 minutes (vs the days I spent trying on my own). The agent was able to see that my refund was stuck in the system and escalated it to a supervisor. Got my money about 10 days later. Make sure you're super specific about what you need - the Treasury Offset Program refund, not just general overpayment info.

the EDD website is literally GARBAGE after the update!!1! been locked out for 3 weeks now and nobody can help. i swear they do this on purpose to make it harder to follow up on things or file appeals. the tax offset program is even worse because it goes between edd and treasury department and neither one knows what the other is doing!!!

Actually, there's a separate ID verification process you need to complete now after the update. Go to the main EDD page, then click on 'Account Services' (not UI Online), then 'Verify Identity' and follow the prompts. Worked for me after being locked out for a week. The system doesn't make it obvious at all.

UPDATE: I finally got through to someone! For those with similar issues - I called the overpayment number at exactly 8:01am and actually spoke to a human after only about 20 minutes on hold. The rep confirmed they took too much from my tax refund and that I should be getting the remaining portion back. She said there's a huge backlog of these refunds because of the system update, but added notes to my account to expedite it. She also helped me regain access to my online account - turns out I needed to create a completely new login after the update (which makes NO sense). Anyway, hope this helps someone else!

Just a helpful reminder for everyone dealing with EDD overpayments - always keep detailed records of everything. Save screenshots of your account before any system updates, keep all letters they send you, and note the name of every representative you speak with along with the date and time. Since tax refund intercepts involve both EDD and the Treasury Department, the process can take longer than the standard timeframes they quote. In my experience working with clients, the best approach is polite persistence. Call once a week to check status until it's resolved.

This is really good advice. I wish I'd been taking screenshots from the beginning. I had an overpayment situation where they initially said I owed $7,200, then after my appeal it was reduced to $2,800, but they'd already taken the larger amount from my tax refund. Took 5 months to get the difference back! The system is incredibly inefficient.
