EDD keeps losing my address proof letters for unemployment - appeal nightmare!
I'm at my wits end with this EDD situation!!! Applied for unemployment 6 weeks ago and got denied because they claim they 'never received' my proof of address documents. Now they sent me some appeal paperwork which I completed and mailed back WITH MORE PROOF DOCS, and guess what?? They're saying AGAIN they never got it! How convenient for them! I've sent everything certified mail twice now and I'm out of money for more postage. When I call the 800 number it just hangs up on me after the automated messages. Does anybody know what address these proof letters are supposed to go to? Or if there's a way to submit them online instead? Or any direct number where a HUMAN actually answers?? This feels like they're deliberately losing my mail so they don't have to pay me!

The same exact thing happened to me! It's like they have a paper shredder at the mail room or something. After my third attempt sending documents they finally 'received' them. Make sure you're using the EXACT address on the paperwork they sent you. There are different EDD offices and if it goes to the wrong one, it basically disappears into the void. Also double check you're including your claim ID number on EVERY single page you send them.

•Thanks for the tip about putting my claim ID on every page! I didn't do that, just had it on the cover letter. Going to try sending AGAIN tomorrow. Did you get any confirmation when they finally received your docs?

The correct address for appeals depends on which office is handling your claim. It should be printed on the appeal form they sent you. However, you have better options than mail: 1. You can upload your proof of address documents directly in UI Online under "Upload Documents" 2. You can fax the documents to the number on your appeal form (keep the confirmation page) 3. If you need to speak to someone, try calling exactly at 8:01 AM when they open - that's when you have the best chance of getting through Also, make sure your documents meet their requirements. For proof of address, they typically accept utility bills, rental agreements, mortgage statements, or official government mail addressed to you.

•THANK YOU! I didn't know about the document upload option in UI Online! Just checked and I do see that section. Will try uploading everything there tonight. Really hope this works because I'm running out of options.

i had this same problem 4 months ago but with my identity verification not address. edd system is broken and they lose everything. i ended up using claimyr.com to get through to an actual edd rep on the phone after trying for 2 weeks by myself. cost some money but their system actually worked and got me connected in like 25 mins when i had been trying forever with no luck. the agent i talked to was able to see all my documents that i had uploaded directly in the system and approved me on the spot. they have a demo video you can check out here: https://youtu.be/JmuwXR7HA10?si=TSwYbu_GOwYzt9km

This is a common issue with EDD, unfortunately. Let me provide some specific guidance: 1. For address verification during the initial claim process, documents should be sent to the EDD office listed on your Notice of Requirement form (DE 1326C). 2. For appeal documents, they must go to the specific CUIAB (California Unemployment Insurance Appeals Board) office assigned to your case, NOT to the regular EDD address. This address is printed on your disqualification notice. 3. The most reliable method is electronic submission. Log into UI Online, go to 'Contact Us,' select 'Submit Documents,' and upload PDF files of your proof. This creates a digital record that cannot be 'lost.' 4. If you must mail documents, use certified mail with return receipt, and write your EDD Customer Account Number (not just your claim ID) prominently on EVERY page. 5. Always keep digital copies of everything you send. Importantly, you have a limited time window to appeal a disqualification - typically 30 days from the notice date. If you're approaching this deadline, I would recommend requesting a hearing regardless of the document situation, as you can present your proof directly to the Administrative Law Judge during the hearing.

•This is incredibly helpful information! I didn't realize the appeal goes to a completely different address than regular EDD mail. And I definitely didn't know about the Customer Account Number vs claim ID difference. Going to check my paperwork right now and see if I can find both numbers.

EDD DOES THIS ON PURPOSE!!! They denied me THREE TIMES claiming they never received my documents even though I sent everything certified mail with signature confirmation! It's a tactic to discourage people from getting benefits they're entitled to. After my 3rd appeal I finally got approved but they made me wait FIVE MONTHS with no income. The system is designed to make you give up. DON'T GIVE UP!!

•I don't think they do it intentionally, but their mail processing system is definitely broken. With how many claims they handle, things get lost all the time. That's why uploading directly is the only way to be sure.

•Maybe not the individual workers but the SYSTEM is designed to be frustrating. Why else would they have 6 different mailing addresses and no clear instructions? They could easily fix this but they don't want to!

UPDATE: I was able to upload all my documents through UI Online! Thanks everyone for the suggestions. Now the question is... how long should I expect to wait before hearing anything back? Should I still try calling them to confirm they received everything?

•Good job uploading the documents! Typically, you should allow 7-10 business days for EDD to process uploaded documents. If you don't see any updates in your UI Online account after that time, then yes, I would recommend calling to confirm receipt. When you call, specifically ask them to check if your documents are visible in their system and to note in your file that you're following up on previously submitted documents. Request a confirmation number for the call, which provides evidence of your due diligence if there are further issues. Also, keep checking your UI Online inbox daily, as they may send requests for additional information.

•Thank you! I'll wait the 10 business days and then follow up. Really appreciate everyone's help with this!
