EDD denied my out-of-state SDI claim for missing address verification - can't reach anyone by phone!

I'm beyond frustrated with EDD right now! I filed for SDI after breaking my leg during a work trip, and now I'm stuck at my sister's place in Nevada recovering. EDD just denied my claim because they supposedly never received my address verification documents, which I DEFINITELY mailed 3 weeks ago with delivery confirmation. I've called at least 25 times over the past two days and either get disconnected or sit on hold until the office closes. I have no way to physically go to a California office since I'm out of state and literally can't drive with my cast! Has anyone successfully reached a HUMAN at EDD while dealing with address verification issues? Also, I was planning to transition to Paid Family Leave next month when my baby is born (yes, pregnant with a broken leg - FML). Will filing an appeal for the SDI denial mess up my PFL application? I'm panicking about losing both benefits!

You're caught in that annoying address verification loop that I had to deal with last year. Here's what you need to know: 1. Mail verification rarely works efficiently with EDD anymore. They're backlogged and things get lost. 2. For your appeal: File it ASAP (Form DE 1000M). You can download this online and fax it - much faster than mail. Include your delivery confirmation proof with the appeal. 3. Your PFL shouldn't be affected IF you get the SDI appeal resolved before filing the PFL claim. They're connected benefits but separate applications. 4. For fastest resolution, you need to actually speak with an SDI claims specialist, not just any EDD rep. Keep calling but try exactly at 8:00am when they open. That's when I finally got through.

Thank you! I didn't know about the DE 1000M form - going to download it right now. The delivery confirmation just shows it was delivered to their office building, not to a specific person, so I'm worried that won't be enough proof. Do you know if faxing the appeal is better than mailing it? I don't want it to get "lost" again. Also, is there a direct number for the SDI specialists specifically?

Three months?! I can't wait that long - we're already dipping into savings to cover my medical bills. Did you guys do anything specific to finally get it resolved?

Since you're dealing with both a current SDI claim denial and an upcoming PFL claim, let me clarify a few things: 1. Address verification is a common issue with out-of-state claims because they have stricter identity verification requirements. 2. Your SDI appeal won't automatically affect your PFL eligibility, but the timing matters. Ideally, you want your SDI claim resolved before transitioning to PFL. 3. For the address verification, you need to submit Form DE 1101ID which is specifically for identity verification. The standard address form isn't sufficient for out-of-state claims. 4. You can upload this form directly through your SDI Online account rather than mailing it - look under "Forms and Certifications." 5. For the quickest resolution, you should reach out to the Identity Verification unit specifically (not the general SDI line). I recommend getting these issues sorted before initiating your PFL claim to avoid complications with your bonding period benefits.

Thank you! I didn't even know about the DE 1101ID form - no one told me I needed a special form for being out of state. I just checked my SDI Online account and don't see any option to upload forms though. Is that something new? The site just keeps showing my claim status as "Denied - Additional Information Required" but doesn't specify what information.

I use Claimyr to get through to EDD after trying for WEEKS to reach them myself. It cost a bit but totally worth it because they got me connected to an actual EDD agent in about 20 mins. I was able to explain my situation about my papers getting lost and they fixed it on the spot. Check out their video to see how it works: https://youtu.be/1X-mEsLtbmQ?si=1hcSq3KFtCr4oAmd and their website is claimyr.com. Especially since you're out of state, might be your best option!

is that service legit tho?? i've seen it mentioned but seems sketchy to pay someone just to make a phone call?

I can confirm Claimyr works - I was skeptical too but they got me through to EDD disability when I was about to give up. However... @OP you should know that your situation is actually TWO separate issues: 1. Your current SDI denial needs to be appealed ASAP (within 30 days of notice). While appealing, you still need to submit that identity verification form the other person mentioned. 2. Your upcoming PFL is a separate claim that won't automatically be denied just because of your SDI issue. The SDI and PFL systems are connected but not the same. If your SDI gets approved retroactively, you'll get backpay. Then you'd file a separate claim to transition to PFL when your baby arrives. The MOST important thing is getting a real person on the phone who can tell you exactly what document they need and the best way to submit it. If you can't get through on your own, paying for a service might be worth it vs. losing weeks of benefits.

Thank you for explaining the two separate issues - that helps clarify things! I'm going to try calling EDD one more time tomorrow morning right when they open. If that doesn't work, I might try that service because I'm really worried about missing the appeal deadline. Do you know if I need to keep certifying for SDI benefits while the appeal is pending?

Dealing with EDD while pregnant AND with a broken leg sounds absolutely miserable! I'm so sorry you're going through this. One thing to keep in mind - there's often confusion between regular address changes and identity verification for out-of-state claims. They require different documentation. I was actually in a similar situation (in Arizona while on California SDI) and what finally worked was getting my case escalated to a supervisor. Regular agents couldn't help. Also, make sure you're calling the SDI specific number (1-800-480-3287) not the general EDD line. Completely different departments!

Thank you! Yes, I've been calling the SDI number but it's constantly busy or puts me on hold forever. How did you get your case escalated to a supervisor? Did you say something specific when you finally got through?

I do have the tracking number! I've been trying to include it in my messages through the portal but haven't gotten any response. How long did it take for them to respond to you?

To answer your follow-up questions: 1. Yes, you absolutely should continue certifying for benefits while your appeal is pending. If you win the appeal, they can only pay for periods you properly certified for. 2. For escalating to a supervisor: When you reach an agent, politely but firmly state that you have documentation proving you submitted the required paperwork and request a supervisor review your case. Use the phrase "I'd like to formally request a supervisor review due to documented submission of verification materials." 3. For PFL timing: Ideally you should resolve the SDI issue first, but if your baby comes before it's resolved, you should still submit your PFL claim. Make a note in the additional information section explaining that your SDI claim is under appeal. 4. The online upload feature was added in late 2024, so it should be available, but sometimes it doesn't appear for claims with certain status codes. If you don't see it, faxing is the next best option (much better than mailing). Lastly, document EVERYTHING - every call attempt, every person you speak with, confirmation numbers, etc. This documentation can be crucial for your appeal.

This is incredibly helpful - thank you! I didn't realize I needed to keep certifying even though they denied me. I'll make sure to do that right away. And I'll try that specific phrasing about requesting a supervisor review if I can get through tomorrow. Really appreciate all the detailed advice!

Quick update on the online upload feature - it's actually under 'Contact SDI' not under forms. You choose 'Send a message' then select 'Claim Information' as the category, then you can attach files with your message. Make sure to include your claim ID number in the message too. Also, for your PFL after having your baby - that should be filed as a NEW claim, not as a continuation of your disability claim. The system is confusing because pregnancy disability can transition to PFL bonding, but in your case (since your disability is for your leg, not pregnancy complications), you'll file a separate PFL claim when the time comes. It's all handled by the same department but processed differently.

Thank you for the specific directions! I just logged into my account again and found the attachment option under 'Send a message' like you said. Going to upload everything right now. And thanks for clarifying about the PFL claim being separate - I was definitely confused about how that would work.
