EDD certification button greyed out - Unable to certify for weeks even though claim is active

I'm completely stuck and getting frustrated with this certification issue. My UI Online account shows my claim is active, but when I log in to certify for the past two weeks, the 'Certify for Benefits' button is greyed out and I can't click it! My benefit year isn't expired and I still have a balance showing. I was able to certify normally just 2 weeks ago, but now the system won't let me do anything. No messages or alerts explaining why. I've checked my inbox and there's nothing there about problems with my claim. Has anyone else run into this? Is the website glitching or is something wrong with my claim that I don't know about? Need to pay rent by the 5th so getting worried...

same thing happened 2 me last month!! turns out i had a flag on my account for a identity verification thing they sent through id.me but i never got the email! check ur spam folder maybe

Thanks for the tip. Just checked my spam folder and nothing there from EDD or ID.me. Is there any way to know if there's an ID verification issue without getting an email?

This could be happening for several reasons: 1. You might have a quarterly review hold on your account. EDD does this automatically at the end of each quarter to verify your continued eligibility. 2. You could have an ID verification issue like the other commenter mentioned. 3. Sometimes there's a system glitch where you need to clear your browser cache completely, use a different browser, or even try on a mobile device instead. 4. You might have a pending eligibility interview that needs to be resolved before you can certify again. I'd recommend checking the "Notifications" section of your UI Online dashboard, not just your inbox. Sometimes holds don't generate email notifications but will show there.

I checked the Notifications section and there's nothing there either. It all looks completely normal except I can't click the certify button. Is there a way to find out if I have a quarterly review or pending interview? Nothing on my account indicates these things.

This literally happened to me yesterday!! I was panicking too because rent is due soon. Try logging out completely, shutting down your computer, and trying again with a completely different browser (if you're using Chrome, try Firefox or Edge). The EDD website has TERRIBLE glitches. When I did this it finally worked, but I had to completely clear my cache first.

I'll try that right now! Thanks for the suggestion. Will report back if it works.

Update: I tried different browsers, cleared cache, even tried on my phone. Still can't certify. The button remains greyed out no matter what I do. This is so frustrating!

Based on your situation, you need to contact EDD directly. This sounds like either: 1. A quarterly flag on your account that requires manual review 2. A potential eligibility issue that hasn't been communicated yet 3. A technical problem with your specific account Unfortunately, none of these can be resolved without speaking to an EDD representative. The certification button being greyed out specifically (rather than giving an error) usually indicates a hold on your account rather than a site-wide technical issue.

Great, so I have to call them. I've been trying for days and can't get through - just constant busy signals or the "we're experiencing high call volume" message before it hangs up. Any tricks to actually reach a human?

its probly becuz they think ur doing fraud lol. happens ALL THE TIME with edd. they just randomly stop letting ppl certify with zero warning and no explaination and then expect u to magically know u need to call them. system is rigged to make ppl give up on benefits they deserve

I really hope that's not it! I've been completely honest on all my certifications. But you're right that it feels like the system is designed to be frustrating.

Ava Kim

I had this exact same problem back in February and it was because my account had a quarterly review flag. The frustrating part is they don't tell you this anywhere! I was only able to fix it after getting through to an EDD rep who removed the hold. After days of calling and getting nowhere, I finally used Claimyr (claimyr.com) to connect with EDD. They basically call for you and connect you when they reach a rep. Saved me days of frustration. They have a video showing how it works: https://youtu.be/JmuwXR7HA10?si=TSwYbu_GOwYzt9km The rep was able to remove the hold immediately and I could certify right after the call. Good luck!

This is good advice. When there's an account-specific hold like this, phone contact is unfortunately the only solution. These quarterly review flags are automatic in the system and often require manual intervention.

Check if your benefit year ended maybe? When was your original claim filed? Sometimes even if you have a balance, your benefit year expires and you need to file a new claim.

My benefit year says it ends in November 2025, so that's not it. I started this claim in November 2024 and have been certifying normally until now.

UPDATE: Finally got through to EDD by using Claimyr like someone suggested. Turns out there was a quarterly review flag on my account because I had reported some part-time work during my last certification. The rep removed the hold right away and I was able to certify immediately after the call. My certification status now shows as "pending" which the rep said is normal and should change to "paid" in the next 24-48 hours. Thank you everyone for your help!

glad u got it fixed!! edd is the worst with these random holds lol

So relieved for you! Make sure you mark your calendar for the next quarter so you're prepared if this happens again. I'm starting to think they do this on purpose honestly.

That's a good idea - I'll mark my calendar for when the next quarter ends. And yes, sometimes it really does feel intentional!

Thanks for sharing the update! This is really helpful for others who might face the same issue. It's frustrating that EDD doesn't communicate these quarterly review flags proactively, especially when they can block certifications completely. The fact that reporting part-time work (which is what you're supposed to do!) triggered this review shows how broken their system is. At least now we know that Claimyr can be a lifesaver when you absolutely need to get through to them quickly.

Absolutely agree! It's crazy that doing exactly what you're supposed to do - honestly reporting part-time work - can trigger a hold without any notification. This thread should be required reading for anyone dealing with EDD. The lack of transparency is the worst part - if they just sent an email saying "your account is under quarterly review, call us to resolve" it would save everyone so much stress and confusion.

This whole thread perfectly illustrates why EDD needs serious reform. The fact that @Sophia Nguyen had to go through days of stress, try multiple technical workarounds, and ultimately pay a third-party service just to access benefits she's entitled to is absolutely ridiculous. The system should send automatic notifications when accounts are flagged for review - it's 2025, not 1995! Props to everyone who helped troubleshoot, especially @Ava Kim for the Claimyr recommendation. Bookmarking this thread because I have a feeling I'll need these tips eventually too.

Completely agree @Fiona Gallagher! This whole situation is a perfect example of how the EDD system fails people who need help the most. @Sophia Nguyen shouldn t'have had to go through all that stress just to certify for benefits she earned. The fact that reporting part-time work honestly - which is literally what they require you to do - triggered a silent hold is beyond frustrating. At minimum they should send an email or text when these quarterly reviews happen. Thanks to everyone who shared solutions, this thread is definitely going in my bookmarks too!

This is such a helpful thread! I'm saving this for future reference because I'm sure I'll run into similar issues eventually. @Sophia Nguyen I'm so glad you got it resolved - the stress of not being able to certify when rent is due must have been terrible. It's infuriating that EDD's system can just silently flag accounts for quarterly reviews without any notification whatsoever. The fact that honestly reporting part-time income (which they literally require!) can trigger these holds shows how backwards their system is. Thank you @Ava Kim for sharing the Claimyr solution - that seems like it could be a game-changer for people stuck in phone queue hell. This whole situation really highlights why we need better transparency and communication from EDD!

This whole experience really shows how much the EDD system needs an overhaul! @Sophia Nguyen I m'so relieved you finally got through and could certify. The anxiety of waiting when you have bills due is no joke. It s'absolutely mind-boggling that their system flags accounts for doing exactly what they tell you to do - report your income honestly! And then they don t'even bother to notify you that there s'a hold. It s'like they want people to just give up on their benefits. Really appreciate everyone sharing their troubleshooting tips here, especially the Claimyr recommendation from @Ava Kim. This thread is definitely getting bookmarked - feels like dealing with EDD is just a matter of when, not if, you ll'hit these kinds of roadblocks.

This thread is incredibly valuable - thank you @Sophia Nguyen for sharing your experience and the resolution! As someone who's dealt with EDD's frustrating system before, I can totally relate to that panic when the certify button just goes grey with zero explanation. It's maddening that they can put holds on accounts for quarterly reviews (which are apparently automatic when you report part-time work??) but don't bother sending even a basic notification. The fact that you had to stress for days, try multiple browsers, and eventually pay for a third-party calling service just to access your own benefits is absolutely unacceptable. Definitely bookmarking this thread and the Claimyr recommendation - seems like having a backup plan for getting through to EDD is essential these days. Really glad you got it sorted before your rent was due!
