Certification stuck in 'processing' - EDD payment cycle problem

I'm in a weird situation with my EDD payments and need advice. I filed my claim in January and was receiving payments fine until I got this random notification through UI Online that required a response by February 14th. I called EDD and the rep told me to fill out a specific form and mail it back, which I did immediately. It's been over 5 weeks now, and I've noticed a strange pattern - I always have ONE certification stuck in 'processing' status. Whenever I certify for new weeks, the OLDER certification that was pending gets paid, but my newest one just sits there in processing. It's like a weird rolling delay. I've tried calling the regular EDD number at least 20 times over the past month (no exaggeration) but keep getting the dreaded 'too many callers' message. I even sent a message through the UI Online portal three weeks ago and got ZERO response. Finally got through today and the rep first mentioned I had an interview appointment scheduled - which I knew NOTHING about! After putting me on hold, they came back saying they found the issue was related to that February form. When I explained I mailed it back over a month ago, they put me on hold again and then just said they'd 'elevate the issue' but couldn't confirm if they ever received my form. Should I have been more aggressive about following up? Is there something else I should be doing now to fix this perpetual processing delay? My rent is due next week and I'm getting seriously worried.

You should absolutely be more aggressive with your follow-up. EDD's mail processing is notoriously slow, and things get lost ALL the time. Here's what I recommend: 1. Call again and specifically ask for a "status of claim" review. Tell them you need to know if your form was received and processed. 2. Request that they document in your file that you mailed the form weeks ago. Ask them to remove any flags on your account that are causing the processing delay. 3. If they mention an interview, get the exact date, time, and what number they'll call you from. Write it down! 4. Ask them to release any pending payments while they investigate, since you've been responsive to all their requests. omg same thing happened to me!!! i had a form due in february too and my payments kept getting stuck in processing one at a time!! so frustrating. i just kept calling and calling and finally got thru after like 2 weeks. they said my form never got scanned into the system even tho i sent it. had to fax it again. might wanna try that

If you're having trouble getting through to EDD on the phone (and who isn't?), I'd highly recommend trying Claimyr. I was in a similar situation with a perpetual pending certification and couldn't get through for weeks. Claimyr connected me to an EDD rep in about 20 minutes when I'd been trying for days on my own. i tried that Claimyr thing last year and it actually worked BUT i still had to talk to like 3 different people before finding someone who could actually help. EDD phone system is literally designed to make us give up 🙄

When there's an unresolved eligibility question or missing documentation, the EDD system will continue paying your previous certification when you submit a new one, but always hold the most recent one until the underlying issue is resolved. You NEED to follow up on that interview appointment the representative mentioned. Based on your description, it sounds like you might have a DE 4365 (Eligibility Determination) form that was due. If EDD didn't receive it, they automatically schedule an eligibility interview, which is probably what that rep saw in the system. Call first thing in the morning (8:00am sharp) when the queue is shortest. Ask specifically: 1. What is the scheduled interview date? 2. Can they confirm receipt of your form? 3. Can they place a note in your file documenting your previous submission? 4. Is there any way to submit the form electronically instead of by mail? As for being more aggressive - unfortunately, yes. With EDD, the squeaky wheel gets the grease. Mail can take 4-6 weeks to process currently.

Ask for the Claims Department specifically. When you get through the automated system, select the option for "Claim Questions" not "Payment Questions" - even though it feels like a payment issue, it's actually a claim eligibility issue causing the payment delay. The Claims specialists can see your full file including interview schedules and received documents.

THE SYSTEM IS BROKEN!!! This EXACT same thing happened to me and I NEVER got a straight answer. First they said they never got my form (I SENT IT CERTIFIED MAIL WITH TRACKING), then they said I missed an interview (THEY NEVER NOTIFIED ME), then they said my employer contested something (COMPLETELY FALSE). I spent MONTHS in this limbo where one payment was always stuck. Called 50+ times. FINALLY got someone who just fixed it with a few keystrokes and couldn't even explain what was wrong!!! EDD IS DESIGNED TO MAKE US GIVE UP ON BENEFITS WE'RE ENTITLED TO!!! Don't let them win!!!

this is so true!! my friend works for the state (not edd) and she says they're totally understaffed and their computer systems are from like the 1980s lol. thats why stuff gets lost all the time

hve u tried going to ur local edd office in person? sometimes thats the only way to get stuf fixed for real. i had payment issues for 3 months and finally went in person and they fixed it that day. just bring all ur paperwork and a printout of ur ui online account stuff

u need appointment at some offices but not all. google ur closest edd office and check their website or just call the office direct. way better than the main phone line!!

Quick update for you - I just helped my brother through a similar situation last month. The key was getting them to review what form was actually needed. In his case, they kept saying they were waiting for a DE 4365, but he actually needed to submit a DE 1326C. The rep who finally helped had to transfer him to a specialist who could see the actual status of his account. One thing to clarify - when they mentioned "elevating the issue" did they give you a timeframe? They should have provided a reference number for that escalation and a time estimate for resolution. If not, you need to call back and get that information. Also, check your UI Online inbox AND your physical mail. Sometimes interview notices are sent through regular mail only, especially if there's an issue with your UI Online account or email settings.

They didn't give me any timeframe or reference number when they said they'd elevate it! That's part of why I'm so frustrated. I'll check my physical mail more carefully too - I might have missed something if they didn't send it through UI Online.

might sound dumb but have u checked ur spam folder?? EDD sent me an important email and it went to spam and i almost missed my phone interview cuz of it!! also i learned the hard way that if u get a letter from EDD with a time/date for a phone interview u HAVE to answer when they call or ur claim gets auto-denied and thats super hard to fix.
