Don't give up! Have you tried contacting your local news station? Sometimes public pressure can work wonders.
It's frustrating but hang in there. Sometimes it just takes finding the right person to talk to.

Hey OP, just a heads up - when you do get through, make sure you have all your docs ready. They'll probably ask for proof of your new address and maybe some ID verification stuff. Better to have it all on hand so you don't have to call back.

This might sound crazy, but has anyone tried faxing EDD? I remember reading somewhere that they still accept faxes and it might be faster than calling.
