Have you tried reaching out to your local assembly member's office? They can sometimes help push things through faster.
Unpopular opinion: maybe try going to the EDD office in person? I know it's a pain, but sometimes face-to-face is the only way to get things done with these bureaucrats.
Quick question for anyone who's been through this recently - are they still requiring the extra identity verification steps? I heard they added some new requirements and I'm trying to prepare.

guys i think i figured it out. if you press 2, then 4, then wait 30 seconds and press 1, you can sometimes get through to a real person. its not guaranteed but ive had some luck with it
