Quick question - when you finally reach an agent to file a claim, do they handle everything over the phone or do you still need to submit documents separately? Trying to prepare for when I eventually get through.

For anyone calling the EDD questions phone number: avoid the lunch blackout from 12-1:30pm. The entire call center goes to lunch and nobody picks up. Found this out after wasting 3 hours calling during that window.
Update: Used the early morning strategy mentioned here and got through to the EDD questions phone number on attempt #31 at 8:07am today. Agent confirmed I need to reapply since my benefit year ended. Thanks everyone for the timing tips!
Final tip: If you do get through to the main EDD line, don't ask to be transferred to Sacramento specifically. They'll just tell you that all agents handle all regions now.

For anyone still manually calling - make sure you have snacks, water, and a phone charger ready. This process can take literally all day and you don't want to stop when you're finally making progress.
Has anyone calculated how much their time is worth vs just paying for a callback service? I'm curious about the break-even point.

Final update: After all this advice, I got through manually on attempt #89 this morning at 8:12am. Spanish agent was very helpful and resolved my mom's issue in 20 minutes. Sometimes persistence pays off, but honestly considering all the time invested, a callback service would have been smarter.

One more tip for Spanish speakers: if you do get through, have all your documents ready in advance. The agents are professional but they move quickly and you don't want to waste the call looking for paperwork.
