EDD delay transitioning from PDL to PFL baby bonding - normal wait time?
I had my baby on March 3rd and my pregnancy disability leave ended on April 14th. I received paperwork in the mail about transitioning to baby bonding PFL, filled everything out, and mailed it back on April 16th. It's been almost 3 weeks now and I haven't heard ANYTHING! No confirmation, no new payments, nothing showing up in my online account. Is this normal?? With my first baby in 2021, the transition seemed much quicker. I'm getting really worried because our savings are running out fast and my husband just got his hours cut at work. Should I be calling EDD? Anyone else experience long delays for the PDL-to-PFL transition recently?

Unfortunately, yes. EDD has been taking forever with these transitions lately. Mine took about 4 weeks in January. The system is completely overwhelmed right now. If you go to your online account, does it show your PFL claim at all or just your closed PDL claim?

same thing happened to me! so frustrating!!! took them 5 weeks to process mine and i was literally about to be evicted. they really dont care about new moms at all.

Three weeks is definitely longer than ideal, but unfortunately not unusual in 2025. They're taking 3-6 weeks for these transitions right now. Here's what you need to check: 1. Make sure you sent in form DE2501F specifically for PFL (not just the doctor's release from disability) 2. Verify your EDD account shows your completed pregnancy disability claim with correct end date 3. Check if your employer correctly reported your return-to-work date OR your intent to take baby bonding If all those are correct, it's probably just the processing backlog. But you should definitely try to speak with an agent to confirm they received your paperwork and there are no issues with your claim.

•I thought the form was DE2508 for baby bonding? At least that's what I filled out when I transitioned last month. The whole system is so confusing.

•You're absolutely right - thank you for the correction! DE2508 is the Paid Family Leave form for bonding. DE2501 is for disability. This is exactly why it's easy for claims to get delayed - the form numbers are so similar and easy to mix up.

I had the same issue transitioning from PDL to baby bonding in February. Waited 4 weeks with nothing happening. Finally called EDD and found out they had received my paperwork but it was "pending review" because of some stupid system flag. The agent fixed it on the spot and my payments started the next week. Seriously, CALL THEM. Don't just wait. Sometimes there's a small issue they need to clear that they'll never contact you about.

After wasting 2 days trying to get through to EDD about my delayed baby bonding transition, I used Claimyr (claimyr.com) and got connected to an agent in about 15 minutes. They have a service that basically navigates the phone tree and waits on hold for you. When they get an agent, they call you and connect you. Saved my sanity! Got it sorted in one call.

Your baby was born March 3? I'm due May 20! So excited but also nervous about all this EDD stuff. My HR lady told me the transition should be automatic but reading this thread is making me worried! Congrats on your little one btw! ❤️

•Thank you! And congrats on your upcoming arrival! Just a heads up - the transition is NOT automatic. You'll get paperwork after your baby is born that you need to fill out and return. Do it immediately when you get it. And maybe start calling EDD 2 weeks after you submit it, just to be safe.

UPDATE: I used the Claimyr service that someone recommended below, and got through to an EDD rep in about 20 minutes. She told me they received my paperwork but it was flagged for "additional review" because my employer reported a different PDL end date than what my doctor submitted. She was able to verify everything and pushed it through! Said I should see payment in 3-5 business days. Such a relief!

•That's great news! This is exactly why calling is so important when there are delays. There's often some small discrepancy that can be resolved quickly but will cause indefinite delays if you don't bring it to their attention.

Pro tip for anyone reading this thread later: If you're pregnant and planning to transition from PDL to baby bonding, call your employer's HR department BEFORE submitting your PFL paperwork. Make sure they have the correct end date for your disability claim, and get it in writing if possible. So many of these delays happen because employers and doctors submit conflicting dates.

•I wish I'd known this before! My transition was delayed 6 weeks because my doctor put my return-to-work date as the day after my C-section recovery (8 weeks) but my company somehow had it as 6 weeks. The EDD system just got stuck in limbo because of the conflicting info.
