PFL claim stuck in 'submitted' status after SDI ended - no payment for 3 weeks

I'm starting to worry about my PFL baby bonding benefits... I was on Disability Insurance starting one week before my daughter's birth (7/6), and my DI claim officially ended 8/13. I immediately submitted my PFL application on 8/15 through the EDD portal and got a confirmation number, but since then - nothing! It's been over 3 weeks and the claim still just shows as 'submitted' with no updates. No payments, no messages in my inbox, no letters in the mail. My savings are running dangerously low. Is this delay normal for PFL after SDI ends? Should I be doing something else? Has anyone else experienced this kind of gap between benefits?

This happened to me too! The transition from pregnancy disability to baby bonding is SUPPOSED to be seamless, but there's often this weird gap. In my case, it took exactly 22 days from submission to get my first PFL payment. The online status just sat at 'submitted' the whole time with no updates. As long as you have that confirmation/receipt number, you should be okay. But if you're hitting week 4 with no movement, you might want to call.

Thank you! It's so stressful not knowing if I did something wrong or if this is just how the system works. I'll give it a few more days before I start calling. Did you ever figure out why there was a delay with yours?

i wouldnt worry just yet the system is slow af especially with transitions. check ur claim history online tho, sometimes they send payments but dont update the status right away lol. also make sure u didnt miss any paperwork in ur spam folder, they love sending random forms that hold everything up

Good idea about checking claim history! Just looked and nothing there either. I've been obsessively checking my email including spam. I'll keep an eye out though!

I'm currently a PFL specialist, and I can tell you that August-September is one of our busiest periods with claim processing. While the transition from SDI pregnancy disability to PFL baby bonding should be relatively smooth, we're seeing 2-3 week processing times right now. However, if it's been more than 21 days since your PFL application was submitted, you should definitely contact EDD. A few things to check: 1. Verify your identity documents are fully processed (this is a common holdup) 2. Check if your employer responded to their portion (another common delay) 3. Make sure your doctor's certification was complete If any of these are missing, your claim could sit in 'submitted' status without progressing.

Thank you for the insider perspective! My employer is pretty good about handling these things, but I'll double-check with HR tomorrow. Do you know if there's any way for me to verify if they've completed their portion? The EDD website doesn't seem to show that level of detail.

If you need to contact EDD, good luck getting through!! I spent THREE DAYS trying to reach an agent about my delayed PFL baby bonding claim last month. Either constant busy signals or wait times of 2+ hours only to get disconnected. The whole system is ridiculous. I finally got through using Claimyr (claimyr.com) - it's a service that basically calls EDD repeatedly for you until they get through, then connects you to the next available agent. Saved me hours of frustration! They have a demo video at https://youtu.be/DOLxZQb92wM?si=6N1iCQ3a8Cdb2Ay5 that shows how it works. Worth every penny because the EDD agent I finally talked to fixed my claim issue in literally 5 minutes.

Did you find that service worth it? I've seen it mentioned but wasn't sure if it's legit. The EDD phone system is such a nightmare...

Honestly, yes. After spending hours redialing and getting nowhere, it was such a relief. They got me connected to an agent in about 20 minutes. The agent told me they had all my paperwork but it was sitting in a queue waiting for review. They expedited it and I got paid 3 days later.

The EXACT same thing happened with my PFL claim in May!! No communication for almost a month after submitting. Turns out my employer hadn't responded to their portion of the claim verification, but EDD never told me that was the holdup! I only found out when I finally got through to someone on the phone. So frustrating that they leave us hanging with no information while we're trying to care for newborns and pay bills!

That's so frustrating! I'm definitely going to check with my HR department tomorrow. Did EDD eventually backpay you for all the weeks you were waiting?

Yes, they did backpay everything once it was approved. That was the only good part of the whole mess!

Hate to say it but its totally normal for there to be a gap between DI and PFL even though they act like its supposed to be smooth. My DI to PFL transition took 25 days with ZERO communication. It was my second baby too so I knew what paperwork to submit! The system is just broken. I was told by an EDD rep that they're 'transitioning computer systems' (aren't they always??). Make sure you keep certifying for benefits even if you're not getting paid yet!

Wait - I need to certify for PFL? I thought that was only for unemployment and disability. The PFL paperwork didn't mention anything about ongoing certifications... now I'm worried I've missed something important!

Don't worry! PFL baby bonding does NOT require bi-weekly certifications like UI or SDI. For baby bonding, you apply once for your 8-week block. The previous commenter might be confusing it with caregiving PFL, which sometimes requires certifications, or with the older PFL system from years ago that worked differently. As long as you submitted the PFL application after your SDI ended, you're on the right track.

Oh shoot, my bad!! I was thinking of the old system. Sorry for the confusion! Glad someone corrected me.

UPDATE: I finally got through to EDD this morning! Turns out there was an issue with my identity verification that was holding everything up, even though I verified my identity when I first applied for disability. The agent pushed my claim through manually and said I should receive payment within 24-48 hours for all the weeks I've been waiting. Such a relief! Thank you everyone for your advice and support during this stressful time.

Great news! Glad you got it resolved. It's crazy how often these simple issues hold up claims with zero communication to the claimant. Enjoy your baby bonding time!

So glad to see your update! This is exactly why I always recommend people call EDD if they're stuck - so many times there's just one little thing holding up the whole claim that they can fix in minutes. Identity verification issues are super common even when you think everything was already verified from your DI claim. Congrats on getting it sorted and enjoy those precious weeks with your little one! 💕
