EDD Disability login errors E316 & E318 - Can't get through to anyone for help!

I've been trying to access EDD Disability services but keep getting error codes E316 and E318. The E316 error is preventing me from logging in. I've called EDD multiple times and even went to their office, but they just told me to call. I've opened 3 cases asking them to contact me, but no one has reached out in 3 days. Has anyone else dealt with this? Any advice on how to actually get through to a real person?
