CalFresh EBT benefits stolen on deposit day - how to get emergency replacement?
Just had my entire month's CalFresh benefits stolen yesterday - literally the SAME DAY they were deposited! I'm completely devastated as I'm a single parent with two kids and was counting on that $675 for our groceries this month. I immediately called the number on the back of my EBT card to report it stolen (they gave me some case number), and I also submitted a report through BenefitsCal, but it says it could take up to 10 days for someone to call me back! I've been on hold with the county for over an hour trying to talk to an actual worker. Planning to go to the office in person as soon as my neighbor can give me a ride tomorrow morning. Has anyone dealt with EBT theft recently? What documentation do I need to bring? Will they issue emergency replacement benefits or am I just out of luck for the month? This is ridiculous - why don't they have better security on these cards? It's not like I can just skip feeding my kids for 10 days while they 'process' my claim! 😡

This happened to me back in January! Someone skimmed my card somehow and took $490 within hours of the deposit. I had to fill out a form called EBT 2259 for benefit replacement. Bring your ID, EBT card, and that case number from when you reported it. The form asks where you last used the card and details about the unauthorized transactions. Make sure you've already reported it to the EBT customer service line before going in (which you did).

•Thank you SO much for this info! Did you get the money back quickly? I'm seriously panicking about how to feed my kids this week.

u need 2 go in person asap! same thing happened 2 my cousin and they made her wait almost 3 weeks! the online system is useless for theft issues. bring all ur bank statements 2 if u have them cuz they might ask how u know it wasnt u using the card

•3 WEEKS?? There's no way we can wait that long! I'll definitely bring my bank statements. I have a transaction from a grocery store across town that I've never even been to.

Im so sorry this happened to you! The EBT system is GARBAGE and they make it impossible to get help. I switched to getting my benefits directly deposited to my bank account instead of using the EBT card, and I immediately transfer it to a separate account that I only use for groceries. Still not perfect but at least I have better fraud protection. Wish they would implement some basic security features like text alerts or something. ANYTHING.

•Wait you can get direct deposit instead of EBT for CalFresh? I didn't know that was an option! How did you set that up?

•No sorry I should have been clearer - I was talking about my CalWORKs. CalFresh still has to go on EBT. I get confused between all these different benefits sometimes. Sorry for the confusion!

I've helped several clients through this process. Here's what you need to know: 1. The EBT 2259 Benefit Replacement Form that someone mentioned is correct. You'll need this completed. 2. By federal law, they must replace stolen benefits if properly reported. The deadline to apply for replacement is 10 days from when you discovered the theft. 3. For FASTER processing, bring: - Your EBT card - ID - The EBT customer service reference number from your report - Bank statements showing you were elsewhere when the transactions occurred (if available) - Any other evidence the transactions weren't yours 4. Make sure you check "electronic theft" on the form, not "lost card" (different processes). 5. Request an emergency replacement due to hardship (having kids with no food qualifies). Unfortunately, EBT theft has increased 300% since 2025 began, and the system is overwhelmed.

•This is SUPER helpful, thank you! I definitely have the customer service reference number. But will they really issue emergency replacement? I keep hearing horror stories about waiting weeks...

Try using Claimyr to get through to a CalFresh worker directly instead of waiting on hold forever. I was in a similar situation last month with benefits not showing up (different issue but same emergency). Used their service at claimyr.com and they got me connected to a live person in about 15 minutes instead of waiting on hold for hours. They have a video showing how it works: https://youtu.be/eZ19FHRETv8?si=_CXnXqNXbLl26WB8 The worker I spoke with processed my emergency replacement request right over the phone. Saved me a trip to the office with two kids in tow.

•Thank you for this tip! I've never heard of Claimyr before but I'm desperate at this point. Does it actually work? I'll try anything to get this resolved faster.

•Yes, it worked for me! Still had to wait a bit for the callback but WAY better than sitting on hold all day. The worker I got was helpful too since I explained it was an emergency food situation.

I dnt mean 2 be negative but the county is TERRIBLE with handling these cases rn. my moms benefits were stolen twice this year already!!!! the first time took 17 days to get repalced and second time took 13 days. they say its an "epidemic" of theft but do NOTHING to fix it. keep calling everyday and ask to speak to a supervisor if they say u gotta wait. good luck

•Oh no, that's so discouraging to hear! I can't believe they're letting people go without food for weeks. I have a little savings but not enough to replace the full amount. This is so stressful 😞

Update us on what happens! In my case, I went in person with all my documents and they processed my replacement in 3 days (still had to eat ramen for those days tho). Make sure you specifically ask for EXPEDITED PROCESSING due to having kids and no food. Some workers don't offer it unless you specifically request it.

•Will do! I'm heading to the office first thing tomorrow morning. I'll definitely ask for expedited processing - that's a great tip. I'll report back what happens for others who might be in the same situation.

One more important point - when you go to the office, make sure they give you a written receipt showing you submitted the EBT 2259 form. Some offices are claiming they never received forms when they get backed up. This receipt is your proof you submitted within the 10-day window, which is legally required for replacement. Also, ask if they can issue emergency food vouchers while you wait for the replacement. Some counties offer this for families with children who have had benefits stolen. It's not guaranteed but worth asking about.

•Thank you so much! I'll make sure to get that receipt and ask about emergency vouchers. With two young kids, we really can't go without food. This community has been so incredibly helpful - I feel much more prepared for tomorrow now.

I'm so sorry this happened to you! EBT theft is unfortunately becoming more common. Just wanted to add one thing that helped me when my benefits were stolen last year - if you have any food banks or pantries in your area, don't hesitate to use them while you wait for the replacement. I was embarrassed at first, but they were so understanding and it really helped bridge the gap. Many churches and community centers also have emergency food programs specifically for situations like this. You're doing everything right by going in person tomorrow - stay strong and keep advocating for your family!

•Thank you for mentioning food banks - I honestly hadn't even thought of that option because I've never had to use one before. Do you know if there are any restrictions on using them while you're already receiving CalFresh? I don't want to take resources away from someone who might need them more, but you're right that we need to eat while waiting for this to get sorted out.
